As per Note 1 in the amendment table, the relevant Unit of Appointment is a separate unit for appointment, recruitment, discharge, seniority, promotion, transfer and other service matters under Paragraph 5(1) of the Presidential Order, 2025.

The Government of Andhra Pradesh amended the Andhra Pradesh Educational Service Rules, 1998, issued through G.O.Ms.No.505 dated 16 November 1998. The amendment adds the Co-ordinator (PESC), District Coordinator (Open Schools) and Mandal Educational Officer-II categories and substitutes the existing Rule 12 table specifying posts, units of appointment and appointing authorities.
District Educational Officer (Direct Recruitment) is assigned a Multi-Zone unit with the Government as appointing authority. The Deputy Educational Officer and specified Class-III posts are under the Director of School Education.
