As per the reference cited above it is informed that, the Department of School Education & Literacy, Ministry of Education, Government of India, New Delhi has stated that submitted that Swatch Evam Haritha Vidyalaya Rating launched on 29th July 2025 by honorable education Minister on the occasion of 5th year celebrations of National education Policy NEP-2020 at Akhila Bharateeya Shiksha Sangam(ABSS) at Bharat Mandapam, New Delhi. It builds on Swatch Bharat Swath Vidyalaya Mission (2014) and Swatch Vidyalay Puraskar (2016-2017). SHVR is revitalized expanded version of the earlier Swatch Vidyalaya Puraskar (SVR).

It is further informed that, to avoid inconvenience to School Heads and teachers, the data of Swatna Andhra – Swachh Andhra shall be updated in the Swachh Evam Haritha Vidyalaya Rating -SHVR web portal or App., immediately. Enter details of all the 6 self assessment parameters SHVR which are equivalent to Swarna Andhra -Swachh Andhra program.

All the schools now be rated and recognized based on comprehensive 60 indicator-based survey The Structural parameters of SHVR ate in alignment with the National Educational Policy -NEP-2020 and India’s vision for clean, green and inclusive environment. This initiative promotes behavioural transformation environmental sustainability and resilience in school Education through structured institutional frame work. Swatch Evam Harita Vidyalaya Rating (SHVR) empowers schools to self-assess and improve across six categories:

  • Water: Availability, access, quality and Rain water Harvesting systems
  • Toilets: Functional Safe, CWSN- friendly infrastructure
  • Hand washing with soap: adequacy and soap usage and behavioral reinforcement
  • Operation and Maintenance: Waste disposal cleanliness and asset upkeep
  • Behaviour Change and capacity Building: Awareness Camps, Eco clubs and student engagement
  • Eco clubs for Mission LiFE and aligned Green Initiatives: Plantation, Plastic reduction energy and Water Conservation

Eligibility Criteria

All government Schools, government aided Schools and private schools can participate in the SHVR Program

Key Classification of Schools

Key Classification of Schools for SHVR Rating is based on the classes of the school and the location of the school. The following table describes key classification of Schools

Selection Procedure

SHVR Selection will be done at three Stages that is at District level State level and National Level. The selection of schools as per key classification is presented in the following table.

  • Two recognized members from civil society organizations -NGOs (panchayat Raj members, social audit team, forest department, DIET Principals also be invited or included in committee)

Screening:

  • Online applications through App and portal are verified first
  • Physical screening will be done at school level with committee Members

District Level Rating – Total 8 schools based on highest score

State Level Committee: State Nodal officer monitor State SHVR activities:

  • Chief Engineer (Water Supply & PHD)
  • Director Panchayt Raj,
  • Director (urban Local bodies)
  • Two recognized members from civil society organizations -NGOs (Social audit team, forest department, MGNREGA officials from Higher Education IITs, IIMs from SCERT, SIEMAT, DIET Principals also be invited for verification or included in committee)

Screening:

  • Online applications through App and portal are verified first
  • Physical screening will be done at school level for highest scored schools with committee members

State level rating: Maximum 20 schools at State level with 4 Star rating(7 schools in Category 1, Rural & 7 schools from Category 2 Rural,)(3 schools from Category I, Urban and 3 schools from Category II Urban)

National Level Committee

National Level Committee members are from Ministry of Education, DoSEL as follows

  • Secretary Education /Nominee
  • Joint Director of School education
  • Director of Health and family Welfare
  • Joint secretary Jal shakthi
  • Ministry of forest environment and climate Change
  • Two eminent School Heads
  • Two recognized members from civil society organizations -NGOs

Screening:

  • Online applications through App and portal are verified first
  • Physical screening will be done with committee members

National Level rating: Maximum 200 schools will be selected at National level with 5 Star rating- (Maximum 20 schools per State)(70 from rural Category I, 30 from Urban Category I, -70 from rural category II and 30 from urban category II)

Incentives for the best SHVR Schools

  • National level best performed government schools will be given incentives and Rs 1 Lakh as compost school grant.
  • Three best States and 10 best performing districts will be recognized as schools of Excellence in Wash and Environmentally friendly nature.
  • 200 school heads will be given chance to exposure visit for Experiential Learning.

Methodology of participation in SHVR 2025-2026

  • Through web portal https://shvr.education.gov.in
  • by downloading a mobile app, “Swachh Evam Harit Vidyalaya Rating-2025-26” from Google Play Store or Apple App Store.
  • “Sign Up” by using UDISE+ code of the school.
  • School will need to verify the pre filled information of; school’s UDISE+ code, name, State, district, block, village
  • After verification, school will fill up additional basic information of; Address of the school, respondent’s name, designation, mobile number, email ID
  • Detailed Primary information form and Survey form are to be filled
  • School can “Login” for SHVR-2025-26 by using “UDISE+ code and the password”

Time Lines: To participate in Swachh Evam Harita Vidyalaya Rating

Online Submission of Applications: Up to September 15th 2025

Selection of Schools at District Level: October 1st to October 31st 2025

Nomination of the Schools for States and UT level: by 7th November 2025

Selection of the schools for recognition at State and UT level: November 8th 2025 to 5th December 2025.

Nomination of School for National level: 14th December 2025

Cross validation for National level for recognition: 15th December 2025 to 15th February 2026

National Level ceremony will be announced later

In this regard, CMOs act as District level evaluators at district level and Diksha team to evaluate at State Level Dash Boards

Hence, all the District Educational Officers as Nodal Officers of SHVR are requested to follow the detailed instructions and form District level Committees for screening SHVR and District Level and nominate to State Level.

In this regard State Nodal Officer is requested to frame State level committee for screening SHVR at State level and nominate schools for national level.
