Government     have  introduced A.P.S.E.G.I.Scheme  w.e.f.  01-11- 1984  vide G.O.Ms.No.293  Fin. Plg.  Dept.  Dt.  08-10-1984

All Gazetted, Non-Gazetted and Class-IV employees who are in service as on 1st  Nov- 1984, and Who join service on or after 1st  Nov-1984. Employees who enter service in the Month other than November, shall be enrolled as member on the next anniversary.

DECIDING OF GROUPS:

The Groups to which the Govt. Servant     belongs     shall     be decided  on  the  basis  of  actual scale   of   pay   which   they   are drawing from time to time.

RECOVERY OF PREMIUM

n An employee entering service in a month other than November shall be given the benefit of insurance cover applicable to the group from the date of joining to the date of becoming full member of the scheme.

n Insurance cover is Rs.3/- per month per unit, before 31-10-1994, and

n Insurance cover is Rs.4-50 per month per unit, from 1-11-1994.

RECOVERY OF SUBSCRIPTION

n Recovery shall be made from the salary every month by the D.D.O, for duty, leave, or suspension.

n Recovery shall be made including the month of retirement, death, resignation, removal etc,.

n No interest is levied on arrears of subscription due to delay in payment of salary.

n Subscription with interest will be recovered for E.O.L. period in not more than three installments after resuming duty from leave.

n If on deputation, the borrowing authority shall recover the subscription and remit to relevant head of account.

LOANS/ADVANCES

n No loans or advances shall be paid to any member or other beneficiary of the Scheme from or against his accumulation.

NOMINATION

n Head of office shall obtain Nomination from the employee who become eligible for membership of the scheme within 2 months.

n If an employee has no family and nominated a person other than the member of his family, shall become invalid after acquiring a family.

He should make a fresh nomination in favor of any member(s) of his family within 2 months.

n If an employee nominates more than one person, he should specify the amount of share payable to each of the nominees.

n A member may at any time cancel a nomination by sending a fresh nomination to the H.O.

n Where no nomination in favor of a person / persons of his family subsists or, if such nomination relates only to a part of the amount, shall become payable to the members of his family in equal shares.

FAMILY:

ENTRIES IN SERVICE BOOK The D.D.O. shall record in the S.R. of every employee :

(a) Balance of F.B.F. as on 31-10-1984.

(b) Group to which enrolled

(c) Rate of Subscription

 (d) Month of commencement

 (e) Nomination made

(f) Certificate of recovery.

ON RETIREMENT :

Saving Fund The total accumulation of saving fund together with the interest thereon will be payable to the Member on his retirement after attaining the age of superannuation or on cessation of his employment, as per Table I, Table II, Table III of Govt. Memo. 1749/B/28/A2/Admn. II/96, Dt. 24-2-96 of Fin. & Plg. Department.

ON DEATH WHILE IN SERVICE:

(a) Insurance Fund:

Lumpsum payment of insurance cover according to the Group of the subscriber i.e., 15,000/-, 30,000/-, 60,000/-, 1,20,000/-

(b) Saving Fund: Total amount of Saving fund accumulation together with interest on par with retired employees.

PAYMENT WHEN WHEREABOUTS NOT KNOWN: Savings Fund to be refunded after expiry of one year following the month of disappearance. Insurance fund to be refunded after expiry of 7 year following the month of disappearance.

The family must lodge complaint in the police station concern and obtain report stating that the employee has not been traced, after all efforts are made. 

n Calculation of savings fund and interest thereon as order from time to time (A separate annexure copy of which should invariably be sent to Director of Insurance)

n Total Amount sanctioned under savings fund (Savings fund + Interest thereon)

n Total amount sanctioned under Insurance fund in the event of death of the employee.

n Head of Account for payment of savings fund/ Insurance fund/Interest separately.

*గ్రూప్ ఇన్స్యూరెన్స్ పథకం*. *(GIS)*

     గతంలో అమలులో వున్న ‘కుటుంబ సంక్షేమ పథకం’ స్థానంలో జిఓ. ఎం ఎస్. నం. 293 ఆర్థిక, తేది. 08.10.1984 ద్వారా “ఆం.ప్ర. ఎంప్లాయీస్ గ్రూప్ ఇన్స్యూరెన్స్ స్కీము 1984″  (G.I.S) 01.11.1984 నుండి ప్రవేశ పెట్టబడింది.

*నిబంధనలు* : 01.11.1984 నాటికి సర్వీసులో గల ప్రభుత్వ, పంచాయితీరాజ్, మున్సిపల్ ఉద్యోగులు మరియు 10 సం||లు నిండి ప్రభుత్వోద్యోగులుగా మారిన వర్క్ చార్జిడ్ ఉద్యోగులు ఈ పథకంలో సభ్యులు. 01.11.1984 తర్వాత సర్వీసులో చేరినవారు తదుపరి నవంబరు నుండి మాత్రమే సభ్యుల గుదురు. అయితే అట్టివారు ఇన్స్యూరెన్స్ కవర్ చేయడానికి వారు ఏ గ్రూపుకు చెందుతారో దానిని బట్టి ప్రతి 10/-ల యూనిట్‌కు రు. 3లను, ప్రతి  150 యూనిట్‌కు 4.50 లను తదుపరి నవంబరు వరకు చెల్లించాలి.  ఉద్యోగి ఫారం 6 లేక 7లో యిచ్చిన నామినేషన్ సర్వీసు రిజిష్టరులో అంటించి,నమోదు చేయాలి. 

ఎయిడెడ్ పాఠశాలల్లోని ఉపాధ్యాయులకు, బోధనేతర సిబ్బందికి జిఓ. ఎంఎస్.నం. 315 విద్యాశాఖ, తేదీ. 22.07.1986

ద్వారా ఇటువంటి స్కీమే 01.07.1986 నుండి వర్తింప చేయబడింది. అయితే ఎయిడెడ్ పాఠశాలలకు ఎల్‌ ఐ సి వారే నేరుగా ప్రీమియంలు వసూలు చేసి, చనిపోయిన వారికి డబ్బు చెల్లిస్తారు. ఎయిడెడేతర ఉపాధ్యాయులకు ఎల్ ఐ సి తో  నేరుగా సంబంధం లేదు. 

*సభ్యత్వ రుసుం* : ఉద్యోగులు ఎ, బి, సి, డి అను నాల్గు గ్రూపులుగా విభజించబడుదురు.

01.11, 1994 నుండి యూనిట్ సభ్యత్వ రుసుం జిఓ. ఎంఎస్.నం. 367 ఆర్థిక, తేది. 15. 11. 1994 ద్వారా – 16/-

లుగా పెంచబడినది. 2010 పీఆర్‌సీలో జిఓ.ఎంఎస్.నం. 225, తేది. 22.06.2010 ప్రకారం సభ్యత్వ రుసుం  చెల్లించవలయును.

2015 వేతన స్కేళ్లలో

35120-110850 స్కేళ్ల వారు సభ్యత్వ రుసుము    రు.120/- లు, 

23100-84970 స్కేళ్ల వారు రు.60/- లు,

16400-66330 స్కేళ్ల వారు రు. 30/- లు,

13000-47330 స్కేళ్ల వారు రు.16/- లు చెల్లించాలి.

*సభ్యత్వ గ్రూపు మార్పు* : ఒక ఉద్యోగి సంవత్సరం మధ్యలో పొందిన రెగ్యులర్ ప్రమోషన్ లేక నియామకం వలన అతని వేతన స్కేలు గరిష్ట పరిమితి మారినను తదుపరి నవంబర్ నుండి మాత్రమే అతని సభ్యత్వం గ్రూపు మారుతుంది. ఎయిడెడ్ వారి విషయంలో జులై నుండి మాత్రమే మారుతుంది.

ప్రమోషన్ వెనుకటి తేదీ నుంచి అమలులోనికి వచ్చినప్పటికి సభ్యత్వ గ్రూపు వెనుకటి తేదీ నుండి మారదు. 

*ఇన్స్యూరెన్స్ లేక సేవింగ్స్ ఖాతాలకు జమ* : ఉద్యోగి చెల్లించే ప్రతి యూనిట్ – 10/- నుండి – 3.125 ఇన్స్యూరెన్స్ ఖాతాకు,  6.875 సెవింగ్స్ ఖాతాకు మారుతుంది. అట్లే ప్రతి  15/-ల యూనిట్ నుండి  4.50లు ఇన్స్యూరెన్స్ ఖాతాకు,10.50/-లు సేవింగ్స్ ఖాతాకు జమచేస్తారు. 

*ఇన్స్యూరెన్సు & సేవింగ్స్ మొత్తముల చెల్లింపు* : ఉద్యోగి సర్వీసులో వుండి మరణిస్తే అతని సభ్యత్వ గ్రూపును బట్టి ఎంత రుసుం చెల్లిస్తున్నారో అన్ని వేల రూపాయలు చొప్పున ఇన్స్యూరెన్స్ మొత్తంతోపాటు సేవింగ్స్ మొత్తం కూడా 10 శాతం వడ్డీతో సహా చెల్లిస్తారు. ఉద్యోగి రిటైరు అయినా లేక రాజీనామా చేసినా సేవింగ్స్ మొత్తాన్ని మాత్రమే 10 శాతం వడ్డీతోకలిపి చెల్లిస్తారు.  01.11.1994 నుండి వడ్డీ 12% నకు పెంచబడినది. వడ్డీ 01.04.2000 నుండి 11%కు 01.04.2001 నుండి 9.5%కు 01.04.2002 నుండి 9%కు 01.11.2004 నుండి 8%, 01.12.2011 నుండి 8.6%గానిర్ణయించ బడింది. ఉద్యోగి 7 సం||లపాటు కన్పించకుండా పోయిన సందర్భంలో ఆ కాలమునకు ఇన్స్యూరెన్స్ కవరు ప్రీమియంలను వడ్డీతో సహా మినహాయించి ఇన్స్యూరెన్స్ మొత్తము + సేవింగ్స్ మొత్తము చెల్లించబడును.
