Government emphasis: Adequate, safe, child-friendly and quality infrastructure facilities are mandatory in all identified schools to create a conducive academic atmosphere, improve enrollment, reduce dropout rate, enhance learning outcomes and implement the school restructuring policy effectively. The Mana Badi Mana Bhavishyathu programme is the flagship initiative transforming Government educational institutions into vibrant centres of excellence.

📌 I. General Instructions (All DEOs & APCs)

  • Top priority for implementation of sanctioned infrastructure works; immediate commencement in all identified Model Primary Schools.
  • Process shall be strictly need-based, transparent, accountable and in conformity with Government Orders, departmental instructions, circulars.
  • No deviation from sanctioned components, approved estimates or prescribed specifications is permitted.
  • DEOs shall maintain close coordination with Collectors, Engineering Agencies, Headmasters, Mandal Educational Officers and Parents’ Committees.
  • APCs function as district-level nodal officers for monitoring, progress review, and resolving operational bottlenecks.
  • All Model Primary Schools with student strength 60 and above shall be taken up for implementation of all 10 infrastructure components, adhering to prescribed norms and technical specifications.

👪 II. Parents’ Committee Works (Executed through SMCs)

The following four components shall be executed through School Management Committees (SMCs):

💡 Electrification with Fans & Tube Lights
🚻 Construction of Toilets with Running Water Facility

a) Constitution and Orientation

Headmaster shall convene Parents’ Committee meetings to explain scope, financial limits, execution procedures, quality standards. DEOs and APCs ensure proper orientation and awareness regarding implementation procedures and record maintenance.

b) Procurement and Quality Control

Only approved brands and standardized materials communicated by APEWIDC shall be used. Usage of inferior, duplicate or substandard material attracts strict accountability. Proper measurement books, stock registers, vouchers and utilization records must be maintained.

c) Monitoring and Documentation

Geo‑tagged photographs (before, during, after completion) shall be uploaded on the prescribed portal/app. Mandal Educational Officer and Engineering officials shall periodically inspect works and certify quality standards.

d) Financial Norms

Expenditure strictly within sanctioned amount. No unauthorized diversion of funds. All payments as per existing norms.

🏗️ III. APEWIDC Components (Central Procurement Mechanism)

The following components shall be executed through APEWIDC adopting existing procedures:

  • School-wise requirements shall be verified carefully before placing indents.
  • APEWIDC shall follow due tender procedure and procurement norms as per Government Orders.
  • All supplied materials/items to conform to approved specifications and quality standards.
  • Physical verification mandatory before certification of bills and completion reports.
  • In case of defective supply or poor workmanship, immediate report to the Commissioner of School Infrastructure for further action.

📐 IV. Additional Class Rooms (ACRs)

  • Collectors shall complete the ACRs through engineering departments following due tender process.
  • Engineering officials to regularly inspect works and ensure structural safety norms & quality standards.
  • Delay due to negligence or poor supervision shall be viewed seriously.

📈 V. Monitoring, Supervision and Review

  • All DEOs shall conduct periodic field inspections and submit weekly progress reports to the Commissioner’s office.
  • APCs shall review district-level implementation every week, ensuring timely resolution of pending issues.
  • Collectors shall hold regular review meetings with all implementing agencies.
  • A district-wise progress monitoring mechanism shall be maintained covering STMS: physical progress, financial progress, component-wise status, school-wise completion, geo-tagging and documentation status.
  • Any abnormal delay, deviation or procedural irregularity must be reported immediately.

💰 VI. Financial Management and Accountability

  • All expenditure strictly under approved Head of Account and in accordance with Government financial rules.
  • Proper accounting procedure at every stage; all records maintained for audit verification.
  • Utilization Certificates, completion certificates and supporting documentation must be furnished promptly after completion.
  • DEOs and APCs shall be personally responsible for: proper utilization of Government funds, transparency, adherence to procedures, timely completion, and maintenance of quality standards.
  • Any lapse, negligence, financial irregularity or procedural violation will attract disciplinary action under relevant rules.

Mission Mode Deadline: All sanctioned infrastructure works shall be completed preferably by the end of October, 2026, enabling students to avail improved facilities during the current academic year itself.

⚡ All District Educational Officers and Additional Project Coordinators are hereby directed to meticulously follow the above guidelines and take immediate necessary action for effective, transparent and time‑bound implementation of the Mana Badi Mana Bhavishyathu infrastructure programme in identified Model Primary Schools.
