As recorded in the memo, arrears arising from the July 2018 DA revision were paid to employees in January 2026, while bills concerning the January 2019 revision had been raised by DDOs. Employee associations reported that some eligible employees still had unpaid or unclaimed arrears, in whole or part. కొంతమంది ఉద్యోగులకు DA బకాయిలు పూర్తిగా లేదా పాక్షికంగా అందకపోవడం, కొంతమంది DDOలు బిల్లులు సమర్పించకపోవడం వంటి అంశాల దృష్ట్యా, మిగిలిన అర్హులైన క్లెయిమ్‌లకు అవకాశం కల్పించాలని ప్రభుత్వం నిర్ణయించింది. ## Instructions for DDOs | డీడీఓలకు ముఖ్య సూచనలు 1. **Check earlier claims:** ఇప్పటికే చెల్లించిన, ప్రాసెస్ చేసిన లేదా పెండింగ్‌లో ఉన్న బిల్లుల వివరాలను పరిశీలించాలి. అదే క్లెయిమ్‌ను మళ్లీ సమర్పించరాదు. 2. **Only unpaid admissible balance:** ఇంకా చెల్లించాల్సిన అర్హమైన మొత్తాన్ని మాత్రమే క్లెయిమ్ చేయాలి. 3. **Retired/deceased employees:** రిటైర్డ్ లేదా మరణించిన ఉద్యోగుల విషయంలో ఇప్పటికే చెల్లింపులు జరిగాయా ధృవీకరించాలి. మరణించిన ఉద్యోగుల LTA బిల్లులను ట్రెజరీ అధికారులు కూడా పరిశీలించాలి. 4. **Earlier HCM module claims:** CFMS HCM మాడ్యూల్ ద్వారా గతంలో ప్రాసెస్ చేసిన క్లెయిమ్‌లను పరిశీలించి డూప్లికేట్ చెల్లింపులు లేకుండా చూడాలి. 5. **Foreign service:** ఉద్యోగి Foreign Serviceలో ఉన్న కాలానికి DA arrear claim వేయరాదు. 6. **Non-Drawl Certificate:** క్లెయిమ్ కాలంలో ఉద్యోగి ప్రస్తుత DDO పరిధిలో లేకపోతే Non-Drawl Certificate తీసుకున్న తర్వాత మాత్రమే క్లెయిమ్ చేయాలి. 7. **Verify records:** సర్వీసు వివరాలు, అర్హత, సంబంధిత కాలం, వర్తించే GOలు మరియు ఆధారాలు పరిశీలించి బిల్ పంపాలి. 8. **Responsibility:** తప్పుగా లేదా అధికంగా, డూప్లికేట్‌గా క్లెయిమ్ చేస్తే బాధ్యత సంబంధిత DDOదే; నిబంధనల ప్రకారం చర్యలు ఉండవచ్చు. ## Referenced Government Orders | సంబంధిత జీవోలు | GO / Memo | Date | Purpose | | G.O.Ms.No.94, Finance (PC&TA) | 04-11-2020 | DA revision w.e.f. 01-07-2018 | | G.O.Ms.No.51, Finance (PC-TA) | 31-07-2021 | DA revision w.e.f. 01-01-2019 | | Circular Memo No.3105894/5/PC-TA/2026 | 16-10-2026 | DA Arrear Module reopening instructions | ## Important Clarifications | ముఖ్యమైన సందేహాలు అందరూ మళ్లీ DA బిల్ పెట్టవచ్చా? కాదు. ఇంతకు ముందు క్లెయిమ్ చేయని అర్హమైన పెండింగ్ DA బకాయిలకు మాత్రమే. ఇప్పటికే సమర్పించిన/పెండింగ్ క్లెయిమ్‌ను తిరిగి సమర్పించరాదు. మాడ్యూల్ తిరిగి ఎప్పుడు తెరుస్తారు? ఈ మెమోలో మాడ్యూల్‌ను తిరిగి తెరవాలని ఆదేశించారు. ఖచ్చితమైన ఓపెనింగ్/క్లోజింగ్ తేదీ పేర్కొనలేదు.
