AP Gazette Part-I Extraordinary No.197, అమరావతి | 20-04-2026 | | 5 | G.O.Ms.No.204 – సాధారణ పరిపాలన (SPF&MC) శాఖ | 04-10-2026 | | 6 | G.O.Ms.No.268 – MA&UD (D1) శాఖ | 31-10-2026 | | 7 | పాఠశాల విద్య డైరెక్టర్, e-file C.No.3448483 | 10-10-2026 | | 8 | APPSC కార్యదర్శి, విజయవాడ, Lr.No.GAD 03-APPS0RR/128/2026 | 27-10-2026 | ### ఉత్తర్వు (ORDER) **1.** మొదటి రిఫరెన్స్‌లోని **G.O.Ms.No.320, తేదీ 07-12-2016** ద్వారా ఆంధ్రప్రదేశ్ మున్సిపల్ ఎడ్యుకేషనల్ సబార్డినేట్ సర్వీస్ రూల్స్, 2016 జారీ అయ్యాయి. తరువాత వాటికి ఎప్పటికప్పుడు కొన్ని సవరణలు చేశారు. **2.** రెండో రిఫరెన్స్‌లోని **G.O.Ms.No.84, తేదీ 24-06-2022** ప్రకారం ప్రభుత్వ / పంచాయతీరాజ్ పాఠశాలల పద్ధతితో సమానంగా పరిపాలన జరపడానికి మున్సిపల్ పాఠశాలల పర్యవేక్షణ, పరిపాలన బాధ్యతలను పాఠశాల విద్యాశాఖకు అప్పగించారు. ఆ ఉత్తర్వులో కల్పించిన అధికారాల ప్రకారం ఈ శాఖలో విలీనం జరిగిన తేదీ నుంచి కొత్త సర్వీస్ నియమాలు అమలులోకి వచ్చాయి. **3.** భారత రాష్ట్రపతి **S.O.5777(E), తేదీ 15-12-2025** ఉత్తర్వు ప్రకారం 1975 నాటి స్థానిక క్యాడర్ల వ్యవస్థీకరణ, ప్రత్యక్ష నియామకాల నియంత్రణ ఉత్తర్వు స్థానంలో, రాష్ట్ర ప్రభుత్వం నాలుగో రిఫరెన్స్ ద్వారా **ఆంధ్రప్రదేశ్ పబ్లిక్ ఎంప్లాయ్‌మెంట్ (స్థానిక క్యాడర్ల ఏర్పాటు, ప్రత్యక్ష నియామకాల నియంత్రణ) ఉత్తర్వు, 2025**ను తిరిగి ప్రచురించింది. ఇది **15-12-2025** నుంచి అమల్లోకి వచ్చింది. **4.** ఐదో రిఫరెన్స్ ప్రకారం పాఠశాల విద్య డైరెక్టర్ పరిపాలనలోని పోస్టులను **జిల్లా( District), జోన్ (Zone)** స్థానిక క్యాడర్లుగా వ్యవస్థీకరించారు. రాష్ట్రపతి ఉత్తర్వు 2025లోని పేరా 5(1) ప్రకారం జిల్లా, జోన్ క్యాడర్లు నియామకాలు, ప్రత్యక్ష నియామకాలు, పోస్టుల కొరతతో విడుదల, సీనియారిటీ, ప్రమోషన్, బదిలీ, ఇతర సర్వీస్ విషయాలకు వేర్వేరు యూనిట్లు. నియామక అధికారులను పేర్కొని, ప్రత్యక్ష నియామకాల్లో స్థానిక అభ్యర్థులకు ** 95% రిజర్వేషన్** ఇచ్చి, సంబంధిత సర్వీస్ నియమాలను అనుగుణంగా సవరించాలని ఆదేశించారు. **5.** ఆరవ రిఫరెన్స్‌లోని **G.O.Ms.No.268** ద్వారా మున్సిపల్ ఎడ్యుకేషనల్ సబార్డినేట్ సర్వీస్ రూల్స్, 2016కు MA&UD శాఖ కొన్ని సవరణలు చేసింది. **6.** ఏడో రిఫరెన్స్ ప్రకారం మున్సిపాలిటీల్లోని మున్సిపల్ పాఠశాలల ఉపాధ్యాయ పోస్టుల కోసం అవసరమైన నియమాలను జారీ చేయాలంటూ పాఠశాల విద్య డైరెక్టర్ ప్రభుత్వానికి ప్రతిపాదనలు పంపారు. **7.** ప్రభుత్వం ఆ ప్రతిపాదనను జాగ్రత్తగా పరిశీలించి ఆమోదించింది. మున్సిపాలిటీల్లోని మున్సిపల్ పాఠశాలల్లో పనిచేసే ఉపాధ్యాయుల పోస్టులకు సర్వీస్ రూల్స్ జారీ చేయాలని నిర్ణయించింది. **8.** కింది నోటిఫికేషన్ **03-11-2026** తేదీ ఆంధ్రప్రదేశ్ గెజిట్‌లో ప్రచురించబడుతుంది. అయితే ఈ నియమాలు **04-10-2026 నుంచి అమల్లోకి వచ్చినట్లుగా** పరిగణిస్తారు. ### నోటిఫికేషన్ (NOTIFICATION) భారత రాజ్యాంగంలోని **ఆర్టికల్ 309** అనుబంధ నిబంధన, ఆంధ్రప్రదేశ్ విద్యా చట్టం 1982( చట్టం 1/1982) లోని **సెక్షన్లు 78(1), 78(2), 99** ద్వారా లభించిన అధికారాలనుపయోగించి,** G.O.Ms.No.320, MA&UD, తేదీ 07-12-2016** మరియు దాని సవరణలను అధిగమిస్తూ, మున్సిపాలిటీల్లోని మున్సిపల్ పాఠశాలల్లో పనిచేసే ఉపాధ్యాయ పోస్టులకు ప్రభుత్వం కింది నియమాలను జారీ చేస్తోంది. ## రూల్స్ 1, 2 – పేరు, వర్తింపు, పోస్టుల వర్గీకరణ ### రూల్ 1 – నియమాల సంక్షిప్త పేరు ఈ నియమాలను **“The Andhra Pradesh School Educational Subordinate Service (for the posts of teachers working in Municipal Schools in the Municipalities) Rules, 2026”** అని పిలుస్తారు. ### రూల్ 2 – వర్తింపు మరియు ఏర్పాటు **2(i):** పాఠశాల విద్యాశాఖ పరిపాలనా నియంత్రణలోని మున్సిపాలిటీల మున్సిపల్ పాఠశాలల్లో పనిచేసే ఉపాధ్యాయులకు ఈ నియమాలు వర్తిస్తాయి. **2(ii):** ఈ సబార్డినేట్ సర్వీస్‌లో **Class-Iలో 13 కేటగిరీలు, Class-IIలో 10 కేటగిరీలు– మొత్తం 23 పోస్టు కేటగిరీలు** ఉన్నాయి. ### Class-I – మొత్తం 13 కేటగిరీలు | కేటగిరీ | పోస్టు పేరు | | 1 | స్కూల్ అసిస్టెంట్ – గణితం (School Assistant – Mathematics) | | 2 | స్కూల్ అసిస్టెంట్ – భౌతిక శాస్త్రాలు (Physical Sciences) | | 3 | స్కూల్ అసిస్టెంట్ – జీవశాస్త్రం (Biological Science) | | 4 | స్కూల్ అసిస్టెంట్ – సాంఘిక శాస్త్రం (Social Studies) | | 5 | స్కూల్ అసిస్టెంట్ – ఇంగ్లీష్ (English) | | 6 | స్కూల్ అసిస్టెంట్ – తెలుగు (Telugu) | | 7 | స్కూల్ అసిస్టెంట్ – హిందీ (Hindi) | | 8 | స్కూల్ అసిస్టెంట్ – ఉర్దూ (Urdu) | | 9 | స్కూల్ అసిస్టెంట్ – అరబిక్ (Arabic) | | 10 | స్కూల్ అసిస్టెంట్ – సంస్కృతం (Sanskrit) | | 11 | స్కూల్ అసిస్టెంట్ – వ్యాయామ విద్య (Physical Education) | | 12 | స్కూల్ అసిస్టెంట్ – ప్రత్యేక విద్య (Special Education) | | 13 | మోడల్ ప్రైమరీ స్కూల్ హెడ్‌మాస్టర్ / స్కూల్ అసిస్టెంట్ (MPSHM/SA) | ### Class-II – మొత్తం 10 కేటగిరీలు | కేటగిరీ | పోస్టు పేరు | | 1 | సెకండరీ గ్రేడ్ టీచర్ (SGT) | | 2 | సెకండరీ గ్రేడ్ టీచర్ – ప్రత్యేక విద్య (SGT Special Education) | | 3 | లాంగ్వేజ్ పండిట్ గ్రేడ్-II (Language Pandit Gr-II) | | 4 | ఆర్ట్ టీచర్ (Art Teacher) | | 5 | డ్రాయింగ్ టీచర్ (Drawing Teacher) | | 6 | మ్యూజిక్ టీచర్ (Music Teacher) | | 7 | క్రాఫ్ట్ టీచర్ (Craft Teacher) | | 8 | వృత్తి శిక్షణ బోధకుడు / వొకేషనల్ ఇన్‌స్ట్రక్టర్ | | 9 | వీవింగ్ టీచర్ (Weaving Teacher) | | 10 | సూయింగ్ టీచర్ (Sewing Teacher) | ## రూల్ 3 – నియామక పద్ధతులు మరియు నియామక అధికారి మున్సిపల్ పాఠశాలల్లోని ప్రతి కేటగిరీ నియామక పద్ధతులు, నియామక అధికారులు క్రింద ఇవ్వబడ్డారు. అన్ని 23 పోస్టు కేటగిరీలకు నియామక అధికారి **జిల్లా విద్యాశాఖాధికారి (District Educational Officer)**గా పట్టికలో చూపించారు. **ప్రధాన శాతాలు:** Class-I కేటగిరీలు **1–5కు 30% ప్రత్యక్ష నియామకం / 70% ప్రమోషన్**; Class-I కేటగిరీలు **6–12కు 70% ప్రత్యక్ష నియామకం / 30% ప్రమోషన్**. ఇక్కడ అదే ప్రస్తావనను కొనసాగిస్తున్నాం. **(iii) ప్రమోషన్లలో రిజర్వేషన్:** ప్రభుత్వం ఎప్పటికప్పుడు జారీ చేసే సంబంధిత నియమాల ప్రకారం ప్రమోషన్లలో రిజర్వేషన్‌ను అనుసరించాలి. ## రూల్ 5 – అర్హతలకు వర్తించే సాధారణ నిబంధనలు **5(i):** రూల్ 5(v) పట్టికలో సూచించిన విద్యార్హతలతో పాటు సంబంధిత TET/CTET అర్హతను కూడా కలిగి ఉండాలి. ఈ షరతు **Class-I కేటగిరీలు 1–13 (కేటగిరీ 11 మినహా)** మరియు ** Class-II కేటగిరీలు 1, 2** కు వర్తిస్తుంది. అవసరమైన అర్హత లేకుండా నియామకం, ప్రమోషన్ లేదా బదిలీ ద్వారా నియామకానికి అర్హత ఉండదు. **5(ii):** అవసరమైన కనీస అర్హతలకన్నా ఉన్నత అర్హతలు కలిగిన అభ్యర్థులు కూడా అర్హులే. అయితే, నియామకానికి అవసరమైన నిర్దేశిత సబ్జెక్టులను బ్యాచిలర్ డిగ్రీ స్థాయిలో చదివి ఉండాలి. బోధనా మాధ్యమం, ప్రథమ భాష తదితర నిర్దేశిత అన్ని ఇతర షరతులను కూడా పూర్తి చేయాలి. **5(iii):** సంబంధిత బోధనా మాధ్యమంలో SSC లేదా సమాన పరీక్ష, ఇంటర్మీడియట్ లేదా సమాన పరీక్ష, లేదా డిగ్రీ పరీక్ష ఉత్తీర్ణులై ఉండాలి. ప్రత్యామ్నాయంగా, సంబంధిత భాషను SSCలో ప్రథమ భాషగా, ఇంటర్మీడియట్‌లో Part-I లేదా ద్వితీయ భాషగా, లేదా డిగ్రీలో **భాష / ఒక సబ్జెక్టు (Language / Subject)**గా చదివి ఉండాలి. ఈ అర్హత షరతులు ఆయా మాధ్యమాల్లో స్కూల్ అసిస్టెంట్ గణితం, జీవశాస్త్రం, భౌతిక శాస్త్రాలు, సాంఘిక శాస్త్రం, వ్యాయామ విద్య, SGT పోస్టులకు వర్తిస్తాయి. **5(iv):** విద్యార్హతలు/నియామకాలకు సంబంధించిన **NCTE (National Council for Teacher Education)** ప్రమాణాలు, ప్రభుత్వం ఎప్పటికప్పుడు జారీ చేసే ఉత్తర్వులు వర్తిస్తాయి. **5(v):** అన్ని పోస్టుల కేటగిరీలకు ప్రత్యేకంగా నిర్దేశించిన అర్హతలు క్రింద వరుసగా ఇవ్వబడ్డాయి. అసలు ఉత్తర్వులోని “Or” ప్రత్యామ్నాయాలను వేర్వేరుగా చూపిస్తున్నాం. ## రూల్ 5(v) – Class-I అర్హతలు (కేటగిరీలు 1–13) రూల్ 5లో నిర్దేశించిన ప్రతి పోస్టు అర్హత, డిగ్రీ సబ్జెక్టులు, మెథడాలజీ మరియు ప్రత్యామ్నాయ కోర్సులను క్రింద విడివిడిగా ఇచ్చాం. **హిందీ (కేటగిరీ 7)** కోసం పూర్తి రెండు పట్టికలు తదుపరి ప్రత్యేక విభాగంలో ఉన్నాయి. ### కేటగిరీ 1 – స్కూల్ అసిస్టెంట్ (గణితం / Mathematics) 1. 1వ ప్రత్యామ్నాయం 2. బ్యాచిలర్ డిగ్రీలో **Mathematics / Applied Mathematics / Statistics** ప్రధాన సబ్జెక్టుగా లేదా మూడు సమాన ఆప్షనల్ సబ్జెక్టులలో ఒకటిగా చదివి ఉండాలి. అదనంగా **Mathematics మెథడాలజీ** తో B.Ed. లేదా B.Ed. (Special Education) డిగ్రీ ఉండాలి. 3. 2వ ప్రత్యామ్నాయం 4. **Mathematics / Applied Mathematics / Statistics**తో **నాలుగేళ్ల ఇంటిగ్రేటెడ్ డిగ్రీ** కలిగి ఉండాలి. ఆ నాలుగేళ్ల డిగ్రీ **NCTE గుర్తింపు పొందిన సంస్థ** నుంచి ఉండాలి. 5. 3వ ప్రత్యామ్నాయం 6. ఇంటర్మీడియట్‌లో **Mathematics** ఒక గ్రూప్ సబ్జెక్టుగా చదివిన **BCA** అభ్యర్థులు, లేదా ఇంటర్మీడియట్‌లో **Mathematics, Physics** చదివిన **B.E./B.Tech** అభ్యర్థులు; వీరికి Mathematics మెథడాలజీతో B.Ed. లేదా B.Ed. (Special Education) ఉండాలి. 7. 4వ ప్రత్యామ్నాయం 8. **Mathematics / Applied Mathematics / Statistics** లేదా వాటి అనుబంధ సబ్జెక్టులలో పోస్ట్ గ్రాడ్యుయేషన్‌తో పాటు, సంబంధిత Mathematics మెథడాలజీ గల **మూడేళ్ల ఇంటిగ్రేటెడ్ B.Ed.–M.Ed.** ఉండాలి. ### కేటగిరీ 2 – స్కూల్ అసిస్టెంట్ (భౌతిక శాస్త్రం / Physical Sciences) 1. 1వ ప్రత్యామ్నాయం 2. బ్యాచిలర్ డిగ్రీలో నిర్దేశించిన భౌతిక శాస్త్ర, రసాయన శాస్త్ర సంబంధిత అంశాల నుంచి** కనీసం రెండు ఆప్షనల్ సబ్జెక్టులు** చదివి ఉండాలి: **Physics / Applied Physics / Engineering Physics & Instrumentation; Chemistry / Applied Chemistry / Industrial Chemistry/ Pharmaceutical Chemistry / Medicinal Chemistry / Bio-Chemistry / Geology**. లేదా Physics/దాని అనుబంధ సబ్జెక్టు ప్రధాన అంశంగా, Chemistry/దాని అనుబంధ అంశం సబ్సిడియరీగా( లేదా విరుద్ధంగా) ఉండాలి. దానితో పాటు **Physical Science / Physics / Chemistry / Science** మెథడాలజీతో B.Ed. లేదా B.Ed. Subsequently, certain amendments have been issued thereto from time to time. 2. The Government in the G.O.2nd read above, entrusted the supervision and administration of Municipal Schools to the School Education Department to administer on par with the system followed in Government / Panchayat Raj Schools and in accordance with the powers vested in the said G.O, the fresh Service Rules were brought into the existence from the date of amalgamation into this Department. 3. In the absence of surplus teachers of 1 to 10 of Class I, these posts shall be filled by way of promotion from Categories 1 to 10 of Class-II, as per the relevant service rules. Note 4: If any Model Primary School Headmaster / School Assistant (MPSHM/SA) teachers are still available as per Sl. No. 13 of Class–I, they shall be posted in the concerned subject in accordance with their qualifications, wherever there is a requirement in that subject. In the absence of surplus MPSHM/SA teachers, such posts shall be filled by way of promotion and Direct Recruitment from Categories 1 to 10 of Class–II, in accordance with the relevant Service Rules. Note 5: The extent of reservation in favour of local candidates in direct recruitment to the categories of posts to be filled by direct recruitment shall be ninety-five percent (95%), as specified in the Presidential Order, 2025. 4. Rule of Reservation: i. The rule of special representation (General Rule 22 of the Andhra Pradesh State and Subordinate Services) as amended from time to time shall apply to appointment by Direct Recruitment to any post in the service. ii. Appointment in institutions specially provided for women: a. Women alone shall be appointed to post in the institutions specially provided for them/Girl Schools. b. A vacancy in a category in an Institution specially provided for women shall be filled by transfer of a woman member of the same category employed in an institution not specially provided for women within the unit. When such transfer is not possible women may be appointed by any method admissible under Rule 2, such appointed candidate, shall not acquire any right in the matter of seniority of full membership in the category or promotion to a higher category until she gets her due turn. iii. The rule of reservation in promotion shall be followed as per the rules issued from time to time. 5. Age: No person shall be eligible for appointment by direct recruitment to any post in this service unless he/she is more than 18 years of age and not more than the upper age is prescribed AP State and Subordinate Service Rules, 1996 from time to time, as on the first day of July of the year in which the notification for recruitment is made.
