While enclosing a copy of the reference read above, all the field functionaries under the School Education Department are hereby informed that Government have issued guidelines to combat the growing menace of drug abuse among students. Under the directives of the Hon’ble Chief Minister, Anti-Narcotics Clubs, named EAGLE Clubs (Educate, Advocate, Guard, Lead, Empower), will be established in all Upper Primary Schools, High Schools, and Junior Colleges across the state. These student-led, school-based clubs aim to raise awareness and prevent substance abuse through education, advocacy, peer support, leadership, and community engagement.
EAGLE Clubs will empower students to serve as change agents, fostering a culture of vigilance and resilience against drug abuse. They will function as a collaborative initiative involving law enforcement, teachers, parents, and NGOs, integrating real-time monitoring and digital tools to create a sustainable and proactive approach to keeping schools and communities drug-free.
Vision & Mission of EAGLE Clubs
The Government envisions a drug-free educational ecosystem that fosters awareness, prevention, and holistic development, ensuring a safe and healthy learning environment for all students. To
achieve this, the mission of EAGLE Clubs is to:
- Educate students, teachers, and staff on the dangers of substance abuse.
- Empower institutions with the necessary tools and resources to prevent drug use and support affected individuals.
- Collaborate with law enforcement, healthcare professionals, NGOs, and the community to implement effective anti-drug initiatives, ensuring collective responsibility in safeguarding the
future of our yout
Key Objectives of EAGLE Clubs
- Raise awareness about the dangers of drug abuse, peer pressure, and legal consequences through interactive sessions, campaigns, and curriculum integration.
- Encourage students to take a stand against substance abuse, foster a zero-tolerance culture, and leverage digital/social media. for positive reinforcement.
- Establish peer mentoring and vigilance networks to identify early signs of substance use and facilitate intervention through trained counsellors, teachers, and law enforcement.
- Empower students to drive behavioural change through leadership programs, anti-drug clubs, and outreach activities in schools and communities.
- Connect students with rehabilitation and support networks, collaborating with NGOs, law enforcement, and mental health. professionals for sustained impact.
Guidelines for Formation EAGLE Clubs
- Each club will consist of 10 members.
- A senior teacher nominated by the headmaster will serve as the Club Coordinator.
- An additional teacher nominated by the headmaster will serve as the Assistant Coordinator.
- Four boys and four girls demonstrating leadership qualities and an interest in social causes will be selected as members. Schools with single-gender enrollment will select students accordingly. Preference will be given to those in NCC, NSS, and Scouts & Guides.
- The club’s tenure will be one academic year, with a review and reconstitution every August.
Roles and Responsibilities
- Conduct awareness programs, workshops, and seminars for students, teachers, and parents.Organize interactive sessions with law enforcement, medical professionals, and recovered individuals to educate students on
drug abuse risks. - Integrate drug prevention education into school activities through debates, essay writing, and poster campaigns.
- Establish peer support systems where trained student leaders identify and counsel at-risk individuals.
- Promote anonymous reporting mechanisms for students to report concerns without fear of stigma.
- Monitor and report any suspected substance abuse cases to school administration or relevant authorities.
- Work closely with law enforcement, NGOs, and healthcare professionals to strengthen anti-drug initiatives.
- Organize drug-free drives, community awareness campaigns, and rehabilitation support programs in collaboration with local authorities Participate in statewide anti-drug campaigns and coordinate with
Vidya Samiksha Kendra (VSK) for real-time tracking and monitoring. - Appoint student representatives and faculty coordinators to oversee club activities and encourage participation Use digital platforms and social media to create engaging content on drug prevention, mental health, and well-being.
- Facilitate counselling and rehabilitation support for affected students through medical professionals Provide reintegration support for students recovering from substance abuse.
- Promote positive alternatives such as sports, arts, and extracurricular activities to keep students engaged.
Roles & Responsibilities of Key Stakeholders
A. Collector & District Magistrate
- Ensure EAGLE Clubs are established in all UP & High Schools.
- Oversee the registration of all clubs on the School Education Web Portal.
- Deploy resources and guest faculty to support club activities.
- Monitor club performance during reviews with relevant departments.
- Ensure EAGLE Helpline (1972) is displayed in all schools
B. Regional Joint Directors
- Ensure EAGLE Clubs are formed in all schools and junior colleges within their jurisdiction.
- Monitor club activities through regular visits and include them in institutional evaluations.
- Provide necessary resources and training materials for clubs.
- Develop and disseminate an orientation calendar and training materials in coordination with higher authorities.
- Participate in awareness programs and share best practices Guide District Educational Officers (DEOS) for the effective functioning of clubs.
- Ensure EAGLE Helpline (1972) is displayed in all institutions.
C. District Educational Officers
1. Supervise the formation and operation of EAGLE Clubs across all Institutions.
2. Monitor club activities and ensure proper reporting on the web portal.
3. Provide necessary resources and training for club activities.
4. Prepare and implement an orientation calendar in coordination with higher authorities.
5. Participate in awareness programs and encourage the adoption of best practices.
6. Guide Deputy Educational Officers (DyEOs) and Mandal Educational Officers (MEOS) in club implementation.
7. Ensure EAGLE Helpline (1972) is displayed in all institutions.
D. Deputy Educational Officers/Mandal Educational Officers
1. Ensure clubs are formed and properly documented in all institutions within their jurisdiction.
2. Monitor club activities and report findings during inspections.
3. Support schools with necessary resources and training.
4. Follow the orientation calendar and disseminate training materials to schools.
5. Participate in awareness programs and share best practices.
6. Guide headmasters and principals in implementing club activities effectively.
7. Ensure EAGLE Helpline (1972) is displayed in all institutions.
Headmasters of High Schools
1. Nominate teachers as coordinators for EAGLE Clubs.
2. Identify and appoint student club members.
3. Orient clubs on their roles and responsibilities.
4. Ensure club details are uploaded and updated on the web portal.
5. Encourage students to speak on drug awareness in school assemblies.
6. Organize competitions on anti-narcotics themes and recognize top participants.
7. Collaborate with local authorities and NGOs for awareness Initiatives.
8. Maintain records of club activities, campaigns, and Incidents.
9. Ensure all staff members are aware of and support EAGLE Club initiatives.
10. Document and share best practices with other institutions.
