O R D E R:

The attention of all Regional Joint Directors, District Educational officers, Additional Project coordinators, Deputy Educational Officier, Mandal Educational Officers and School Headmasters in the State in invited to the reference cited, where in the Government have decided to conduct Aadhaar Special Camps at schools from 23.10.2025 to 30.10.2025 to focus specifically on pending Mandatory Biometric Updates (MBUs).

MBU stands for Mandatory Biometric Update. It refers to the compulsory updating of a person’s biometrics (fingerprints, iris scan, and photograph) in their Aadhaar record. The current focus of these special camps is on updating the biometrics of children/students. The updates are for MBU 1 i.e for the children who have not completed the update after attaining the age between 5 and 15 years. This MBU is essential for children to access Government schemes and apply for competitive examinations in future. UIDAI has mandated these MBUs shall be updated free of cost on or before September 30, 2026.

1. Responsibility of DEOs :

  1. The DEO shall communicate all pending abstracts with the respective filed functionaries and ensure that all the pending students are brought to the Aadhar camps.
  2. The District Education Officer shall coordinate with DGOs, DDOs, MPDOs, and Municipal Commissioners (MCs) for planning and conducting the Aadhaar camps. Further, they shall establish close coordination with the Digital Assistants (DAs) and Ward Education Data Processing Supervisors (WEDPSs) of Village/Ward Secretariats to facilitate smooth camp operations.
  3. The DEO must issue instructions to all School Headmasters/Principals, directing them to mobilize students, create awareness among students and parents, and arrange all logistical needs for the camps.

2. Responsibility of School Headmasters :

The Headmaster/Principal, designated as the School Nodal Officer, shall execute the following:

  1. Download Student Data: Log in to the UDISE+ portal using the school’s official credentials and download the latest MBU Pendency Report. This report helps identify students whose Aadhaar details are missing or need updating.
  2. Prepare and Verify List: Prepare a verified list of pending students based on the report. Cross-check details with class teachers to ensure accuracy before the camp.
  3. Plan and Coordinate the Camp: Finalize the date, venue, and required resources (equipment, staff, etc.) well in advance. Coordinate with concerned departments such as Education and UIDAI to ensure smooth arrangements.
  4. Inform Parents and Students: Share the camp schedule and requirements with parents and students through school circulars, SMS, announcements, and parent-teacher meetings so everyone is aware and prepared.
  5. Promote Awareness and Parent Involvement: Conduct short awareness sessions on the importance of Aadhaar for educational and welfare benefits. Display posters and encourage active participation of parents and guardians to support smooth enrolment and updates.
  6. Ensure Student Attendance: On the day of the camp, ensure 100% attendance of all students listed in the pendency report. Class teachers should help monitor attendance and guide students during the process.
  7. Check Documents: Verify that each student brings the necessary documents, including Aadhaar number (if available), proof of residence, and any other required ID before enrolment or update.
  8. Maintain Attendance Records: Keep a proper attendance register of all students who participate in the camp for official records and future reference.

3) Responsibility of GSWS Department:

  1. Transporting Equipment: The Aadhaar Operators deputed by GSWS department are responsible for the transportation of hardware devices to the schools for attending and conducting the Aadhaar Special Camps.
  2. Setting up Camps: They are tasked with the physical presence and technical setup necessary for attending & conducting the Aadhaar Special Camps.
  3. Coordination with Schools: They closely coordinate with the School Head Masters/Principals and obtain the pending list.
  4. Conducting Updates: They shall conduct the MBU camp for updating the biometrics of the children/students.
  5. Full-Time Deployment: They must be present during the entire 8-day camp period (23.10.2025 to 30.10.2025) until completion of Camps.

Therefore, all the District Education Officers are hereby directed to coordinate with GSWS officials and issue necessary instructions to all School Head Masters/Principals to conduct the Aadhaar Special Camps for MBU in all schools from 23.10.2025 to 30.10.2025 as per the above guidelines.
