📜 Order context & background

The Government of Andhra Pradesh is committed to strengthening Foundational Literacy and Numeracy (FLN) through continuous professional development of primary grade teachers. As an integral part of the 60‑day Certificate Course Programme, the cascade training model has been executed successfully:

  • KRP Training (Key Resource Persons): 21.05.2026 – 25.05.2026
  • DRP Training (District Resource Persons): 29.05.2026 – 02.06.2026
  • ✅ In continuation, Ground‑Level Capacity Building for SGTs scheduled from 04.06.2026 to 09.06.2026 (6 days, non‑residential mode).

References: Proceedings issued for Year‑III KRP Training, DRP Training & Approved Year‑II & III Capacity Building Training Plan.

👩‍🏫 Target audience & training coverage

Total teachers to be trained: ~40,412 (comprising 34,000 existing Secondary Grade Teachers + 6,412 newly recruited DSC SGTs).

  • 🔹 All teachers who have undergone Year‑I training (irrespective of classes presently handled) – for year 2 & year 3 combined training.
  • 🔹 All newly recruited DSC Secondary Grade Teachers.
  • 🔹 All teachers working in Single Teacher Schools.

📌 Post‑training assignment: Teachers trained under this programme shall be entrusted with handling Classes I or II during Academic Year 2026‑27 to ensure effective implementation of foundational learning strategies.

🏛️ Implementation & supervision framework

The training will be conducted under the direct supervision of District Educational Officers (DEOs) with support from Additional Project Coordinators, Principals, DIETs, Deputy Educational Officers, Mandal Educational Officers, Head Masters, Resource Persons, and other staff. Regional Joint Directors shall oversee the training programme in their regions personally and report periodically to state authorities.

Districts have identified and finalized 180 training centres across the state with necessary arrangements for smooth conduct.

📋 Sanctions & permissions issued
  1. Conduct of training – Ground‑Level Capacity Building from 04.06.2026 to 09.06.2026 for 40,412 SGTs at 180 identified venues.
  2. Appointment of personnel – DEOs permitted to appoint Course Directors, Resource Persons, Centre In‑charges, and supporting staff for effective conduct.
  3. Financial provisions per venue & per participant:
    • 🏢 Each training venue: ₹20,000/- for maintenance & miscellaneous expenditure.
    • 📖 Stationery & Teaching Learning Material (TLM): ₹100/- per participant teacher.
  4. Printing & materials – Permission to Director, Text Book Press to print and supply required resources.
  5. Food supply authorization – 10 identified vendors to supply meals as per approved menu @ ₹300/- per person per day in all 28 districts.
  6. Total financial sanction₹9,29,64,600/- (Rupees Nine Crores Twenty-Nine Lakhs Sixty-Four Thousand and Six Hundred only) towards Capacity Building Programme for SGTs under FLN 2026‑27.
