1. District లేదా Zone వేర్వేరు units: నియామకం (appointment), రిక్రూట్‌మెంట్, సర్వీసు నుంచి విడుదల (discharge), సీనియారిటీ, పదోన్నతి, బదిలీ మరియు ఇతర సర్వీసు అంశాల కోసం సంబంధిత District లేదా Zone ఒక ప్రత్యేక unitగా ఉంటుంది.
2. స్థానిక రిజర్వేషన్: Direct Recruitment ద్వారా భర్తీ చేసే పోస్టులలో స్థానిక అభ్యర్థులకు 95 శాతం రిజర్వేషన్ వర్తిస్తుందని ఉత్తర్వులు పేర్కొన్నాయి.
3. District Cadre Appointing Authority: రెండు G.O.ల Annexureలలో పేర్కొన్న District Cadre పోస్టులకు District Educational Officer (DEO) నియామక అధికారి.
4. Zonal Cadre Appointing Authority: Head Master Grade-II Gazetted పోస్టుకు Regional Joint Director of School Education (RJDSE) నియామక అధికారి.
5. Presidential Order ప్రాధాన్యం: ప్రస్తుతం అమల్లో ఉన్న Service Rules/Rules/Statuteలతో విరుద్ధత ఉన్న మేరకు Presidential Order, 2025 నిబంధనలకే ప్రాధాన్యం ఉంటుంది.
6. Rules సవరణ: కొత్త Local Cadre వ్యవస్థకు అనుగుణంగా సంబంధిత Service Rulesను వెంటనే సవరించాలని, అవసరమైన చోట territorial jurisdictionsను పునర్వ్యవస్థీకరించాలని School Education Department/HODను ప్రభుత్వం ఆదేశించింది.

Presidential Order, 2025 వర్తించని కొన్ని పోస్టులు

ఉత్తర్వుల్లో ఉదహరించిన Paragraph 14 ప్రకారం Andhra Pradesh Secretariat, Head of Department కార్యాలయం, Special Office/Establishment, State-level Office/Institution మరియు Capital Areaలోని Commissionerateకు చెందిన Police Postలు Local Cadresగా ఏర్పాటు చేయబడవు.

The Government of Andhra Pradesh has approved the organisation of specified School Education posts into District and Zonal cadres under Paragraph 3 of the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025.

• G.O.Ms.No.201 applies to specified posts in Government Schools under the School Education Department.
• G.O.Ms.No.202 applies to specified posts in Mandal Praja Parishad Schools and Zilla Praja Parishad Schools.
• The specified District and Zone shall be separate units for appointment, recruitment, discharge, seniority, promotion, transfer and other service matters under Paragraph 5(1) of the Presidential Order, 2025.
• The reservation for local candidates in direct recruitment to posts filled by direct recruitment shall be 95 percent, as specified in the Presidential Order, 2025.
• The District Educational Officer is the appointing authority for the listed District Cadre posts.
• The Regional Joint Director of School Education is the appointing authority for the listed Head Master Grade-II Gazetted Zonal Cadre posts.
• The Presidential Order, 2025 overrides existing Service Rules, Rules or statutes to the extent of inconsistency. The School Education Department/HOD must amend the relevant Service Rules and readjust territorial jurisdictions wherever required.
• The organisation also covers relevant posts that may be sanctioned from time to time.
