1. The attention of all the District Educational Officers in the state is invited to the reference 6th to 8th cited, wherein certain representations from teachers and proposals from District Educational Officers were received requesting to treat TET qualification as mandatory for promotion from the post of School Assistant and Grade-II Headmaster.

2. In this connection, they are informed that under the provisions of the RTE Act, 2009, NCTE Notification dated 23.08.2010 and NCTE Regulations, 2014, passing the Teacher Eligibility Test (TET) forms part of the minimum qualifications prescribed for teachers handling Classes I to VIII.

3. Further, they are informed that the NCTE vide clarification dated 11.09.2023 has clarified that the relevant minimum qualifications prescribed under NCTE Regulations are applicable for consideration of teachers for promotion from one level to the next level and that the said provisions are applicable in cases of promotion of teachers of Classes I to VIII irrespective of their dates of original appointment.

5. Therefore, all the District Educational Officers in the State are requested to add following columns in the seniority lists of in-service School Assistants and Secondary Grade Teachers:
