All the Regional Joint Directors of School Education and District Educational Officers in the State are informed that the Government of Andhra Pradesh has launched the Guaranteed Foundational Literacy and Numeracy (G-FLN) Programme with the objective of ensuring that every child from Classes I to V achieves the NIPUN Lakshyas in reading and numeracy by March 2026.

They are further informed that the FLN Baseline Survey was conducted from 24th November to 6th December 2025 by DIETs students, CRPs, Surplus teachers, ward education welfare assistants, etc.,. Based on the survey findings, SCERT is preparing the 75-Day FLN Action Plan, consisting of day-wise activities in Telugu, English, and Mathematics for Classes I to V, structured across three progressive learning levels: Stream, Mountain, and Sky.

This Action Plan is a crucial component of the State’s efforts to achieve universal foundational literacy and numeracy by March 2026.

To ensure uniform, effective, and non-deviated implementation across all primary schools, the following instructions are issued for strict compliance:

GFLN 75 Days Action Plan Key Implementation Guidelines

• The 75-Day FLN Action Plan shall be implemented from 8th December 2025 to 24th March 2026.
• Periodical review shall be conducted by RJDs, DEOs, and MEOs.
• Dedicated time shall be allotted for Telugu, English, and Mathematics.
• Level-appropriate tasks shall be followed for Stream, Mountain, and Sky learners.
• Morning session: Regular academic instruction as per the timetable (Telugu, English, Mathematics, EVS).
• Afternoon session: Implementation of the 75-Day FLN Action Plan.
• The activities shall include ORF practice, Letter/word/paragraph reading, Dictation, Number recognition and arithmetic operations, Game-based learning by using handmade and printed TLM, Audio video learning through QR codes and smart TVs and Peer learning.

Operational Instructions

Two separate action plan books have been provided: one for grades 1 & 2, and the other for grades 3 to 5. These books contain an activity based action plan. Teachers are expected to use these activities as a reference, align them with the available Teaching Learning Materials (TLM), and conduct the activities consistently.

  • FLN teaching learning materials (TLM) of Textbook, teacher handbook, Jaadui Pitara kit, Learning kits, Print-rich materials, Handmade TLM and TaRL kits, were already distributed and available in all primary schools. The 75-day activities are aligned with the TLM; all materials must be used as per the prescribed activities.
  • QR codes are provided on the back of the book for accessing activity videos and usage guidance through the DIKSHA app.
  •  Day-wise activities should be followed strictly without deviation.
  • Officers at all levels must ensure regular monitoring for effective classroom implementation.
  • Teachers shall conduct monthly assessments using the tools available in the LEAP app.
  • Headmasters must ensure adherence to the date-wise schedule and prescribed time slots.
  • Evidence of implementation and learner progress must be maintained. • The 75-Day FLN timetable shall be displayed prominently in every school.
  • Maintain an FLN Achievement Register.
  • Ensure full teacher attendance during FLN periods.
  • Activities must be conducted separately for Classes I–II and Classes III– V.
  •  No school shall alter, postpone, or omit FLN periods under any circumstances.

Roles and Responsibilities

Regional Joint Directors (RJDs)

• Conduct monthly review meetings with DEOs.
• Submit consolidated reports to the Director of School Education.
• Ensure corrective measures in low-performing districts/mandals/clusters.

District Educational Officers (DEOs)

  • • Conduct orientation meetings with Dy.EOs, MEOs, CRPs, and Headmasters.
  • • Disseminate the 75-Day Action Plan to all schools on 8th December. • Review baseline data and identify priority mandals.
  • • Conduct fortnightly review meetings with Dy.EOs and M.EOs.
  • • Submit monthly progress reports to the RJDSE.
  • • Involve Academic monitoring committees, Academic forums, APCs, AMOs, DCEB secretaries, DIET principals and lecturers in G-FLN monitoring and review their work time to time.

DIET Principals and faculty

• As per the Academic Forums proceedings, all DIET principals, staff and Student teachers shall visit the G-FLN activities in the allotted districts/mandals and schools to ensure effective implementation.

Deputy. EO & Mandal Educational Officers (MEOs)

  • • Conduct Division- level / mandal-level orientations for teachers.
  • • Undertake regular school visits for monitoring.
  • • Ensure timely supply of TLM and learning materials.

Cluster Complex HMs

  • • Provide on-site academic support to teachers.
  • • Facilitate implementation of ORF and written FLN components.
  • • Conduct weekly peer-learning circles.
  • • Submit daily observation reports to MEO.
  • • Monitor implementation along with CRPs (CRMT).

Teachers

  • • Implement day-wise activities as per the action plan without deviation. • Maintain child-wise progress records.
  • • Use TLM appropriate to the levels Stream, Mountain, and Sky as per action plan.

Monitoring Mechanism

  • • CRPs: Daily school visits and report submission to Cluster HMs.
  • • Cluster HMs: Oversee implementation and monitor CRP visits.
  • • MEOs: Each MEO shall monitor 50% of clusters; fully responsible for G FLN in their assigned clusters.
  • • Dy.EOs: Visit at least one primary school per week; review mandal implementation and report to DEOs.
  • • DEOs: Conduct fortnightly reviews; allocate clusters evenly among MEOs; submit weekly reports to RJDs.
  • • RJDs: Conduct Monthly review meetings; submit consolidated reports to CSE.
  • • Samagra Shiksha & SCERT: Provide academic support, progress analysis, and strategy revision.

Therefore, all the Regional Joint Directors and District Educational Officers are requested to disseminate these guidelines to all field-level functionaries and ensure strict implementation. As G-FLN is a State priority initiative aligned with NIPUN Bharat and NEP 2020, any deviation in implementation will be viewed seriously. All field staff must ensure committed and diligent execution of the programme.
