G.O.Ms.No.367, Finance & Planning (Finance Wing- Accts.II) Department, Dated: 15- 11- 1994 4. G.O.Ms.No.10, Finance (HR- III PENSIONS& GPF) Department, Dated: 14- 02- 2026. Attention of all the DDOs & HOOs in the state, is drawn to the subject & reference cited, that while processing the APSEGIS final payment through NIDHI portal as per G.O.Ms.No.10, Finance (HR- III PENSIONS & GPF) Department, Dated: 14- 02- 2026 the information on GIS final settlement provided for necessary action. ### 1. ABOUT APSEGIS : This is a mandatory life insurance cum saving scheme introduced in the year 1984 replacing the Family Benefit Fund. And mandatory to all the state government employees who are drawing their salaries from the consolidated fund of state (010 – salaries HOA). ### 2. UNIT OF SUBSCRIPTION : Subscription of each unit is Rs.15/- from 01-11-1994 out of this Rs.15 a portion of Rs.4.5 is for insurance and Rs.10.5 is saving portion. This subscription of unit was Rs.10/- between 1984-1994 and out of this Rs.10 a portion of Rs.3.125 is for insurance and Rs.6.875 is saving portion. Insurance portion of the contribution is non refundable and in case of death the insurance coverage of a unit of Rs.15 is Rs.15000/- and accumulated saving portion with interest up to the month of death is refundable. ### 3. FINAL PAYMENT OF APSEGIS: **On retirement :** The total accumulation of saving fund together with the interest thereon will be payable on retirement or on cessation of his employment the sum of accumulated value of all units is payable. **On death while in service:** Lump sum payment of 15,000/ per one unit subscription plus the total amount of Saving fund accumulation together with interest is payable. **Payment when whereabouts are not known:** Savings Fund to be refunded after expiry of one year following the month of disappearance. Insurance fund to be refunded after expiry of 7 years following the month of disappearance. [The family must lodge complaint in the police station concern and obtain report stating that the employee has not been traced, after all efforts are made. An indemnity Bond should be obtained from the nominee /dependents of the employee stating that all payments shall be adjusted against the payment due to the employee in case he/she appears on the scene and makes any claim. Recovery of subscription.(a) Full subscription for one year at the rate applicable on the date of dis- appearance + interest, to be recovered from the refundable Savings Fund. (b) Premium for Insurance cover + interest for further period of 6 years be recovered from the refundable insurance fund. (G.O. Ms.No.111, F&P Dt. 22-4-88. **EOL PERIOD :** Identify the period of E.O.L. availed by the employee if any. If no subscription amount has been received for that period total subscription along with interest as applicable shall be recovered from the payments admissible. ### 4. ENTRIES IN SERVICE REGISTER: The D.D.O. must record in the S.R. of every employee, the following particulars:- 1) Balance of F.B.F. as on 31- 10- 1984.(only in case of employees who have been in service on or before 31/10/1984) 2) GIS Group to which enrolled. 3. When an employee changes group the month and year. 4) No of units of Subscription and month and year of commencement. 5) Additional subscription of units with month and year. 6) Nomination made 7) Certificate of recovery. ### 6. THE CHECK LIST FOR SANCTION ORDER: 1. Name and Designation of the employee. 2. Scale of Pay. 3. Date of commencement of Insurance cover and the Group to which he/she is enrolled initially. 4. Change to higher Group w.e.f. 5. Date of retirement/resignation/death. 6. Name of the nominee/legal-heirs in the event of Death of the employee. 7. Calculation of savings fund and interest thereon 8. Total Amount sanctioned under savings fund (Savings fund + Interest thereon) and the total amount sanctioned under Insurance fund in the event of death of the employee. The Head of Account for payment of savings fund/Insurance fund/Interest separately. ### 7. NIDHI PORTAL STEPS IN FINAL SETTLEMENT OF APSEGIS The workflow through nidhi portal: Employee/nominee submits common application form( CAF) in the RBPS system and concerned DDO shall verify and forward the same to the concerned APGLI office. The APGLI office shall verify, process and forward the sanction order to the concerned DDO. Finally DDO will submit bill for the sanctioned amount. 1. Submission of APSEGIS Application by the employee/family pensioner. 2. Activation of the APSEGIS Application submitted by the employee, in the DDO’s login. 3. Validation of the details by DDO and forwarding it to the APGLI Office. 4. Validation of data, sanction of the application by APGLI Office and returning the application to the DDO. 5. Generation of the Claim Sanction Order & processing the auto – generated claim bill for disbursement.
