✅ Eligibility & Representation – Important Rules

Parent Representation

  • 75% of SMC strength shall be from parents/guardians.
  • Only one parent/guardian of each enrolled child is eligible to participate.
  • The parent/guardian name should already be registered in the admission record.
  • Representation across different classes/grades should be ensured.

Inclusive Representation

  • 50% of the total SMC strength shall be women.
  • Proportionate representation should be given to SEDG groups such as SC/ST/OBC.
  • Parents/guardians of Children with Special Needs (CwSN) should be adequately represented.
  • The remaining 25% comes from local authority, teachers and community/academic representatives.

🗳️ Election Process

  • The Head of School should issue notice to all eligible parents/guardians with the election schedule and procedure.
  • Eligible parents/guardians may nominate themselves or other eligible and willing parents/guardians from the school community.
  • If candidates exceed the prescribed number of seats, voting may be conducted by raising hands or voice vote.
  • Where there is a dispute or unresolved contention, secret ballot may be adopted.
  • A minimum of 50% of parents/guardians of enrolled children must be present at the time of voting.
  • A designated Education Officer or authorised representative may supervise the election.
  • After completion, the Head of Institution should officially record the elected members.

⏳ SMC Tenure

  • SMC members have a tenure of two years.
  • The existing SMC may continue until the new committee is reconstituted.
  • A member may be re-nominated for another term but cannot remain for more than two consecutive terms, except the Member-Secretary.
  • Membership may end if the child leaves the school, due to specified legal/relocation/death reasons, or prolonged absence from meetings as provided in the guidelines.

  • Ensure constitution of the SMC within one month from commencement of the academic year.
  • Organize the Annual General Body meeting and election process.
  • Display details of newly formed SMC members prominently within one week of formation.

  • Maintain registers for notices, attendance, agenda, minutes and decisions.
  • Arrange capacity-building training for SMC members within one month of constitution.
