All the Regional Joint Directors of School Education and District Educational Officers in the State are hereby informed that the Government of Andhra Pradesh launched the Guaranteed Foundational Literacy and Numeracy (G-FLN) Programme in November 2025. The mission objective is to ensure that every child from Classes I to V achieves the NIPUN Lakshyas in reading and numeracy by March 2026.
A Baseline Survey was conducted in all Primary Schools across the State from 24th November to 5th December 2025. Based on the findings, SCERT prepared a comprehensive 75‑day Action Plan comprising three stages — SKY, Mountain, and Stream — which has been implemented across all Primary Schools and is now nearing completion.
📋 Key Instructions for Strict Compliance
- All Mandal Educational Officers (MEOs) shall ensure Endline Assessments are conducted from 23rd March to 31st March 2026 without fail.
- All Primary School Headmasters are instructed to pin a flag in the LEAP App for schools that have achieved above 80% at the SKY level and 0% performance at the STREAM level on or before 24th March 2026.
- Based on flagged information in LEAP App, MEOs shall initiate immediate necessary action to ensure conduct of Endline Assessments in flagged schools.
- Endline Assessments shall be conducted using services of DIET students with support of DCEB Secretaries and DIET Principals.
- DCEB Secretaries shall coordinate with DIET Principals and MEOs to ensure smooth conduct via DIET students. In districts without DIETs, DCEB Secretaries shall take complete responsibility to coordinate with DIET Principals of erstwhile districts and map DIET students with schools.
- If DIET students are insufficient, DCEB Secretaries may utilise services of surplus cluster teachers and CRPs from adjacent clusters in coordination with concerned MEOs.
- All concerned officials must closely monitor and ensure timely completion to maintain accurate reporting of student learning levels under the G-FLN Programme.
👥 Roles and Responsibilities
🏢 Regional Joint Directors (RJDs)
- Review district-wise preparedness and progress of FLN Endline Assessments.
- Coordinate with DEOs to ensure timely completion across all districts in jurisdiction.
- Conduct periodic monitoring meetings and resolve implementation challenges.
- Ensure strict adherence to G-FLN guidelines.
📘 District Educational Officers (DEOs)
- Ensure district-level planning and coordination for smooth assessment conduct.
- Monitor progress across all mandals on a daily basis.
- Coordinate with DCEBs, DIET Principals and MEOs to deploy adequate human resources.
- Ensure 100% coverage of all Primary Schools.
- Review LEAP App data and flagged schools; ensure timely corrective actions.
- Complete endline assessments in all primary schools by end of March 2026.
🤝 DCEB Secretaries
- Coordinate with DIET principals and MEOs, especially in all 13 districts where DIET colleges are not available.
- Monitor and ensure 100% coverage of all primary schools.
- Review LEAP App data, identify flagged schools, and ensure corrective measures.
- Ensure completion of endline assessments in respective districts by March 2026 end.
🏫 DIET Principals
- Mobilize and deploy DIET student teachers for conducting Endline Assessments.
- Provide orientation on assessment process and LEAP App usage.
- Coordinate with DEOs, MEOs and DCEB secretaries for effective field implementation.
- Monitor quality and accuracy of data collection during assessments.
📌 Mandal Educational Officers (MEOs)
- Ensure 100% completion of Endline Assessments in all Primary Schools within the mandal.
- Conduct endline assessment from 23rd March 2026 onwards in flagged schools (above 80% SKY level & 0% STREAM level) as flagged by Headmaster.
- Complete endline assessments for remaining schools by 31st March 2026.
- Coordinate with DIET Principals, DCEB Secretaries, CRPs, DIET students, surplus cluster teachers, and Ward Education Welfare Assistants.
- Monitor LEAP App dashboard and take immediate action on flagged schools.
📅 Timeline & Essential Directives
- Endline Assessment Window: 23rd March 2026 – 31st March 2026 (mandatory across all primary schools).
- Flagging by Headmasters in LEAP App: on or before 24th March 2026 for schools with specific performance pattern (SKY >80% and STREAM 0%).
- DCEB Secretaries and DIET Principals to ensure mapping and deployment of sufficient manpower — DIET students, surplus cluster teachers, CRPs.
- In districts without DIET colleges, coordination with erstwhile district DIET Principals is mandatory.
- Daily monitoring dashboards: DEOs and MEOs shall review LEAP App progress and intervene where needed.
- 100% coverage must be ensured to guarantee accurate reporting of FLN outcomes under the NIPUN Lakshya framework.
All Regional Joint Directors, District Educational Officers, and field functionaries are expected to collaborate closely, ensuring the Endline Assessments are conducted with utmost accuracy and uniformity. The data collected will inform future academic interventions and the success of the Guaranteed FLN initiative across Andhra Pradesh.
