The attention of the all the Regional Joint Director of Intermediate Education, in the State and Regional Joint Director of Collegiate Education in the State is invited to the references read above and in view of the various court cases filed in the subject matter it is necessary to take legal opinion from the GP for services and GP for education. In view of the urgency Involved they are here by instructed to obtain and submit a detailed report through the Principal concern of Non teaching staff working in Government Junior Colleges/ Degree colleges in the State as to their service particulars and qualifications for submitting a comprehensive report to the Government pertaining to their claims for considering the promotions as Junior Lecturer in Government Junior colleges in the State for the available vacancies under 10% quota immediately.

Further, they are also instructed to fill up the proforma enclosed herewith for taking further necessary action in the matter. Receipt of this memo shall be treated as most urgent.
