2 Can a teacher use both PH 40% and Spouse points in Teacher Transfers 2025 Yes.

  • A teacher who is PH (40% and above) is eligible for special points.
  • The same teacher can also claim spouse points, provided he/she not availed spouse points in the last 8 years.
  • Both PH and spouse category points can be utilized simultaneously if eligible.
3 If both husband and wife are long-standing teachers, and:

  • Wife availed PH category in 2025, and
  • Husband avails spouse category (not availed in the last 8 years)

Yes.

  • One of the spouse can avail PH (40-69%) category (which is a special category).
  • The other spouse can avail spouse category points since it has not been availed in the past 8 years.
4 A teacher who was transferred in the year 2021 and subsequently affected by reapportionment in 2025 is eligible to avail the station points of the previous station (i.e., the station to which he/she was transferred in 2021), as per prevailing transfer guidelines. Yes.

1 A school was previously in one category for some years but has now changed to another category. The points are being allotted only based on the new category? Please rectify. In such cases, points shall be allotted proportionately based on the number of years, number of months and days worked in that category. The edit option has been enabled to the DEO and the DEO has to calculate and the enter the points for these type of Schools.
2 If two or more teachers have the same points, what is the criteria to be considered to identify the senior? First Preference is given to Seniority in that cadre (Concerned Subject). For example, 02 teachers selected in the same DSC and promoted to one subject at the same time and joined in the promotion place on the same day. In this context, the seniority will be considered based on the marks/rank in the feeder category. Second Preference is given to Date of Birth – If seniority is the same, preference will be given to the elder teacher in the same subject. Third Preference is given to Gender – If both seniority and date of birth are the same, preference will be given to female teacher.
3 A teacher with initial appointment in ZPP (Zilla Parishad) management has been working in a Government (Govt) School for the past 2 years and is now applying for a request transfer. In such a case: Which management’s vacancies will be shown to them? Can they choose their current Govt school as an option at the end? Zilla Parishad management only. No.
4 If one teacher completed 5/8 years either SA or SGT in one school and he/she will get promotion and joined in the same school and he/she worked in the promotion post for one year in the same School. Whether his/her service will be counted for 5/8 years in promotion post or counting his/her service for 5/8 years in both cadres for transfers. His/her service will be counted for 5/8 years in both cadres for transfers.

For example, one SA has completed 4 years in a particular school and he/she will get promotion as Headmaster and join in the same school and worked one year. In this context, SA service 4 years + HM service 1 year shall be counted for 5 years and he/she will come under compulsory transfer as the HM maximum service in one station is 5 years.

And the same shall be applicable to SGTs (8years, SGT+SA service in one station)

5 In Girls High School, male teachers who are below 50 years of age must compulsorily apply for transfer. Will the male teacher will get rationalization points? Yes, he will get reapportionment points.

2 Whether spouse points can be provided to the teacher, whose spouse is working in Yanam Union Territory under Puducherry? Follow the previous transfer counselling. (If, the spouse points were given in previous transfer counselling 2023, 2021 and 2017, now also to be consider. If not, now also not considered)
3 Spouse works in Govt Degree College as CONTRACT Lecturer, is the teacher eligible to apply for Spouse Points? No.
4 Teachers working in cities like Vijayawada, Visakhapatnam, and similar districts with a single municipal corporation do not need to relocate to other areas, are spouse points applicable to them? Yes.
5 Headmaster Gr.II/Teacher who have Dependent children who born with congenital heart defect (holes in Heart) and still undergoing treatment are eligible to avail preferential category? No, as per G.O Ms. No 22, in Rule (9) (b): Preference shall be given to the Headmaster Gr.II/Teacher who have dependent children who born with congenital heart defect(holes in Heart) and who have undergone surgery shall be considered under preferential category within (3) years from the date of surgery. Hence, not eligible to avail preferential category.
6 A teacher working in aided school, aided school has been closed. Through counseling, she was posted on 23.09.2024 in a vacancy in ZPHS Aluru, Kothapatnam mandal. She has not completed 8 years of service, and the post she is working is not surplus. Whether the teachers should compulsorily apply for transfer now? No, as he/she has not completed 8 years and not affected under reapportionment.
7 Are spouse points applicable to employees working in Devasthanam (TTD) departments? Follow the previous transfer counselling. (If, the spouse points were given in previous transfer counselling 2023, 2021 and 2017, now also to be consider. If not, now also not considered)

8 If a Language Pandit (Hindi) undergoes reapportionment. Will the teacher get the reapportionment points? No, all Language Pandits have to apply compulsorily. Hence, no reapportionment points will be given.
9 A teacher joined a school on 31.08.2017 (forenoon). However, in the Teacher Information System (TIS), the joining date is recorded as 01.09.2017. The service register shows 31.08.2017 AN. Should this teacher be considered as having completed 8 years of service in that school based on 31.08.2017 or 01.09.2017? Yes, he/she is in compulsory transfer.
10 A teacher joined as SGT on 01.08.2017, got promoted to School Assistant on 06.07.2023, worked as SA till 17.08.2023, then reverted back to SGT and re-joined the old school on 18.08.2023. Due to this service break, is the teacher eligible for compulsory transfer? Also, in TIS points are showing only for 2 years. No, he/she doesn’t have completed maximum 08 years of service as there is a break in service.
11 An SGT, has been certified as 40% visually handicapped (VH) this month after attending the medical board in Machilipatnam. He has completed 8 years in the same school and is currently on study leave for the academic years 2024-2026. Now, should he compulsorily apply for transfer since he has completed 8 years? Or, because he is on study leave, can he be exempted from attending counselling for submitting a transfer application? No need to apply for transfer as he went study leave for the year 2024-26.
12 A teacher went on study leave for the academic year 2023-25 their place cannot be shown as vacant. Due to re apportionment that teacher identified as surplus by MEO. whether the teacher should apply transfer as surplus or not. Yes, he/she shall apply for compulsory transfer as he/she identified as surplus under reapportionment.

3 A teacher working as a School Assistant (Sanskrit) and completed 8 years of service, now under compulsory transfer. The teacher’s son is mentally retarded, and applied under preferential category. In every school, there is only one Sanskrit post. So, is it possible to select a Sanskrit post that is also a single post in another school within same mandal? Yes, we will consider as it is a single post in each school.
4 In 2023, a teacher was transferred using spouse points. At present his post is under reapportionment, the post declared as surplus. Whether, both spouse points and old station points will be allotted? Yes, as per G.O Ms.No.22 the following are applicable. 5 + present Station points + Special Points (or) Previous station points + Special Points.
5 Even though the orders clearly states that those who availed spouse points should opt places ‘near to spouse’, but messages are circulating that the Commissioner has given permission to choose any place they like. Request for clarification.
  • If the spouse is working in same district, then he/she who utilizes the spouse points should opt the places nearer to the spouse working place only.
  • It will depend on the spouse designation. If the spouse post appointment is District as a unit he/she will opt the places nearer to the spouse place.
  • If the spouse post is State Level post/Zonal Level post he/she will opt any place in the district.
6 Whether a widower can get 5 points. widowers are utilizing Child care leave also as a single parent? No, only widow can get 5 points not widower.

As per rule 7 (iii) in G.O Ms.No.22, Hearing-impaired employees with 60–70 decibels hearing loss (51% to 70%) in speech frequencies in both ears can utilize 5 points. The percentage is revised as per the PWD Act 2016 and as per the discussions in the Hon’ble Court.
10 In a school, 02 teachers are working SA (English). Now one is surplus. Both are same DSC and Same date of joining. To see rank, one of them is PHYSICAL SCIENCE teacher, but came to English on conversion. Who will be junior. In this context, we can see the merit in the SGT cadre and even if both are taken promotion at the same time one has got English Promotion and the other has got Physical Science Promotion, later the Physical Science promotion teacher has taken conversion as School Assistant English. If Physical Science teacher is meritorious in SGT cadre he will be the senior in the cadre of School Assistant. Hence, the Physical Science Teacher is senior in the cadre of School Assistant on the other side the English promoted teacher is Junior in the cadre of School Assistant. Now, original English promoted teacher is surplus.
11 Whether, the NCC teacher can opt general vacancies where there is no NCC unit. No, he/she shall opt only the vacancies where the NCC unit (Particular wing: Army to Army, Navy to Navy and Airforce to Airforce) is available.
12 Whether a teacher can use both PH 40 % and Spouse points? No, he/she can utilize only one as per his/her wish.

Shall we include these newly allocated posts in vacancy position or not? We have entered online that new SA(Special Education Posts) also. But SGT Special Education not entered since they are not enabled. Will transfers and promotions be made in the existing vacancies? Or it will be done including new posts? Revised Reply: Transfers and Promotions should be made in the existing vacancies only.
2 Whether the teachers who are not under compulsory transfer need to apply for transfer in order to be considered for promotion. No, need not to apply for transfer.
3 The PHC percentage is not mentioned in the certificate issued by the Medical Board. However, the individual was selected under the PHC quota and is currently drawing a PHC allowance. In this context, whether can we consider the individual as eligible under the PHC category. No, PH percentage was not mentioned in the medical certificate issued by the Medical Board. He/she cannot be claimed preferential category. Hence, he/she comes under general category.
4 Teachers who were promoted from SGT to SA and are currently in the promoted school under Reapportionment Can they claim their old station points from the school where they worked as SGT? No, the old station points are applicable only those who effected under reapportionment earlier.

9 Posts for PH/VH/HI candidates with 40% and above disability have been blocked by the MEO. Now, for those candidates who have completed 8 years, is there an opportunity to include them in the current transfer process? Yes, if the PH/VH/HI candidates are willing to apply for transfer, they may be allowed. A declaration cum willing letter shall be obtained from those teachers.
10 One Teacher transferred in 2017 using spouse. But he joined in present school 7 months later. Will he eligible to use spouse now. Yes, he/she can avail spouse points now also as he/she has availed the spouse points 8 years back.
11 LPs, PETs, SA (Special Education), and Art/Craft teachers shall apply through online for transfers? LPs has to apply compulsory through online as SA Language posts have been created for LPs to work against the SA Language posts. PETs those who were completed eight years and PETs who are under re-apportionment have to apply compulsorily through online. SA Special Educators those who are under reapportionment have to apply compulsorily through online and those who are not completed 8 years will also apply on request. Art/Craft/Drawing/Vocational/Music teachers those who are completed 8 years and who are under re- apportionment have to apply compulsorily through online and those who were not completed 8 years they will apply on request.

2 Can a PET, who has completed 8 years of service and is currently working in an “against PD post” without the required qualification for PD, apply online for the compulsory transfer process, and if so, will they be allowed to exercise web options and additionally, is it permissible to opt for a vacant “against PD post” in Tirupati Corporation while presently working in Chittoor Corporation within the same erstwhile district? 8 If a teacher completed 5/8 years of service in a particular station and is under compulsory transfer, but he is to be retired in 02 years, then the teacher shall be exempted. However, if the teacher is willing to participate in transfer, then that vacancy should be shown as? Yes, His vacancy shown as 5/8 years vacancy.
9 Exemption for study leave who completed in September -2025 for the academic year 2023-25 Those who are went on study leave in the academic year 2023-25, they will be considered and their place cannot be shown as vacant.
10 According to Transfer Guidelines Clause 2(i)(d), if an employee is set to retire on or before 31.05.2027 and has completed five years of service, they are exempted from transfer and should not be transferred unless they request it. Even in the FAQ issued recently, it is mentioned that in such cases, transfer should only be considered if requested by the individual, and a vacancy must be shown for the requested place. However, when such an individual submits a transfer request, they are required to provide web options by selecting several preferred places, including their current school at the end of the list. If, due to the transfer request, their current place is shown as vacant and it gets allotted to someone else, then if none of the preferred places chosen by the individual are available, they lose the opportunity to continue in their current position. In that case, the headmaster may be allotted to a leftover vacancy under the fourth category, which could be highly inconvenient and unfortunate. If the Headmaster/ Teacher has completed 5/8 years in a particular school and their retirement with in two years, they are eligible to retain in the same school as per sub rule 2(i)(d) of Transfer G.O.22. If he /she willing to apply for transfer shall be considered as compulsory transfer and their post will be shown as vacant.

Revised Reply: No.

2 Study Leave Vacancies (Academic Years 2024–2026): Vacancies arising due to study leave during 2024–2026 will be shown as clear vacancies in the counselling process. However, the concerned teacher (whether they have completed 8 years of service or not) shall not be eligible to participate in the Teacher Transfer Counselling. Left over vacancies after counselling of the concerned category will be used for allotment to the study leave teachers for claiming of their salary.
3 Surplus Status in SA Subject with HM Promotion Case: In cases where two teachers are working in the same SA subject in a school and one post is declared as surplus: • If one of the teacher, out of two teachers is eligible for promotion to the post of Headmaster Gr.II in ensuing promotion counselling, then the junior teacher is to be applied compulsorily for transfer. However, if the senior teacher is promoted as HM after the promotion counselling, then the junior teacher name may be removed from transfer list of the concerned subject. In that context, the junior teacher will be retained in the same school in the same subject.
4 If a Headmaster Grade-II Joined in Category-II on 04.07.2019. Later School Location Changed to Category-I from 01.06.2023. If GHM Grade-II Post maximum station Years are 5 years then …Counting Long Standing 5 years from DOJ in station (or) Last 5 Years up to 31.05.2025. If points allotted to recent 5 years, category changed all school HMs will loss points. Upper cap of 5 years as station points for Headmasters. The Headmaster working in the same school as School Assistant and promoted as HM in the same school and continuously working 7 years in both cadres. But, now he is applying for transfer in the cadre of Headmaster. In this context his service counted in the Headmaster cadre and School Assistant cadre, both can be counted maximum 5 years only. Hence, points can be calculated for 5 years only.
5 For PGTs (School Assistants) working in Plus 2 schools, if they have completed 8 years of service, should they be shown under compulsory transfers? Yes, If PGT teacher continuously working 6 years in one school and he/she is working 2 years in the same school as PGT. He/she service is counted in both cadres for compulsory transfer i.e., 8 years.
6 If a PET is currently working in a high school and SA (PD) post is allotted to that school, and the PET has less than two years of service, is he eligible for exemption from transfers? Also, should the SA (PD) post be shown as vacant in such a case? That PET can be exempted. SA (PD) post shall not be shown as vacant in this case.
7 A teacher who availed preferential points during transfers conducted 2 years ago has now undergone bypass surgery. Can they avail preferential category again? No, Preferential category was already used in 2023 transfer counselling. It can be availed only once in 8 years. So, teacher is not eligible to apply again under preferential category.
8 The Teacher utilized spouse points last time and has not completed 5 years. Can the teacher may utilize the preferential category now. No, Special points/Preferential category can be utilized once in 5 years only. Hence, he/she is not eligible to claim again Special points/Preferential category.
9 A teacher joined as SGT on 05.07.1995 and in next DSC joined as School Assistant on 09.01.1997 with lean. Service points should be calculated from? Service points can be calculated from the School Assistant joining date only i.e., 09.01.1997.
10 Are MTS teachers considered under the spouse category? No, MTS teacher are not regular teachers.
11 A 48-year-old male teacher has been teaching Intermediate students in a Girls’ High School Plus for 2 years. Does he comes under compulsorily transfer? HS Plus is equivalent to Junior College, and currently, transfers are not done for these teachers except for those who have completed 8 years of service i.e., compulsory transfers. If the teacher is willing to apply in request transfer he can eligible.
12 A Male teacher who is working in Girls High School and not completed 5/8 years of service and crossed 50 years and those who are to be retired within 02 years, shall come under compulsory transfer. No, they will continue in the same place till completion of 5/8 years.
13 If a teacher has pending charges, the GO states that they are not eligible to apply for transfer. Does this condition apply as of the date of the transfer notification, or as of the date when the teacher submits the transfer application? It applicable to both.
14 Whether S.A (Physical Education) can opt MPS HM post? No, MPS HM post allotted to Primary School/Upper Primary School/High School in primary classes only. Hence, SA (PE) is not eligible to the post of MPS HM/SA.
15 Language Pandit teachers working in UPS/HighSchools should be shown as surplus or not? Yes, all Language Pandits are shown as surplus and their places will be allotted in the left-over vacancies of School Assistant Languages.
16 As per GO 22, teachers who effected in rationalization twice consecutively were given only 7 rationalization points along with their current station points. Now, for teachers undergoing rationalization, they are being given either current station points + 5 rationalization points or old station points. Teachers who effected in rationalization twice are requesting to give option to choose either old station points or current station points + 7 rationalization points. Teachers affected under reapportionment in either 2023 or 2025 may claim: •Reapportionment points (7 points), •Present station points, and •Special points / Preferential category points. OR •Previous station points in 2023 along with •Special points / Preferential category points. As per teacher wish.
17 In a Girls High School, if 2–3 School Assistants are working in the same subject (including both male and female teachers), and one or two posts are declared surplus, who should be considered surplus — male or female teachers? In Girls High Schools, male teachers are to be considered surplus irrespective of their cadre seniority.
18 If a teacher’s spouse is working in another district (e.g., Anakapalli), can the teacher avail spouse points and apply for any school in their own district (e.g., Srikakulam), or must they choose schools near the spouse’s working location? Teacher should opt any place in their own district, If the spouse is not working in the adjacent District.
19 In Government and Zilla Parishad managements, teachers who have completed 8 years of service are to be transferred back to their parent management. What if the teacher completed 8 years, but are due for retirement within 2 years? No, even if teacher is completed 8 years and retirement is within 2 years, the teacher is need not to apply for transfers except he is willing to apply for transfers.
20 A teacher was transferred under the preferential category on August 1, 2017, to an MPPS school. Later, on July 18, 2018, the same teacher got promoted as PSHM. Now, the PSHM post is surplus under reapportionment. The teacher’s spouse is also a teacher and has completed 8 years of service, so both are under compulsory transfer. In this situation, can both teachers use, one preferential category and spouse points together in this transfer cycle? Or can only one of them claim either preferential or spouse benefit? No, anyone is eligible to opt either preferential category or special points and only once in eight years.
21 A preferential category subject Widow teacher can opt single subject teacher of high school or not? No, if she will opt the general vacancy based on points she may opt single subject vacancy.
22 Agency areas points are applicable from? In agency areas, points will be given from the date of commencement of act only.

25 Teachers have rendered up to 9.5 years of service in Category 4, 3, 2, and 1 areas. Why is there a ceiling of only 8 years for awarding station points? 5 If some teachers have a 40% VH (Visually Handicapped) certificate and 55% OH (Orthopedically Handicapped) earlier and has recently been given only 30% disability by Hospital, should he be considered as surplus, or should the next senior be shown as surplus? 16 School Assistant (SA) worked from 01.01.2016 to 20.12.2024, and he/she promoted as Headmaster (HM) and posted in the same school on 21.12.2024. In the current compulsory transfer process, both cadres (SA and HM) have been considered together, treating it as service in the same school for 5 years. However, when it comes to awarding points, only 5 points are being given by considering only the HM cadre. As a result, I am losing approximately 3 points. Therefore, I request that in such cases, a minimum of 8 points may kindly be considered. In the Headmaster Gr.II cadre the maximum period for station points is 5 years. Hence, the maximum station points are given to Headmaster Gr.II is 5 years only.
