The attention of the Commissioners of 59 ULBS, where Municipal Schools existing, to the references cited and informed that in the reference 1st cited, the Government, School Education Department has issued certain instructions for absorption of the aided staff reported to the Government as per the policy for takeover of willing Private Aided Schools.
In view of the above and as per instructions of the higher authorities, the instructions issued by the Government, School Education Department may be communicated to the Commissioners of 59 ULBs, where Municipal Schools existing, with a direction to follow the same in coordination with the concerned Regional Joint Director of School Education and District Education Officers.
Further, it is to inform that in the above instructions, the Government has constituted a Committee with the following members at District level to take up the activities and to oversee the entire process of absorption of aided Schools under the overall supervision of Director of School Education.
1. Joint Director, V,W&S Chairperson
2. Chief Executive Officer, ZP – Member
3. All the Municipal Commissioners of District – Members
4. District Education Officer – Member – Convenor
Further it is to inform that one of the important activity of the above Committee is, the Committee shall assess well in advance whether the present vacancies in the Government and Local Bodies including Municipal Management will be sufficient to accommodate the staff or not as per the norms. In case, it is not sufficient, it shall be brought to the notice of the Director of School Education for necessary orders with details.
In view of the above, all the Commissioners of 59 ULBS, where Municipal Schools existing, are requested to take necessary action for absorption of alded teaching staff into Urban Local Bodies in coordination with the concerned Officers of School Education Department due consultation with the Regional Directors cum Appellate Commissioners of Municipal Administration, as the Commissioners of ULBS are also one of the members in the Committee constituted for this purpose, as per the orders/instructions issued by the Government from time to time in this regard.
All the Regional Directors cum Appellate Commissioner of Municipal Administration in the State are requested to guide the Commissioners in arriving the vacancies as per the modalities fixed by the School Education Department from time to time in this regard and during the process of absorption of the aided teaching staff into Municipal Schools in coordination with the concerned Officers of School Education. Department so as to avoid further complication in this regard, as the Regional Director cum Appellate Commissioner of Municipal Administration is the appointing authority for the categories of Municipal Teachers working in the ULBS.
