ORDER:

Attention of all the District Educational Officer in the State is invited to the subject and references cited, where in the Government decided to conduct 3rd Mega Parent Teacher Meeting across all the Government Schools and Junior Colleges in the State on 05-12-2025 involving key stakeholders including parents, teachers, donors, public representatives, development partners and alumni.

In view of the above, all the District Educational Officers in State are requested to take necessary steps to arrange Mid Day Meals lunch to the participants of 3rd Mega Parent-Teacher meeting to be held on 05-12-2025.

Further they are instructed to issue the following instructions to all field functionaries for successful completion of the MPTM 3.0:

1. Serving of Meals

• Hot cooked Mid Day Meals shall be served to all students, parents, donors, and other participants.
• Follow the Friday Mid Day Meal menu, ensuring inclusion of Peanut–Jaggery Chikki for all participants.

2. Hygiene and Meal Distribution

• Ensure proper hygiene at the lunch area.
• Arrange lunch in a line-up manner for students, parents, donors, and guests.
• Ensure availability of safe drinking water throughout the day.
• Provide hand-washing facilities for participants to wash hands before and after meals. Maintain cleanliness at the hand-washing area.

3. Hygiene During Cooking and Serving

• The cooking agency must follow all hygienic practices in the cooking area and during service.
• NGOs/cooking agencies shall supply cooked meals in high-quality sealed insulated/stainless steel containers.
• Maintain the temperature of cooked meals at 65°C or above until serving.

4. Preparation and Ingredient Availability

• All Head Masters shall estimate the tentative number of participants for the PTM and inform the cooking agency/NGO well in advance for proper meal preparation.
• Head Masters shall verify the availability of Fortified Fine Rice for the estimated number of participants. If any shortage is noticed, approach the DM, Civil Supplies through the District Educational Officer immediately.
• Verify the availability of all ingredients required for meal preparation, including:
  • Ragi Jaggery
  • Eggs, Peanut Jaggery Chikki
  • Other essential cooking materials

  Arrange for any missing ingredients in advance.

• NGO cooking agencies to ensure that hot cooked food reaches the school before lunchtime.

5. Documentation and Billing

• The Head Master shall enter the details of Number of participants attended, Number of meals served in the LEAP App (PTM Module) for the Mega PTM 3.0 on 05-12-2025.
• Based on attendance data on 05-12-2025, the Head Master shall confirm the Cooking Cost Bill as per the billing schedule and unit cost norms.

6. Sanitation and Toilets Maintenance

• Head Masters shall issue instructions to the concerned Ayahs under TMF for proper maintenance of school toilets.
• Ensure availability and proper acknowledgment of:
  • Toilet maintenance kits
  • Cleaning chemicals
  • Sanitary napkins

Therefore, all the District Educational Officers in the State are requested to take all necessary steps to conduct 3rd Mega Parent Teachers Meeting on 05-12-2025 in successful manner with close and continuous monitoring the necessary arrangements at all levels.
