ORDER: The following Order of President of India, S.O.5777 (E), dated the 15th December, 2025 is republished in the Andhra Pradesh Gazette :-

NOTIFICATION

THE ANDHRA PRADESH PUBLIC EMPLOYMENT (ORGANISATION OF LOCAL CADRES AND REGULATION OF DIRECT RECRUITMENT) ORDER, 2025.

S.O. 5777(E). — In exercise of the powers conferred by clauses (1) and (2) of article 371D of the Constitution and in supersession of the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975, in its application to the State of Andhra Pradesh, except as respects things done or omitted to be done before such supersession, the President hereby makes the following Order, namely:-

1. Short title, extent and commencement.

(1) This Order may be called the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025.

2. Definitions.

In this Order, unless the context otherwise requires, —

• (a) “direct recruitment” includes recruitment made on a temporary basis but does not include the recruitment made in pursuance of any Scheme approved by the State Government providing for the regularization of the services of persons holding posts on a temporary basis before the commencement of this Order;
• (b) “district” means a revenue district for all the Departments as specified in the Schedule;
• (c) “local area” in relation to any local cadre, means the local area as specified in paragraph 6 of this Order;
• (d) “local authority” does not include any local authority which is not subject to the control of the State Government;
• (e) “local cadre” means any local cadre of posts under the State Government organised in pursuance of paragraph 3, or constituted otherwise for any part of the State;
• (f) “local candidate” in relation to any local area, means a candidate who qualifies under paragraph 7 as a local candidate in relation to such local area;
• (g) “Multi-Zone” means the Multi-Zones as specified in the Schedule comprising of the districts mentioned therein;
• (h) “Schedule” means the Schedule appended to this Order;
• (i) “Special Office or Establishment” means an Office or an Establishment notified as such by the State Government;
• (j) “State” means the State of Andhra Pradesh;
• (k) “State Government” means the Government of Andhra Pradesh;
• (l) “State-Level Office or Institution” means an office or institution serving, or the jurisdiction of which extends to the State as a whole and notified as such by the State Government; and
• (m) “Zone” means a Zone specified in the Schedule annexed to this Order, comprising the territories mentioned therein.

(2) The General Clauses Act, 1897 (10 of 1897) applies for the interpretation of this Order as it applies for the interpretation of a Central Act.

3. Organisation of local cadres.

(1) The State Government shall within a period of twenty-seven months from the date of commencement of this Order, organise classes of posts … into different local cadres …

(2) The posts belonging to the category of Junior Assistant and each of the other categories equivalent to or lower than that of a Junior Assistant in each department, in each district, shall be organized into separate cadres.

(3) The posts belonging to each category above the post of Junior Assistant and up to and inclusive of the post of Superintendent and each of the other equivalent categories … in each zone, shall be organised into a separate cadre.

(4) The posts belonging to each category above the category of Superintendent or above the category of First level Gazetted post and up to and inclusive of the category of Deputy Collector … in each Multi-Zone shall be organized into a separate cadre.

(5)-(7) [Provisions for contiguous districts, multiple cadres, and exemptions by notification].

4. Allotment of persons.

Persons holding posts required to be organised into local cadres shall be allotted by the State Government with due regard to administrative needs, length of service, language knowledge, preference etc. Any aggrieved person may submit representation within 60 days. The decision of State Government under sub-paragraph (5) shall be final subject to Article 371D(3).

5. Local cadres and recruitment or appointment.

Each local cadre shall be a separate unit for recruitment, seniority, promotion, transfer etc. The State Government may provide for appointment by transfer on spouse ground, reciprocal basis, or public interest, with specified seniority conditions.

6. Local areas.

(1) District as local area – for direct recruitment to posts of Junior Assistant or equivalent, School Education Subordinate Services, teachers under local authority etc.
(2) Zone as local area – for posts above Junior Assistant up to Superintendent and First level Gazetted posts.
(3) Multi-Zone as local area – for posts above Superintendent/First level Gazetted up to Deputy Collector equivalent.

7. Local candidate.

A candidate shall be regarded as a local candidate in relation to a local area if — (i) studied for at least four consecutive academic years in that local area; or (ii) resided for at least four years preceding the qualifying examination. Special provisions for differently abled persons, children of Government servants posted outside the State (right to choose native local area of parent). One-time option for Government servants.

8. Reservation in direct recruitment (95% rule).

95% of posts to be filled by direct recruitment in each local cadre (District, Zone, Multi-Zone levels) shall be reserved in favour of local candidates of that local area. Provided at least one post left unreserved, and as far as possible at least one post allocated for local candidates of each local area. For single cadre spanning multiple districts/zones, reservation allocated proportionate to population. Fractions counted as one, tie-breaker by lot.

9. Carry forward of reserved posts.

If qualified local candidate not available, post carried forward for up to three years. Pending recruitment, may be filled temporarily by borrowing from other local cadre.

10. Power to authorise directions.

11. Overriding effect.

Provisions of this Order shall override any Statute, Rule, Regulation etc. in respect of direct recruitment under State Government or local authority.

12. Removal of doubts.

Nothing in this Order affects reservation provisions in favour of Backward Classes, SCs and STs unless inconsistent with this Order.

13. Certain appointments to be provisional.

14. Saving.

Does not apply to Andhra Pradesh Secretariat, Head of Department offices, Special Offices/Establishments, State-level offices/institutions, Police posts in Commissionerate located in Capital area.
