All District Educational Officers & Additional Project Coordinators shall upload detailed estimates in STMS portal on or before 27-05-2026 (extended final submission 06-06-2026) for the following:

  • Major and minor repairs
  • Construction of toilets with running water
  • Conversion of verandahs into classrooms
  • Electrification (fans, tube lights)
  • Provision of drinking water supply
  • Partitions
  • Painting of school buildings
  • Dual Desks
  • Green chalk boards
  • Construction of additional classrooms (ACRs)

πŸ“ Guidelines for Infrastructure Assessment

1. RO Systems: RO units supplied under Phase-I/II shall be treated as existing (whether installed, non-functional or yet to be installed). New proposals strictly based on actual necessity after adjusting existing units.
πŸ“ Illustration: Requirement based on strength = 2 Units | RO already supplied = 1 (-) β†’ Net Requirement = 1
2. Dual Desks: Assess based on current enrolment, deduct existing usable furniture.
πŸ“ Student strength = 120 | Existing usable furniture = 70 β†’ Net requirement = 50 Dual Desks
3. Additional Class Rooms (ACRs): Strictly as per PTR norms/classroom norms, minus existing functional classrooms & ongoing works.
  • The requirement of Additional Class Rooms (ACRs) shall be assessed strictly in accordance with:
  • Student strength,
  • PTR norms/classroom norms prescribed by Government, and
  • Actual infrastructure availability in the school.
  • While arriving at the requirement, the following shall invariably be deducted:
  • Existing functional classrooms, and
  • Ongoing/incomplete classroom works already sanctioned under any scheme.
  • Only the balance requirement shall be proposed as new ACRs.

4. Green Chalk Boards: Requirement based on functional classrooms & actual need; replacement only if existing boards damaged/unusable.

⚠️ Strict Monitoring: The Government at highest level is reviewing proposals. Any negligent, inflated or duplicate proposals will invite personal accountability of DEOs and APCs. All estimates must be need-based, student-centric and adhere to SSR provisions.
