Sub: “Swarna Andhra – Swachha Andhra” – Program scheduled on 28.03.2026 at Chirala, Bapatla District – Theme for March 2026: “Zero Waste Institutions” – Suggestive Activities and Implementation Guidelines – Reg.

As per the Government Orders and the directions of the Hon’ble Chief Minister, the third Saturday of every month is being observed as “Swachha Andhra Day” across all districts, ULBs, and Government institutions to promote cleanliness, public hygiene, and citizen participation.

Further, as per the instructions of CMO the Swarna Andhra – Swachha Andhra (SASA) program for the month of March 2026 is scheduled on 28.03.2026 at Chirala, Bapatla District, in which the Hon’ble Chief Minister will be participating.

🎯 The theme for March 2026 is “Zero Waste Institutions”. While the concept is directly applicable to Residential Schools, Anganwadis, and Hostels, it is hereby emphasized that all Government Offices, Hospitals, Institutions, and other establishments shall also be transformed into Zero Waste Institutions by adopting necessary measures.

🌱 Further, districts are encouraged to adopt a progressive approach towards Net Zero Institutions, integrating waste management with energy efficiency, water conservation, and sustainable practices.

🎯 Key Focus Areas under Zero Waste Institutions

All institutions shall ensure:

✅ 100% source segregation as per SWM Rules, 2026 (wet, dry, domestic hazardous waste).
✅ On-site processing of wet waste through composting / biogas units.
✅ Scientific dry waste management by handing over to sanitation workers / authorized recyclers.
✅ Elimination of littering and mixed waste disposal practices.
✅ Adoption of eco-friendly alternatives and reduction of single-use plastics.

♻️ Suggested Activities (Towards Zero Waste & Net Zero Outcomes)

Districts are requested to organize the following focused activities:

  • Conduct Zero Waste Institution drives in Government offices, hospitals, schools, hostels, and Anganwadis.
  • Demonstrate source segregation practices with color-coded bins in all institutions.
  • Establish and operationalize on-site composting / biogas units.
  • Promote plastic-free campuses and eco-friendly alternatives.
  • Ensure linkages with recyclers / MRFs for scientific disposal of dry waste.
  • Undertake energy conservation measures such as LED lighting and “Switch Off” campaigns.
  • Promote rooftop solar and renewable energy adoption wherever feasible.
  • Implement water conservation practices including rainwater harvesting and reuse of greywater.
  • Develop green campuses through plantation and kitchen / nutrition gardens.
  • Conduct cleanliness drives, waste audits, and resource efficiency assessments.
  • Organize awareness campaigns and IEC activities for behavioural change.

🤝 Encourage participation of SHGs, sanitation workers, RWAs, and community groups.
📸 Document before- and- after transformations and best practices.

📘 Standard Operating Procedure (SOP) on making Net Zero Institutions has been prepared and the same is enclosed to this letter for ready reference. District Collectors are requested to communicate the SOP to all field-level officers, institutions, and implementing agencies for necessary action and effective implementation.

📋 Implementation & Reporting Guidelines

  • Ensure participation of all District and Zonal Special Officers.
  • Assign the Chief Planning Officer (CPO) as District Nodal Officer for monitoring and reporting through the SASA App.
  • Encourage inter-departmental coordination for effective execution.
  • Involve Elected Representatives, Educational Institutions, SHGs, RWAs, and Civic Organizations.
  • Submit documentation and success stories with photographs, video reels, and activity-wise metrics on the SASA platform.

All the District Collectors are requested to ensure effective execution of the above activities on 28.03.2026 and encourage maximum public participation. Necessary instructions may be issued to all concerned departments, institutions and local bodies.

Further, District Collectors are requested to take up planning and coordination meetings to ensure participation of all line departments, ULBs/RLBs, institutions, schools, and public representatives. The outcomes are to be documented and reported with photographs, video reels, and activity-wise metrics.
