- From the Commissioner of Civil Supplies, A.P., Vijayawada, [-file No. File No.FCS02-E/37/2024-PP, Computer No. 2593498, dated 22.10.2024.
ORDER:-
In the reference 2nd read above, the Commissioner of Civil Supplies, A.P., Vijayawada has informed that in the Ummadi Manifesto, it was announced that all the eligible families would be provided (3) free LPG cylinders per year. Accordingly, he has submitted a proposal to the Government for approval.
Based on the methodology to be followed for finalization of data verification and the Eligibility Criteria proposed by the Commissioner of Civil Supplies, the beneficiary should have all the following to become eligible under the scheme:
- Active LPG connection in the State
- Aadhaar number
- Rice card
- Validation of LPG connection, Rice card and Aadhaar matched data with other Department database.
In order to implement the said Scheme, the action points are to taken as follows:
- The Free LPG Cylinder Scheme shall be launched on 315t October, 2024.
- All the eligible beneficiaries as identified by the Civil Supplies Department shall be given (3) free gas cylinders per year in a transparent manner.
- The method of transfer of State Government subsidy shall be done as per the present payment mechanism of Government of India subsidy and as it is being done in other (5) States i.e. after payment of entire cost of gas cylinder by the beneficiary which will be transferred as state subsidy apart from Gol subsidy amount to the beneficiary’s Aadhaar linked bank account through DBTL.
- OMC shall take necessary action to transfer the state subsidy amount to the beneficiary within 24 hours from the day of delivery of cylinder as far as possible from the present timeline of T+2 days.
- For the First cylinder, the beneficiaries shall start booking from 31.10.2024 and avail the first free LPG cylinder under State subsidy upto March,2025 e. in 5 months’ time.
- For the subsequent years, (3) LPG cylinders will be supplied once in 4 months i.e. Block period: April – July, August – November, December – March @ one cylinder per block period.
- Pool Account shall be opened with the OMCs by Finance/Civil Supplies Department
- Finance Department shall transfer the required funds as proposed by the Civil Supplies Department for implementation of the Free LPG Cylinder Scheme from 31.10.2024
Government after careful examination hereby approve the proposal of the Commissioner of Civil Supplies, Andhra Pradesh, Vijayawada as follows;
- To approve the methodology of data verification and selection of eligible beneficiaries as proposed by Civil Supplies Department and concurred by Finance Department.
- For sanction of approximate budget of Rs.894.92 Crore for implementation of Free LPG Cylinder Scheme from the day of Deepavali i.e. 31.10.2024 and 2,684.75 Crore for supply of (3) LPG cylinders in a year.
- For opening up of Pool Account with Oil Marketing Companies by Finance /Civil Supplies Department
- To follow the present subsidy payment mechanism of Government of India and other 5 State Governments i.e. payment of State subsidy to the beneficiary after delivery of cylinder through PFMS (Public Finance Management System) as DBTL.
The Finance Department has created following Head of Account to release budget for implementing the scheme successfully:
- Major Head – 3456 – Civil Supplies
- Sub Major Head – 00 – Not applicable
- Minor Head -103 – Consumer Subsidies
- Group Sub Head – 11- State Development Schemes
- Sub Head – 10 – Subsidy on Domestic LPG Scheme
- Detailed Head – 330 – Subsidies
- Sub Detailed Head – 331 – Subsidies to Individual beneficiaries
The Commissioner of Civil Supplies, Andhra Pradesh, Vijayawada shall take necessary action accordingly. He shall issue further detailed Standard Operating Procedures (SOP) and implement the scheme successfully.
