All the RJDSEs, District Educational Officers & Ex-Officio Project Coordinators and Additional Project Coordinators, Samagra Shiksha in the State are invited to the references cited.

The Government of India, Ministry of Education, Department of School Education & Literacy (DoSE&L) has launched the “School Management Committee (SMC) Guidelines-2026” on 06.05.2026. These Guidelines have been framed in alignment with the provisions of National Education Policy (NEP)-2020, Right to Education (RTE) Act, 2009, Samagra Shiksha and earlier guidelines issued under SSA and RMSA.

📢 The Ministry of Education has informed that the SMC Guidelines-2026 supersede all earlier guidelines/instructions issued on School Management Committees and requested all States/UTs to disseminate the Guidelines among all stakeholders for effective implementation in schools from the current academic year onwards.

🌐 Further, the Guidelines have been made available in all official languages for wider accessibility and better understanding at the grassroots level.

📢 Directives for Field Implementation

  • All the District Educational Officers & Ex-Officio Project Coordinators and Additional Project Coordinators in the State are hereby instructed to circulate the SMC Guidelines-2026 to all field functionaries, school heads and stakeholders concerned.
  • All the DEOs and APCs shall treat this matter as important and ensure strict compliance.
  • In view of the above, the SMC Guidelines-2026 are herewith communicated to all the RJDSEs, DEOs and APCs in the State. They are directed to disseminate the same to all the DyEOs, MEOs, Principals and Headmasters concerned and take necessary action for effective implementation of the Guidelines.
  • All the RJDSEs in the State are requested to coordinate with the DEOs and APCs under their jurisdiction for effective implementation of the objectives envisaged in the SMC Guidelines-2026.
✅ Priority: HIGH – Implementation effective from academic year 2026-27 onwards.
