In the reference 1st cited, the Government have inter-alia issued
core principles for the allocation of posts and personnel in the wake of
District Restructuring. Accordingly, the HODs concerned have issued Order to Serve to the personnel subjected to provisional allocation.
The allocation of posts and personnel, which was successfully
completed on paper, now has to be incorporated in the system. For this,
allocation of new DDO Codes is the frst step. New DDO codes have already
been allocated to the newly constituted districts. Now the position IDs
of the provisionally allocated personnel needs to be mapped to their
new DDO Codes duly unmapping them from their erstwhile DDO Codes.
Regarding this, a video conference was held with all the HODs concerned
on 13-04-2022 and a proforma, containing the DDO Codes of the newly
constituted district offices, has been communicated to them with a
request to furnish the details of Heads of the Offices, CFMS IDs,
position IDs etc of the provisionally allocated personnel. However there
is little response from the HODs. Further, they are informed that for
enabling budget distribution to newly established districts, the
information sought for in the proforma is pre-requisite.
In view of the above, all the HODs concerned are once again requested
to furnish the details of Heads of Offices and the details of
provisionally allocated personnel in the proforma by 25-04-2022. Further
they are requested to identify a suitable Gazetted Officer to act as
Drawing and Disbursing Officer(DDO) as per SR 2(h) of TR 16 along with
Appendix-13 under TR 16 of AP Treasury Code and the extant rules in
Keeping in view of the aforementioned issues, the Spl CS to Govt in Fin Dept has instructed that the Salary payments for the month of April 2022 payable on 1st May 2022 be permitted to be uploaded with the old DDO codes as was done for the March 2022 salaries. Further the Govt have prescribed the following timelines
