Attention of all the DTAOs of district treasuries in the state and ATO, CRT, Mangalagiri is drawn to the references cited. Where in, all the Treasury Officers were to reconcile the expenditure and receipt statements of DDOs before 4th of the succeeding the month to which they related and the DDOs are not permitted to draw any amount after 10th of the month, until and unless the reconciliation of accounts upto previous month is completed. The same has been reiterated by this office vide ref 4th and 5th cited.

However, as per the report available in CFMS it is noticed that the above instructions are not being followed either by the DDOs or by the STOs (list of the non reconciled DDOs STO wise and DTAO wise is attached herewith). It is worth mentioning that, in the recent past several fraudulent/duplicate drawls have been noticed by the AG at various Sub Treasury Offices and misappropriation of amount identified at STO, Avanigadda, Krishna district in Pensions and GPF claims. Similar incidents were identified by the DTA during his annual inspections and surprise visits to the treasury offices. This clearly shows the negligence and lack of commitment of the DDOs and STOs in the state towards the instructions/orders issued by the higher authorities. It is not out of the context to mention that the STOs are not doing reconciliation of their own offices which leading to misappropriations in pensions.

In view of the circumstances explained above, all the DTAOs of district treasuries in the state and the ATO, CRT, Mangalagiri are here by directed to login to the CFMS dashboard provided to them and instruct the Sub Treasury Officers to complete the reconciliation for the last five years i.e 01.04.2020 to 31.03.2025 with DDO and bank and confirm the same in the CFMS portal with biometric authentication without fail by 15.04.2025. They are also directed to instruct their STOs to act as per the guidelines issued by the Government vide reference 2nd cited in respect of the DDOs who have not completed the reconciliation with STO and bank. The DTAOs and STOs are directed to reconcile the first payments, arrear payments, recoveries, other pensionary benefits paid for the last five years at HQ treasuries with reference to the Pension records transferred by the district treasury and also to verify the death relief and LTA paid etc., with reference to bank account and cash book, in particular.

Therefore, all the DTAOs in the state are hereby instructed to conduct a special drive on reconciliation for last five years i.e 01.04.2020 to 31.03.2025 and complete the reconciliation work by 15.04.2025. Any slackness in this regard will be viewed very seriously and action will be initiated against the defaulters as per rules in force.
