ద్వారా Presidential Order, 2025 అమలులో డైరెక్ట్ రిక్రూట్‌మెంట్‌కు సంబంధించిన ఎనిమిది
అంశాలపై వివరణ ఇచ్చింది. ఈ సూచనలు అన్ని సంబంధిత శాఖలు, నియామక సంస్థలకు వర్తిస్తాయి.

## ఎనిమిది స్పష్టీకరణలు | 8 Clarifications

### 1. ఒక్క పోస్టు నోటిఫికేషన్

**Single Vacancy**ఒక Local Cadreలో ఒక్క పోస్టు మాత్రమే ప్రత్యక్ష నియామకానికి ఉంటే
అది Local Candidateకు రిజర్వ్ అవుతుంది. ఒకటి కంటే ఎక్కువ పోస్టులు ఉంటే కనీసం ఒక 
పోస్టు Unreservedగా ఉంచాలి.

### 2. 2 నుంచి 18 పోస్టుల రోస్టర్

**2–18 Vacancies**2–18 పోస్టులకు ఒక పోస్టు Unreserved (స్థానిక, స్థానికేతర అభ్యర్థులకు
ఓపెన్), మిగిలినవి స్థానిక అభ్యర్థులకు రిజర్వ్ చేయాలి. 95% Local, 5% Unreserved గణనలో
fractionsను Local వాటాకు కలుపుతారు.

### 3. పాత జిల్లాల బ్యాక్‌లాగ్ ఖాళీలు

**Carry-Forward Distribution**పునర్వ్యవస్థీకరించిన జిల్లాలకు కమ్యూనల్ కేటగిరీల ప్రాధాన్యత
క్రమంలో, అందుబాటులోని ఖాళీలు మరియు క్యాడర్ స్ట్రెంత్‌ను అనుసరించి, ఎక్కువ క్యాడర్
స్ట్రెంత్ జిల్లా నుంచి తక్కువదాకా రొటేషన్ పద్ధతిలో పంపిణీ చేయాలి. క్రమం: SC Group-
I → SC Group-II → SC Group-III → ST → BC-A → BC-B → BC-C → BC-D → BC-E → EWS.

### 4. బ్యాక్‌లాగ్ నోటిఫికేషన్

**Separate Requisition**Carried-forward ఖాళీలను పాత Notification Number, Year, Roster
Point/Cycle వివరాలతో విడిగా చూపాలి. కొత్త ఖాళీలతో కలపకూడదు; పాత క్యారీ-ఫార్వర్డ్
రోస్టర్‌ను వేరుగా నిర్వహించాలి.

### 5. ఎంపికైన అభ్యర్థులు చేరకపోతే

**Non-Joining Vacancies**SC, ST, BC, EWSలకు వర్తించే Carry-Forward నియమాల ప్రకారం
నిర్ణయం తీసుకోవాలి. ఇతర కేటగిరీల్లో non-joining/selection relinquishment వల్ల ఖాళీగా
మిగిలిన పోస్టులను తదుపరి నోటిఫికేషన్‌లో కొనసాగుతున్న రోస్టర్ పాయింట్ల ప్రకారం భర్తీ
చేయాలి.

### 6. MSP, Ex-Servicemen, PwBD

**Horizontal Reservation**ప్రతి 100-point Roster Cycleలో Women, PwBD, Ex-Servicemen,
Meritorious Sports Persons ప్రాతినిధ్యాన్ని విడివిడిగా లెక్కించాలి. ఇప్పటికే కోటా
నిండితే మళ్లీ ప్రకటించనవసరం లేదు; నిండకపోతే అదే సైకిల్‌లో మిగిలిన ఖాళీల్లో భర్తీ
చేయాలి.

### 7. PwBD రోస్టర్ సైకిల్

**PwBD Cycle**100-point cycle పూర్తయితే తదుపరి cycle మళ్లీ Roster Point 1 నుంచి 
మొదలవుతుంది. PwBDలో నాలుగు blocks పూర్తి చేసిన తర్వాత కూడా ఖాళీ మిగిలితే lapse అవుతుంది;
తదుపరి cycle మొదటి block నుంచి ప్రారంభమవుతుంది. SCలకు వేరుగా 200-point roster వర్తిస్తుంది.

### 8. కొత్త జిల్లాల్లో Horizontal Backlog

**Successor Districts**SC/ST/BC/EWS వంటి communal reservationలకు ఉన్న విధంగా Women,
PwBD, Ex-Servicemen, MSP Horizontal Reservation ఖాళీలను successor districts మధ్య
విడిగా పంపిణీ చేయకూడదని స్పష్టీకరించారు.
