SHVR App has been developed as part of the national Swachh Evam Harit Vidyalaya Rating (SHVR) initiative launched by the Ministry of Education, Government of India. This app serves as a digital platform for collecting structured data from schools across the country to assess their performance in six key thematic areas: Water, Toilets, Handwashing with Soap, Operation and Maintenance, Behavior Change and Capacity Building, and Mission LiFE activities. Minimum supported app version: 1.4.0
Designed with an intuitive interface and multi-language support (Hindi and English), the app guides school authorities through a detailed, 60+ parameter self-assessment questionnaire. Each section has clear indicators to ensure accurate reporting and transparency. Schools can fill in the data at their convenience, review their responses, and submit them directly through the app. The app also includes features for helpdesk support, offline data entry (with sync when online), and document/photo uploads for verification.
Once submitted, the data will undergo verification and cross-validation at the district, state, and national levels, leading to a 5-star rating and recognition system for clean and green schools. The app not only streamlines participation in SHVR 2025 but also empowers schools to monitor their own eco-performance and strive towards sustainable improvement.

Read: D.O.No.3- 1/2026- SHVR, dt.15.07.2026 of the Secretary, Department of School Education & Literacy, Ministry of Education, Government of India, New Delhi.

The attention of all the Regional Joint Directors of School Education (RJDSES), District Educational Officers (DEOs), and Additional Project Coordinators (APCs), Samagra Shiksha in the State is invited to the reference read above, the Secretary, Department of School Education & Literacy, Ministry of Education, Government of India, has informed that the implementation of the Swachh Evam Harit Vidyalaya Rating (SHVR) 2025- 26 has been successfully completed. The initiative received encouraging participation from schools across the country, with more than 10 lakh schools completing the self- assessment process. Following a structured multi- tier evaluation process culminating in national- level cross- verification, 191 schools from 29 States/UTs were selected for the National Level Certificate of Merit, reflecting the success and effectiveness of the initiative.

Further, building upon the success of SHVR 2025- 26, the Department of School Education & Literacy is commencing the implementation of Swachh Evam Harit Vidyalaya Rating (SHVR) 2026- 27. The implementation framework, assessment methodology, and evaluation process for SHVR 2026- 27 shall remain the same as those adopted for SHVR 2025- 26. The SHVR Portal and Mobile Application will be made live from 1st August 2026 to facilitate registration and self- assessment by schools. All schools having a valid UDISE+ Code shall mandatorily participate in SHVR 2026- 27 through the SHVR Portal or Mobile Application.

Further, the National- level Orientation Programmes for SHVR 2026- 27 will be organized by NCERT in collaboration with UNICEF. Thereafter, District- level orientation and capacity- building programmes shall be organized to ensure the effective implementation of SHVR 2026- 27.

In this connection, the programme shall continue to be implemented as a mandatory initiative for all schools having a valid UDISE+ Code, including Government, Government- aided, Private, Residential, Tribal, Minority, and Centrally run schools (such as KVS and NVS), as well as CBSE- affiliated schools. Schools shall be assessed under the following six thematic areas;

  • Water
  • Toilets
  • Handwashing with Soap
  • Operation & Maintenance
  • Behaviour Change & Capacity Building
  • Mission Life Activities

The SHVR Portal shall continue to serve as the national repository of data relating to Water, Sanitation and Hygiene (WASH), sustainability, and Mission LiFE initiatives in schools, thereby enabling evidence- based planning, monitoring, and generation of reports at the National, State/UT, and District levels.

In this regard, all the Regional Joint Directors of School Education (RJDSEs), District Educational Officers (DEOs), and Additional Project Coordinators (APCs), Samagra Shiksha are requested to ensure the successful implementation of SHVR 2026- 27 by undertaking the following activities:

Organize District-level orientation and capacity-building programmes to School Heads by CMOs after the State-level orientation conducted by SIEMAT,SS,A.P.
Ensure 100% participation of all Management schools in SHVR 2026-27 within the prescribed timelines.
Monitor the progress of implementation at regular intervals and provide necessary guidance and handholding support to schools for timely completion of the self-assessment process.

Therefore, all the Regional Joint Directors of School Education (RJDSEs), District Educational Officers (DEOs), and Additional Project Coordinators (APCs), Samagra Shiksha are instructed to issue suitable instructions to all School Heads under their jurisdiction to ensure effective implementation of SHVR 2026-27 and strict compliance with the above instructions.
