Subject: School Education Department – Inter District Transfers of Teachers, Gr.II Head Masters and Mandal Educational Officers on Spouse and Mutual grounds – Instructions issued – Regarding.

ORDER:
The attention of all the Regional Joint Directors of School Education and District Educational Officers in the State are invited to the reference read above, wherein Government after careful examination of the matter, hereby order to effect the Inter District Transfer of (382) Teachers, Head Masters and Mandal Educational Officers vide G.O.Ms.No.291, School Education (Ser.II) Dept., Dt:02.10.2025, including (134) on spouse grounds under 5(2)(c) and (248) on mutual grounds under 5(2)(d) of Presidential Orders, at Annexure-I and Annexure-II, respectively appended to this G.O, subject to assign last rank next to the last regular candidates in the new units of appointment and forego seniority as well as lien in the existing units and also subject to post them on need basis in Category-(3) and Category-(4) schools.
2. Therefore, while communicating copies of G.O.Ms.No.291, School Education (Ser.II) Dept., Dt:02.10.2025, all the Regional Joint Directors of School Education and District Educational Officers are hereby instructed to:
- To relieve the Teachers, Gr.II Head Masters and Mandal Educational Officers who were under the Inter district Transfers on AN of 02.10.2025 with instructions to report before the District Educational Officers / Regional Joint Directors of School Education concerned where the transfer was sought for.
- The teachers, Gr.II Head Masters and Mandal Educational Officers who were relieved on A.N of 02.10.2025 from the districts should report to the District Educational Officers/ Regional Joint Directors of School Education for the district to which the transfer is ordered / sought for on 03.10.2025 F.N.
- The District Educational Officer/ the Regional Joint Director of School Education should conduct the counselling for posting of the Teachers, Gr.II Head Masters and Mandal Educational Officers transferred under Inter district Transfer on 03.10.2025 F.N and the posting orders should be issued immediately after counselling.
- The posting should be given by following the counselling process only.
- Counselling should be conducted to the Teachers, Gr.II Head Masters and Mandal Educational Officers transferred on Spouse Grounds first and then to the Teachers, Gr.II Head Masters and Mandal Educational Officers transferred under Mutual Grounds category based on seniority.
- They are directed to post the teachers and Head Masters who are transferred on mutual and spouse grounds on need basis in Category-(3) and Category-(4) schools.
- Further, they are requested to inform to the individuals transferred under this process shall not be eligible for TA/DA, as transfers are made purely on their request.

ORDER:
In the reference \(^{2nd}\) read above, Government have requested the Director of School Education, to furnish the proposals for Inter District Transfer of Teachers and Head Masters on Spouse and Mutual grounds in accordance with 5(2)(c) and 5(2)(d) of Presidential Orders.
2. Accordingly, in the reference \(^{3rd}\) read above, the Director of School Education, has submitted proposals for effecting Inter District Transfer of Teachers, Head Masters and Mandal Educational Officers on Spouse and Mutual grounds in accordance with the Circular Memos \(1^st\) read above.
3. Government, after careful examination of the matter, hereby order to effect the Inter District Transfer of (382) Teachers, Head Masters and Mandal Educational Officers, including (134) on spouse grounds under 5(2)(c) and (248) on mutual grounds under 5(2)(d) of Presidential Orders, at Annexure-I and Annexure-II, respectively appended to this G.O, subject to assign last rank next to the last regular candidates in the new units of appointment and forego seniority as well as lien in the existing units and also subject to post them on need basis in Category-(3) and Category-(4) schools.
4. The teachers who are transferred on both mutual grounds and Spouse basis will be posted in Category-(3) and Category-(4) schools on need basis, upon reporting before the Competent Authority i.e., the District Educational Officers/RJDSE concerned, for further posting.
5. The District Educational Officers and the RJDSE concerned are therefore, directed to post the teachers and Head Masters who are transferred on mutual and spouse grounds on need basis in Category(3) and Category-(4) schools.
6. The individuals effected in the Inter District Transfers are not entitled for any TA, DA etc., as the transfers are ordered on their request basis.
7. The Director of School Education, shall take further necessary action accordingly, in the matter.
