Mana Badi Nadu Nedu – Certain Instructions to complete NABARD works – transfer of money from Parent Committees of regular schools to Parent Committees and Contractors executing NABARD funded school projects through TEO-Issued Regarding.
Ref : Circular No.1475662/MBNN/2021,Dt. 19.09.2021 issued by the Director School Education.
As part of Nadu Nedu Phase-I in 510 Schools, Additional Classrooms and other infrastructural improvements were taken up with financial assistance from NABARD. Out of 510 schools, 425 Schools are being done through contractors and remaining 85 schools are being taken up by Parent Committees.
a. It is noticed that unspent money is available with certain Parent Committees of some MANN Phase 1 schools. It is instructed to raise TEO from Schools with unspent balances to NABARD (XXV) funded Schools where works are done but bilis not raised in CFMS. All the District Educational Officers. Additional Project Coordinators and Executive Engineers are directed to take immediate action to transfer funds from schools with unspent balances to NABARD Schools Parent Committees/Contractors through TEO mechanism to expedite progress of NABARD funded school projects.
b. The School Transformation Monitoring System (STMS) shall identify the total paid amount for each School including TEOs, and an application should be developed for monitoring the total releases to each School.
c. The School Transformation Monitoring System (STMS) shall not allow any bills (FTOS) beyond Agreement Value of the NABARD Works, considering the amount being paid through TEOS. For this purpose, the contract Value of each Contractor work should be entered in STMS.
d. in case of NABARD Schools being executed by the contractors and where provision is available for certain CPM materials in the Estimates/Working Estimates, indents of Central Procurement Materials (CPM) for NABARD Schools are to be uploaded in STMS Portal like NON-NABARD Schools and APEWIDC shall anchor the CPM Supplies to those NABARD Schools through STMS. Payments to Vendors/ Suppliers shall be arranged through STMS based on M-Book Measurement & Check measurement as being done for other NON-NABARD Schools.
e. In case of NABARD Schools being executed by Parents Committee. Procurement of Central Procurement Materials shall be done as usual like NON-NABARD Schools Under Nadu Nedu through indents in STMS
f. In both the cases (d) & (e) the implementing agencies shall procure Central Procurement Materials within the Overall administrative sanction of each school.
g. Necessary software arrangements shall be effected by TCS immediately to account for TEOs amount as expenditure. The money should be transferred only from Parent Committee account to contractors account through check or online transfer.
h. Necessary MIS report also shall be effected by TCS for the purpose of transparency.
2. All the joint Collectors (Development). District Educational Officers (DEO).. Additional Project Coordinators (APC), Executive Engineers (EE), shall take necessary action accordingly.
