ఇక్కడ అదే ప్రస్తావనను కొనసాగిస్తున్నాం. **(iii) ప్రమోషన్లలో రిజర్వేషన్:** ప్రభుత్వం ఎప్పటికప్పుడు జారీ చేసే సంబంధిత నియమాల ప్రకారం ప్రమోషన్లలో రిజర్వేషన్‌ను అనుసరించాలి. ## రూల్ 5 – అర్హతలకు వర్తించే సాధారణ నిబంధనలు **5(i):** కింది పట్టికలోని మూడో కాలమ్‌లో సూచించిన విద్యార్హతలతో పాటు సంబంధిత టీచర్ ఎలిజిబిలిటీ టెస్ట్ (TET) / సెంట్రల్ టీచర్ ఎలిజిబిలిటీ టెస్ట్ (CTET)లో ఉత్తీర్ణత సాధించకపోతే, పేర్కొన్న కేటగిరీలలో నియామకం, ప్రమోషన్ లేదా బదిలీ ద్వారా నియామకానికి వ్యక్తి అర్హుడు కాడు. ఈ TET/CTET షరతు **Class-I కేటగిరీలు 1–15 (కేటగిరీ 13 మినహా), Class-II కేటగిరీలు 1, 2**లకు సంబంధించి పేర్కొనబడింది. **5(ii):** అవసరమైన కనీస అర్హతలకన్నా ఉన్నత అర్హతలు కలిగిన అభ్యర్థులు కూడా అర్హులే. అయితే, నియామకానికి అవసరమైన నిర్దేశిత సబ్జెక్టులను బ్యాచిలర్ డిగ్రీ స్థాయిలో చదివి ఉండాలి. బోధనా మాధ్యమం, ప్రథమ భాష తదితర నిర్దేశిత అన్ని ఇతర షరతులను కూడా పూర్తి చేయాలి. **5(iii):** సంబంధిత బోధనా మాధ్యమంలో SSC లేదా సమాన పరీక్ష, ఇంటర్మీడియట్ లేదా సమాన పరీక్ష, లేదా డిగ్రీ పరీక్ష ఉత్తీర్ణులై ఉండాలి. ప్రత్యామ్నాయంగా, సంబంధిత భాషను SSCలో ప్రథమ భాషగా, ఇంటర్మీడియట్‌లో Part-I లేదా ద్వితీయ భాషగా, లేదా డిగ్రీలో **భాష / ఒక సబ్జెక్టు (Language / Subject)**గా చదివి ఉండాలి. ఈ అర్హత షరతులు ఆయా మాధ్యమాల్లో స్కూల్ అసిస్టెంట్ గణితం, జీవశాస్త్రం, భౌతిక శాస్త్రాలు, సాంఘిక శాస్త్రం, వ్యాయామ విద్య, SGT పోస్టులకు వర్తిస్తాయి. **5(iv):** విద్యార్హతలు/నియామకాలకు సంబంధించిన **NCTE (National Council for Teacher Education)** ప్రమాణాలు, ప్రభుత్వం ఎప్పటికప్పుడు జారీ చేసే ఉత్తర్వులు వర్తిస్తాయి. **5(v):** అన్ని పోస్టుల కేటగిరీలకు ప్రత్యేకంగా నిర్దేశించిన అర్హతలు క్రింద వరుసగా ఇవ్వబడ్డాయి. అసలు ఉత్తర్వులోని “Or” ప్రత్యామ్నాయాలను వేర్వేరుగా చూపిస్తున్నాం. ## రూల్ 5(v) – Class-I పోస్టుల అర్హతలు (కేటగిరీలు 1–15) ### కేటగిరీ 1 – స్కూల్ అసిస్టెంట్ (గణితం / Mathematics) 1. 1వ ప్రత్యామ్నాయం 2. బ్యాచిలర్ డిగ్రీలో **Mathematics / Applied Mathematics / Statistics** ప్రధాన సబ్జెక్టుగా లేదా మూడు సమాన ఆప్షనల్ సబ్జెక్టులలో ఒకటిగా చదివి ఉండాలి. అదనంగా **Mathematics మెథడాలజీ** తో B.Ed. లేదా B.Ed. (Special Education) డిగ్రీ ఉండాలి. 3. 2వ ప్రత్యామ్నాయం 4. **Mathematics / Applied Mathematics / Statistics**తో **నాలుగేళ్ల ఇంటిగ్రేటెడ్ డిగ్రీ** కలిగి ఉండాలి. ఆ నాలుగేళ్ల డిగ్రీ **NCTE గుర్తింపు పొందిన సంస్థ** నుంచి ఉండాలి. 5. 3వ ప్రత్యామ్నాయం 6. ఇంటర్మీడియట్‌లో **Mathematics** ఒక గ్రూప్ సబ్జెక్టుగా చదివిన **BCA** అభ్యర్థులు, లేదా ఇంటర్మీడియట్‌లో **Mathematics, Physics** చదివిన **B.E./B.Tech** అభ్యర్థులు; వీరికి Mathematics మెథడాలజీతో B.Ed. లేదా B.Ed. (Special Education) ఉండాలి. 7. 4వ ప్రత్యామ్నాయం 8. **Mathematics / Applied Mathematics / Statistics** లేదా వాటి అనుబంధ సబ్జెక్టులలో పోస్ట్ గ్రాడ్యుయేషన్‌తో పాటు, సంబంధిత Mathematics మెథడాలజీ గల **మూడేళ్ల ఇంటిగ్రేటెడ్ B.Ed.–M.Ed.** ఉండాలి. ### కేటగిరీ 2 – స్కూల్ అసిస్టెంట్ (భౌతిక శాస్త్రం / Physical Sciences) 1. 1వ ప్రత్యామ్నాయం 2. బ్యాచిలర్ డిగ్రీలో నిర్దేశించిన భౌతిక శాస్త్ర, రసాయన శాస్త్ర సంబంధిత అంశాల నుంచి** కనీసం రెండు ఆప్షనల్ సబ్జెక్టులు** చదివి ఉండాలి: **Physics / Applied Physics / Engineering Physics & Instrumentation; Chemistry / Applied Chemistry / Industrial Chemistry/ Pharmaceutical Chemistry / Medicinal Chemistry / Bio-Chemistry / Geology**. లేదా Physics/దాని అనుబంధ సబ్జెక్టు ప్రధాన అంశంగా, Chemistry/దాని అనుబంధ అంశం సబ్సిడియరీగా( లేదా విరుద్ధంగా) ఉండాలి. దానితో పాటు **Physical Science / Physics / Chemistry / Science** మెథడాలజీతో B.Ed. లేదా B.Ed. School Educational Subordinate Service Rules. Subsequently, certain amendments have been issued thereto from time to time. 2. In accordance with order of President of India S.O 5777 (E) Dated 15th December, 2025 and in supersession of the Andhra Pradesh Public Employment (Organization of Local cadres and Regulation of Direct Recruitment) Order, 1975, the State Government have republished the Andhra Pradesh Public Employment (Organization of Local cadres and Regulation of Direct Recruitment) Order ,2025 issued orders in reference 10th read above came into force with effect from 15.12.2025. 3. In the reference 11th read above, the Government in the General Administration (SPF&MC) Department issued orders organizing the classes of posts/civil posts under the administrative control of the Director of ``` #### మూల పత్రం – భాగం 2 ``` School Education into different local cadres, viz., District, and Zone. In the said G.O., it was directed that, consequent upon the organization of posts, the District, and Zone, shall constitute separate units for the purposes of appointment, direct recruitment, discharge, seniority, promotion, transfer, and other service matters in terms of Paragraph 5(1) of the Presidential Order, 2025. The appointing authorities have been specified in respect of the said organized posts and reservation to local candidates in respect of direct recruitment of the posts have been specified as ninety five percent(95%). It was further directed therein to make suitable amendments to the relevant Service Rules in conformity with the approved scheme of organization of local cadres. 4. The Director of School Education has submitted a proposal and requested to issue separate Adhoc Rules for the teachers and others in Government Schools/ Offices of School Education Department. 5. The Government have examined the matter and decided to issue separate Adhoc Rules for the teachers and others in Government Schools/ Offices of School Education Department. 6. Accordingly, the following notification will be published in the Andhra Pradesh Gazette dated:03.11.2026 which is deemed to have come into force with effect on and from 02.10.2026. NOTIFICATION In exercise of the powers conferred by sub-sections (1) and (2) of section 78 read with section 99 of the Andhra Pradesh Education Act, 1982 (Act 1 of 1982),and proviso to Article 309 of the Constitution of India and in supersession of the adhoc rules issued in G.O.Ms.No.11, Education (Services.II) Department, dated.23.01.2009 and as amended from time to time, the Governor of Andhra Pradesh hereby make the following Adhoc Rules for the teachers and others in Government Schools/ Offices of School Education Department. ADHOC RULES 1. Short Title: These rules shall be called as the Andhra Pradesh School Educational Subordinate Service (for the teachers and others of Government Schools/ Offices of School Education Department) Adhoc Rules, 2026. 2. Applicability and Constitution: (i) These rules shall be applicable to the teachers and others of Government Schools/ Offices of School Education Department. However, if any posts are identified as surplus during the Reapportionment of Teaching Staff/Rationalization exercise, the Government may call for willingness from eligible teachers for transfer within the same class among different categories, subject to fulfilment of the prescribed qualifications. ``` #### మూల పత్రం – భాగం 7 ``` Note–2: If any surplus teacher does not give willingness to transfer to the needy subject, the junior-most teacher in the transfers applied surplus teachers in that subject, having the requisite qualifications, may be transferred to the needy subject for a specified period. Note-3: If any surplus teachers are still available in 1 to 12 of Class I, they shall be posted first against the posts of Model Primary School Headmaster / School Assistant (MPSHM/SA). In the absence of surplus teachers of 1 to 12 of Class I, these posts shall be filled by way of promotion from Categories 1 to 11 of Class-II, as per the relevant service rules. Note 4: If any Model Primary School Headmaster / School Assistant (MPSHM/SA) teachers are still available as per Sl. No. 15 of Class–I, they shall be posted in the concerned subject in accordance with their qualifications, wherever there is a requirement in that subject. In the absence of surplus MPSHM/SA teachers, such posts shall be filled by way of promotion and Direct Recruitment from Categories 1 to 11 of Class–II, in accordance with the relevant Service Rules. Note 5: The extent of reservation in favour of local candidates in direct recruitment to the categories of posts to be filled by direct recruitment shall be ninety-five percent (95%), as specified in the Presidential Order, 2025. Note 6: The combined seniority lists of Category 1 to 11 of Class II and Junior Assistants and equivalent cadre and senior assistants of Andhra Pradesh Ministerial Service under the control of Director of School Education shall be prepared with reference to their date of regular appointment while considering for promotion / recruitment by transfer to the posts of School Assistants. 4. Rule of Reservation: - i. The rule of special representation (General Rule 22 of the Andhra Pradesh State and Subordinate Services) as amended from time to time shall apply to appointment by Direct Recruitment to any post in the service. ii. Appointment in institutions specially provided for women: a. Women alone shall be appointed to post in the institutions specially provided for them/ Girls Schools. b. A vacancy in a category in an Institution specially provided for women shall be filled by transfer of a woman member of the same category employed in an institution not specially provided for women within the unit. When such transfer is not possible women may be appointed by any method admissible under Rule 2, such appointed candidate, shall not acquire any right in the matter of seniority of full membership in the category or promotion to a higher category until she gets her due turn. iii. The rule of reservation in promotion shall be followed as per the rules issued from time to time. ``` #### మూల పత్రం – భాగం 8 ``` 5. Qualifications: (i) No person shall be eligible for appointment, promotion, or appointment by transfer to the categories specified unless he/she possesses the prescribed qualifications in Column 3 and has qualified in the relevant Teacher Eligibility Test(TET)/Central Teacher Eligibility Test(CTET), as mentioned under Categories 1 to 15 (Except 13) of Class I and the category 1 and 2 of Class II. (ii) Candidates with higher qualifications are also eligible for appointment, provided he/she studied the required subjects for the posts at Bachelor degree level and fulfil all other requirements such as medium of instruction / 1st language etc., prescribed. (iii) The candidates who have (i) passed either SSC (or its equivalent) Examination or Intermediate (or its equivalent) or Degree Examination in the medium of instruction concerned or (ii) have studied the Language concerned as First Language in SSC (or its equivalent) or as Part-I in Intermediate (or its equivalent) or as Second Language in Intermediate (or its equivalent) or as a Language/ Subject in Degree, are eligible for the posts of SA (Mathematics, Biological Sciences, Physical Sciences, Social Studies & Physical Education), SGT in the concerned medium. (iv) National Council for Techer Education (NCTE) Norms and Government orders issued from time to time relating to the qualifications/appointment shall be applicable. Age: No person shall be eligible for appointment by direct recruitment to any post in this service unless he/she is more than 18 years of age and not more than the upper age is prescribed AP State and Subordinate Service Rules, 1996 from time to time, as on the first day of July of the year in which the notification for recruitment is made. Concessions of age extended by Government from time to time with respect to BC, SC, ST and EWS and any other categories are applicable to any post to be filled up by direct recruitment. 7. Minimum Service for Promotion / Appointment by Transfer: No member of the service shall be eligible for promotion or appointment by transfer from a lower category, to the next higher category, unless he/she has put in not less than two (2) years of service in such lower category. 8.
