Instructions for Smooth Conduction of Examinations

  • Question papers shall be stored securely at the school complex for 1st to 5th classes and at MRC for 6th to 10th classes.
  • The Mandal Education Officers (MEOs) 1 and 2 and School complex headmasters will be the custodians of the preserved papers.
  • Question paper bundles will be handed over to the concerned schools only one hour prior to the commencement of the examination in each session.
  • School complex HM and MEOs must ensure the integrity of the question papers. They, along with Cluster Resource Persons (CRPs), should visit schools during examination hours to verify that the examinations are being conducted smoothly and fairly.
  • In case of any untoward incidents, School complex HMs, MEOs and CRPs should report immediately to higher officials.
  • MEOs and CRPs should focus on monitoring examination conduction procedures in both private and government-managed schools.
  • Syllabus is enclosed to this proceedings.
  • It is proposed to integrate the Teaching at the Right Level (TaRL) assessments with formative assessments for classes III, IV, and V. The guidelines to conduct the TaRL assessments as a part of FA tool-2 are enclosed as an annexure.

Annexure – Guidelines for FA Tool-II (TaRL Assessments)

Note: It is proposed to integrate the Teaching at the Right Level (TaRL) assessments with formative assessments for classes III, IV, and V. Beginning with FA II, TaRL assessment shall be conducted under Tool-2 for Telugu, English, and Mathematics in classes III, IV, and V.

I. TaRL Baseline Assessment (Telugu) Testing Process

The TaRL baseline assessment has been integrated into the FA 2 examinations. The assessment booklet includes a writing part on Tool 2 page. Students must write this part, but marks for this writing component should not be entered in the OMR sheet.

Important: Only the highest level achieved by each child should be recorded. The ‘0’ level should not be considered.

TaRL Testing Method

The FA 2 Part E testing is conducted using the ASER Testing Tool with 4 samples:

  • For Baseline Assessment → Use Samples 1 & 2
  • For Midline Assessment → Use Samples 3 & 4
  • For Endline Assessment → Use sample 1-4 (Use whichever sample has not been previously used)

Testing Process – Step by Step

  1. Build rapport first with the child in a friendly manner
  2. Start from Paragraph Level
  3. Call students in register order
  4. Show two paragraphs and ask the child to choose one
  5. If the child makes more than 3 mistakes, move to Word Level
  6. At Word Level, show 10 words and ask to read 5
  7. If unable to read words, proceed to Letter Level
  8. At Letter Level, show 10 letters and ask to read 5
  9. If paragraph was read fluently, proceed to Story Level

II. TaRL Baseline Assessment (English)

The TaRL Baseline Assessment for English is integrated into FA2 (Tool 2 – Written Work).

Structure of the Test

The testing has two main parts:

  1. Number Recognition (for teacher awareness only, not recorded in OMR)
  2. Four Arithmetic Operations (Addition, Subtraction, Multiplication, Division)

Progression Rule: Testing should always begin with Addition. If a student solves at least 2 out of 3 questions correctly, then proceed to the next operation.
