It is to inform that the Government of Andhra Pradesh has expressed serious concern about the increasing prevalence of substance abuse among students in higher education institutions, including Polytechnics. The increasing prevalence of drug use not only endangers the health, well-being, but also disrupts the and academic environment of students and undermines the future of our state. To effectively combat this menace, the government has mandated the formation of “EAGLE Clubs” (Elite Anti-Narcotics Group for Law Enforcement) in all educational institutions.
In pursuance of above instructions, Principals of all Govt., Aided, Private Polytechnics and D-Pharmacy Institutions under Department of Technical Education, AP are hereby directed to constitute “EAGLE CLUBS” at their respective institutions with immediate effect for the academic year 2024-25, adhering to the guidelines outlined vide government memo cited. Further, EAGLE CLUBS shall be reconstituted for every ensuing academic year with in the 15 days of commencement of that academic year. And the copy of the proceedings, including a complete list of members and their contact details, must be sent to this office (email:[email protected]) within 30 days of commencement of that academic year. Besides, a copy of the same shall also be sent to the District Magistrate and Collector Concerned, as well as to EAGLE CLUB Headquarters (email:[email protected]) with in the outlined time vide reference cited.
Further, Principals of all Polytechnic are informed to comply with the instructions outlined in the government memo cited, with respect to each point, i.e., Constitution of Eagle Club, Functions of the Eagle Club, and other guidelines.
In this connection, Principals of all Govt., Aided, Private Polytechnics and D-Pharmacy Institutions under Department of Technical Education, AP are once again informed to constitute “EAGLE CLUBS” at their respective institutions for the current academic year 2024-25 and submit the compliance report along with the proceedings and list of members and their contact details to this office through email to [email protected] by 20.02.2025.
In this context, the Regional Joint Directors of AU and SVU Regions are hereby informed to oversee the constitution and seamless functioning of the EAGLE CLUBS in their respective regions.

Ref: Minutes of the 2nd Conference of the District Collectors held under the Chairmanship of the Honourable Chief Minister, Government of Andhra Pradesh, on 11-12-2024 & 12-12-2024 in the 5th Block, Secretariat, Amaravati.
The Government of Andhra Pradesh recognizes the growing threat of substance abuse, including narcotics and alcohol, among students in higher education institutions. The increasing prevalence of drug use not only endangers the health and well-being of our youth but also disrupts the academic environment and undermines the future of our state. To effectively combat this menace, a proactive and multi-faceted approach is required.
2. Therefore, to safeguard the well-being of our students, promote a healthy and drug-free environment within educational institutions, and empower young people to make informed choices, the Government of Andhra Pradesh hereby mandates the formation of Anti-Narcotics Clubs, called ‘EAGLE Clubs’ (Elite Anti-Narcotics Group for Law Enforcement), in all High Schools, Junior Colleges, Degree Colleges, Engineering Colleges, Medical and Nursing Colleges, as well as all Universities to address the growing issue of drug abuse among students.
3. The composition of the EAGLE Clubs has been carefully considered to ensure effective leadership, broad representation, and diverse perspectives in addressing the issue of substance abuse.
- Coordinator (Principal/Head of the Institution):
- Provides institutional leadership and support.
- Ensures coordination between the club and the college.
- Underlines the institution’s commitment to a drug-free environment.
- Faculty Coordinators (Two Faculty Members):Two faculty members are nominated by the Co-ordinator to act as coordinators.
- Serve as mentors and guides for student members.
- Assist with planning and executing club activities.
- Liaise with external agencies (Revenue, Police, Excise, Health etc) and experts (Doctors, Social Activists etc).
- Shared responsibility and broader expertise with two coordinators.
- Student Members (Eight Students – Four Male/Four Female from Different Classes):
- Represent the diversity of the student body.
- Ensure activities are relevant and accessible to all.
- Selection can be done through a combination of Nomination and Application. This emphasizes students’ commitment and interest in a health environment.
- Aim to have representation from each academic year
- In Case of Exclusive Male/Female Institution: Composition shall not be reduced but remain 8 nos.
The EAGLE Clubs shall perform the following functions:

People to approach: Local Experts (doctors, counselors, law enforcement), NGOs, Alumni |
b. Prepare a quarterly activity plan… and submit quarterly reports | Activity Plan Examples: Peer support group meetings, community clean-up events, drug-free social gatherings (dances, movie nights), awareness walks/runs
Reporting: Track attendance at events, collect feedback from participants, document media coverage, report any incidents related to drug use on campus. Monitoring at State level: HOD’s to review this every quarterly. Reports shall be submitted to EAGLE headquarters quarterly |
c. Identify, monitor, and report drug-related activities | Identification: Observing changes in student behavior, monitoring social media for signs of drug use, receiving reports from concerned students or staff.
Monitoring: Regularly checking common areas for drug paraphernalia, working with campus security to identify potential drug hotspots. Reporting: Establishing a clear protocol for reporting suspicious activity while ensuring confidentiality. Faculty Coordinators shall report to Head of Institution if situation warrants the same which in turn shall be escalated to HOD and Law enforcement agencies with strict confidentiality and urgency |
d. Provide a safe space for students to discuss drug-related issues. | Safe Space: Designating a physical space on campus where students can meet and talk confidentially.
Counseling Services: Offering individual and group counseling sessions. Whom to approach: Professional Counselors, Mental Health Organizations |
e. Develop and enforce anti-drug policies at the campus level. | Policy Development: Clearly defining prohibited substances and behaviours, outlining consequences for violations, and establishing procedures for drug testing or searches.
Enforcement: Implementing consistent disciplinary measures for violations, providing resources for students who need help, and collaborating with campus security. |
f. Encourage peer-led initiatives, engage in anti-drug campaigns | Peer-Led Initiatives: Student-organized awareness campaigns, peer mentoring programs, student-run support groups.
Anti-Drug Campaigns: Utilizing all possible avenues including social media to spread awareness, organizing campus events regularly. Coordinate with: EAGLE, Local Law Enforcement, NGO and external agencies for training, Resources and awareness programs |
g. Ensure confidentiality | Ensure that there is confidentiality in handling drug related issues preventing stigma or unfair targeting of any student or staff member |
4. To ensure the success of this critical initiative, all Principals, and Heads of Institutions are requested to:
- Establish and Oversee EAGLE Clubs: Ensure the timely formation and effective operation of EAGLE Clubs within your institution. The Department of Skills Development and Training will conduct periodic performance reviews to assess the clubs’ impact.
- Provide Training and Support: Conduct comprehensive orientation sessions for all club members, clearly outlining their roles and responsibilities. Collaborate with EAGLE and other relevant agencies to provide specialized training on the NDPS Act, de-addiction strategies, and rehabilitation resources.
- Guide and Monitor Progress: Regularly review the functioning of the EAGLE Club, providing guidance to members and thoroughly reviewing all reports before submission to the appropriate authorities.
- Provide Resources and Promote Awareness: Maintain accurate records of all club activities, provide necessary administrative and financial support to facilitate their work, and prominently display the EAGLE Call Centre helpline (1972) on campus noticeboards and in other visible locations to encourage its use.
- Encourage Helpline Utilization: Actively promote the EAGLE Call Centre helpline (1972) to students and staff, emphasizing its availability for reporting drug-related issues or seeking confidential assistance.
5. The all Heads of the Department under control of Skills Development and Training Department are directed to issue the necessary directives to all Principals and Heads of institutions for the constitution of EAGLE Clubs at the start of each academic year. The selection of club members from the teaching faculty and student community is the responsibility of the Principal/Head of the Institution. Students should be chosen based on demonstrated leadership qualities, a genuine interest in social causes, and a commitment to diversity and inclusivity. Preference should be given to students who are members of NCC, Red Cross, Scouts & Guides, NSS, or similar organizations, provided they voluntarily commit to fulfilling the responsibilities of EAGLE Club membership. Within 30 days of formation, a copy of the proceedings, including a complete list of members and their contact details, must be sent to the District Magistrate and Collector concerned, as well as to EAGLE Headquarters (email: [email protected]). Additionally, comprehensive details of the EAGLE Club, including its mission, activities, and contact information, must be prominently displayed on the institution’s website and on campus notice boards and furnish the action taken report to the Government immediately.
