## **Guidelines-utilization-certificate-annual-School-Grants-Grants-RMSA-2020**

### **ఆడిట్  2019-2020  సంబంధించి నిర్వహించవలసిన రిజిస్టర్ లు ఈ క్రింద ఇవ్వబడినవి అవి.**

### **2019-20 ఆడిట్ కి సంబంధించి ప్రధానోపాధ్యాయుల వివిధ సందేహాలు వాటి వివరణలు.**

### **1. ప్రస్తుతం జరుగుతున్న ఆడిట్ 1.4.2019 నుండి 31.3.2020 మధ్య జరిగిన రిసిప్ట్ మరియు పేమెంట్స్ కు సంబంధించి మాత్రమే జరుగును. అనగా ఈ కాలంలో లో మంజూరైన అన్ని రకాల నిధులు RMSA, PD ACCOUNTS, SchoolGrant, CRC Grant మొదలైన అన్ని రకాల నిధులకు ఆడిట్ జరుగుతుంది.**

### **2.  31.3.2020 తర్వాత విడుదలైన నిధులకు గాని, ఒకవేళ 31.3.2020 కు ముందు విడుదల అయినప్పటికీ ఆ తేదీ లోపల ఖర్చు చేయని వాటికి, 31.3.2020 తేదీ నాటికి SSA వారు రిట్రీవ్ చేసి  తిరిగి 1.4.2020 తరువాత విడుదలైన నిధులకు ఇప్పుడు ఆడిట్ జరగదు.**

### **3. ప్రస్తుతం ఆడిట్ జరుగుతున్న కాలానికి ప్రధానోపాధ్యాయులు సమర్పించవలసిన బిల్లులు 31.3.2020 తేదీ కంటే ముందువి అయి ఉండి వాటిని Paid and cancelled చేసినవై ఉండాలి.**

### **కొంతమంది ప్రధానోపాధ్యాయులు PD ACCOUNT నుండి డ్రా చేయడానికి బిల్లులు అప్లోడ్ చేయడానికి బదులుగా కేవలం ప్రొసీడింగ్స్ మాత్రమే అప్లోడ్ చేసి ఉన్నారు. వారు కూడా డా.పి ఇప్పుడు సమర్పించే బిల్లులు ఖచ్చితంగా 31.3.2020 తేదీకి ముందు వే అయి ఉండాలి.**

### **4. ఆడిట్ సందర్భంగా RMSA SCHOOL GRANT FIRST INSTALLMENT దాదాపు అన్ని ఉన్నత పాఠశాలకు వచ్చి ఉంటుంది కాబట్టి వారు దానికి సంబంధించిన ఆర్ఎంఎస్ఏ క్యాష్ బుక్, ఎస్ ఎమ్. డి సి రిజల్యూషన్ బుక్, యూసి  మరియు వోచర్లు సమర్పించాలి.**

### **అదేవిధంగా సి ఆర్ సి గ్రాంట్ కు సంబంధించి, సి ఆర్ సి రిజల్యూషన్ బుక్, పిడి అకౌంట్ క్యాష్ బుక్, యూసి మరియు వోచర్లు సమర్పించాలి.**

### **School Grant Second Installment పిడి అకౌంట్ ద్వారా విడుదలై నందున దీనికి సంబంధించి పేరెంట్స్ కమిటీ రిజల్యూషన్ బుక్, పిడి అకౌంట్ క్యాష్ బుక్, యూసి మరియు వోచర్లు సమర్పించాలి.**

### **పిడి అకౌంట్ ద్వారా వచ్చిన సి ఆర్ సి గ్రాంట్ మరియు స్కూల్ గ్రాంట్ సెకండ్ ఇన్స్టాల్మెంట్ లకు సంబంధించి ఓకే పిడి అకౌంట్ క్యాష్ బుక్ లో రాస్తే సరిపోతుంది.**

### **స్కూల్ గ్రౌండ్ కు సంబంధించి రెండు ఇన్స్టాల్మెంట్ లు 2019-20 లోనే కర్చు చేసినట్లయితే ఒకే యు సి వేర్వేరుగా వోచర్లు సమర్పిస్తే సరిపోతుంది.**

### **పై విషయాలన్నీ దృష్టిలో ఉంచుకొని Receipts and Payments స్టేట్మెంట్ను తయారు చేయాలి.**

### **ఇవి కాకుండా ఆడిట్ కంప్లీషన్  సర్టిఫికెట్, మరియు మేనేజ్మెంట్ రిప్రజెంటేషన్ సర్టిఫికెట్లు తయారు చేసుకోవాలి.**

### **ఇదికాకుండా అవసరమైతే స్కూల్ మరియు సి ఆర్ సి ల స్టాక్ రిజిస్టర్లు కూడా అందుబాటులో ఉంచుకోవాలి.**

### **ఆడిట్ పూర్తి చేయడంలో మండల ఎంఐఎస్ కోఆర్డినేటర్ లు మరియు సి ఆర్ పి ల సహకారం తీసుకోవాలి. అత్యవసరమైతే తప్ప ప్రధానోపాధ్యాయులు భౌతికంగా హాజరు కావాల్సిన అవసరం లేదు.**

### **ఆడిటర్లు 2 questions వేస్తారు.**

### **2018-19 Financial year ఆడిట్ జరిగిందా? (నాకు జరగలేదు)**

### **PD account lo ₹25,000 ఎపుడు పడ్డాయి? మీరు ఎపుడు తీశారు? (అంటే before 31st March లేదా after March 31st).**

### **నాకు may-2020 లో పడ్డాయి. కాబట్టి ఇపుడు జరిగే audit లో  PD కి సంబంధించిన bills, తీర్మానాలు చూపించ నవసరం లేదు.( అంటే ఈ తీర్మానం కూడా March-2020 లో రాయకూడదు.)**

### **ఒకవేళ PD account లో before 31st March మీరు Rs.25,000/Rs.50,000 draw చేసి ఉంటే, original bills, తీర్మానాలు, PD ledger book, PD cash book చూపాలి.**

### **నాకు after 31st March పడ్డాయి కనుక క్రింది registers చూపాను.**

### **2.  SMC account bank statement 1/4/2019 to 31/3/2020.**

### **3.  PD account separate cash book**

### **4. Stock register (అడగలేదు)**

### **10)  క్యాష్ బుక్ ఎలాగా వ్రాస్తున్నామో , అలానే  PD అకౌంట్స్ కూడా వ్రాయవలెను .**

### **11)  ఇప్పటివరకు అయ్యిన ఖర్చుల వివరములు సాధారణ క్యాష్ బుక్ మరియు PD అకౌంట్స్ బుక్ లోనూ నమోదు చేయవలెను **

### **12)  సెపరేట్ గా దేనికి దానికి అకౌంట్స్  బుక్స్  నిర్వహణా చేయవలెను **

### **13) తీర్మానాలు రిజిష్టర్  తప్పని సరిగా వుండవలెను**

### **14)  బిల్ల్స్ అండ్ వోఛర్స్  పైన  paid and cancelled by me  అని వ్రాయాలి , వో చర్స్  క్రమసoఖ్య ఇవ్వవలెను **

### **15)  ఖర్చుల వివరములు క్రమ సంఖ్య వారీగా  కన్సొల్టేషన్  ప్రిపేర్ చేసుకోవలెను.**

### **Suggestive Guidelines on utilization of the Annual School Grants and Minor Repair Grant under AWP&B of RMSA for year 2019-20.**

### **The following pattern have been approved by the GoI, MHRD and accordingly ****sanctions will be bone with regard to Annual School Grants for year 2019-20 to classes ****IX to XII. **

### _**3. Grant for Minor Repairing (Rs.10,000 per school),**_

### _**           Repair of School building,**_

### _**           Toilets,**_

### _**           Tanks,**_

### _**           Play Ground, **_

### **4. The utilization certificate on expenditure of Sanitation & ICT grant **

### **5. The Utilization certificate on expenditure time to time on need based  items of the school under RMSA Annual Maintenance grant.**

### **పాఠశాలల్లో విద్యార్థుల సంఖ్యను బట్టి నిధులను కేటాయించారు. **

### **వంద లోపు విద్యార్థులు ఉన్న పాఠశాలలకు రూ.25 వేలు, **

### **250 లోపు ఉంటే రూ.50 వేలు, **

### **వెయ్యి లోపు ఉంటే రూ.75 వేలు, **

### **విద్యార్థుల సంఖ్య వెయ్యికు పైగా ఉంటే రూ.లక్ష చొప్పున విడుదల చేశారు.**

### **గ్రంథాలయానికి అవసరమైన పుస్తకాల కొనుగోలుకు, పత్రికలు, మాసపత్రికల కొనుగోలుకు, తాగునీరు, విద్యుత్తు, టెలిఫోన్, ఇంటర్‌నెట్‌ బిల్లులు, క్రీడాసామగ్రి, టీఎల్‌ఎం, స్టేషనరీ కొనుగోలుకు, పాఠశాల భవనాలు, మరుగుదొడ్లు, ట్యాంకులు, క్రీడామైదానాలు, పాఠశాల ఆవరణలు, విద్యుత్తు ఉపకరణాల అమరిక, శానిటరీ, ఇతర సామగ్రి కొనుగోలుకు ఖర్చు చేసుకోవచ్చు. **

### **పారిశుద్ధ్య కార్మికులకు వేతనాల చెల్లింపు, ఇతర అలవెన్సుల కింద ఖర్చు చేయవచ్చు. **

### **వీటితో పాటు దాతల నుంచి సేకరించిన విరాళాలను పాఠశాల నిర్వహణ ఖర్చులకు వాడుకోవచ్చని మార్గదర్శకాల్లో పేర్కొన్నారు. **

### **ఈ నిధులు పాఠశాల అభివృద్ధి కమిటీల ఆధ్వర్యంలో వినియోగించాల్సి ఉంది.**

### **కొంత వెసులుబాటు.**

### **సమగ్ర శిక్ష అభియాన్‌ నుంచి తొలి విడత నిధులు విడుదల కావడంతో పాఠశాలల నిర్వహణకు కొంత వెసులుబాటు కలిగింది. **

### **పాఠశాల అభివృద్ధి కమిటీల తీర్మానం మేరకు ప్రధానోపాధ్యాయులు నిధులను వెచ్చించాలి.**

### **\*తీర్మానాలు తప్పనిసరి\***

### **\*పాఠశాల అభివృద్ధి కమిటీల ఖాతాలకు నిధులు జమ అయ్యాయి. **

### **పాఠశాల అభివృద్ధి కమిటీ సమావేశం తీర్మానం మేరకు నిధులను వినియోగించాలి.**

### ** ప్రతి పైసాకు ఆడిట్‌ ఉంటుంది. **
