1. Memo Overview
Subject: PR & RD Dept. – Process for New Pension Applications under NTR Bharosa Pension Scheme through Swarna Grama and Swarna Wardu – Guidelines – Issued.
The Government states that NTR Bharosa Pension Scheme is intended to support poor and vulnerable sections, including old and infirm persons, widows, persons with disabilities and other eligible categories.
New pensions will be sanctioned category-wise in a phased manner, subject to prescribed eligibility criteria and Government orders issued from time to time.
The New Pension Application Service shall be made available through all Swarna Grama and Swarna Wardu offices in the State for receiving applications from eligible applicants.
2. Procedure for New Pension Applications – Annexure I
2.1 Availability of Application
The prescribed New Pension Application Form shall be available at all Swarna Grama and Swarna Wardu offices across the State. The form shall also be made available for download on the SGSW website and NTR Bharosa Pension Scheme website.
2.2 Receipt of Application
- Submission: The duly filled application form must be submitted at the respective Swarna Grama / Swarna Wardu office along with relevant supporting documents/certificates.
- Online Registration: Digital Assistant / Ward Education and Data Processing Secretary (WEDPS) shall receive applications, verify basic details and upload application particulars in the SGSW New Pension Service.
- Acknowledgement: A system-generated acknowledgement shall be issued after successful registration.
- eKYC Validation: Applicant details shall be validated against eKYC details. Mismatches shall be shown in the system and the applicant shall be informed to provide correct particulars.
2.3 Common Eligibility Validation
Applications shall be validated as per common eligibility criteria under NTR Bharosa Pension Scheme guidelines and against the existing pensioners database.
- Applications found ineligible at this stage shall be rejected with reasons.
- A system-generated endorsement shall be made available and handed over to the applicant.
- Eligible applications shall be forwarded to WEA / WWDS for physical verification.
2.4 Physical Verification
WEA/WWDS shall provide the Physical Verification Form to the concerned SGSW staff. SGSW staff shall visit the applicant’s residence and verify eligibility, supporting documents/certificates and record findings.
If eKYC was not obtained at the time of application, SGSW staff shall obtain the applicant’s eKYC during the physical verification visit.
2.5 Routing after Physical Verification
- Old Age, Widow and Disabled pension applications are submitted to the MPDO / Municipal Commissioner.
- Single Women applications are submitted to the concerned Thasildar.
- Weavers, Fishermen, Dappu Artists, Traditional Cobblers and Transgender applications are submitted to the concerned district-level officers through their login.
3. Scrutiny, Recommendation and Final Approval
3.1 Tahsildar / District-level scrutiny
For occupational pension categories, the concerned district-level officer or designated officer shall verify applications, update details and forward them to MPDO / Municipal Commissioners with observations. Single Women applications shall be verified by Thasildars and sent with observations.
3.2 MPDO / Municipal Commissioner scrutiny
The MPDO / Municipal Commissioner shall scrutinize applicant details, supporting documents, common eligibility validation, existing pensioner database validation, physical verification report and eKYC details, and then determine eligibility/ineligibility.

3.3 State Level Approval
At State level, SGSW, RTGS and SERP will undertake verification before final sanction. For Weavers, Fishermen, Dappu Artists, Traditional Cobblers, Taddy Tappers and Transgender categories, the concerned State-level Department will finalize eligibility/ineligibility and send the case to SERP.
3.4 Ineligible Applications
An endorsement showing reasons for ineligibility shall be generated and made available in the WEA/WWDS login. The WEA/WWDS shall take a printout and hand it over to the applicant.
3.5 SERP Final Validation and Budget Proposal
SERP shall undertake final validation of eligible applications, prepare Welfare Corporation-wise budget proposals and submit them to Government for approval and allocation of budget.
3.6 Government Approval and Release of Pension
Pensions shall be sanctioned and released subject to Government approval and availability/release of budget.
3.7 Effective Date of Pension
The pension shall be sanctioned and released only from the month in which SERP issues the sanction and enables/releases the pension. It shall not be payable retrospectively from the date of application or from the date on which the applicant became eligible.
3.8 Issue of Sanction Orders
For eligible applications, sanction orders shall be generated in the system and made available in the WEA/WWDS login. The concerned WEA/WWDS shall print and communicate/hand over the order to the beneficiary.

6. Frequently Asked Questions
Where can new NTR Bharosa pension applications be submitted?
The application is to be submitted at the applicant’s respective Swarna Grama / Swarna Wardu office with the required supporting documents.
