ప్రభుత్వ ఉత్తర్వు – పూర్తి తెలుగు వివరణ

ఆంధ్రప్రదేశ్ ప్రభుత్వం – సారాంశం: పాఠశాల విద్య – విజయవాడ మున్సిపల్ కార్పొరేషన్ పరిధిలోని మున్సిపల్ పాఠశాలల్లో పనిచేసే ఉపాధ్యాయ పోస్టుల కొరకు Andhra Pradesh School Educational Subordinate Service Rules, 2026 – నోటిఫికేషన్ – ఉత్తర్వులు జారీ.

ఉత్తర్వులోని ఎనిమిది రిఫరెన్స్‌లు

ఉత్తర్వు (ORDER) – 1 నుంచి 8 వరకు పూర్తి అంశాలు

1. మొదటి రిఫరెన్స్‌లోని G.O.Ms.No.324, MA&UD (D1), తేదీ 07-12-2016 ద్వారా Vijayawada Municipal Corporation Educational Subordinate Service Rules, 2016 జారీ చేశారు. తరువాత వాటికి సందర్భానుసారంగా సవరణలు చేశారు.

2. రెండవ రిఫరెన్స్ G.O.Ms.No.84 ద్వారా మున్సిపల్ పాఠశాలల పర్యవేక్షణ మరియు పరిపాలనను పాఠశాల విద్యాశాఖకు అప్పగించారు. ప్రభుత్వ/పంచాయతీరాజ్ పాఠశాలల్లో అమలవుతున్న విధానానికి అనుగుణంగా నిర్వహించాలనీ, శాఖలో విలీనమైన తేదీ నుంచి కొత్త సర్వీస్ రూల్స్‌ను అమలులోకి తేవాలనీ పేర్కొన్నారు.

3. భారత రాష్ట్రపతి S.O.5777(E), తేదీ 15-12-2025 ద్వారా 1975 ఆంధ్రప్రదేశ్ పబ్లిక్ ఎంప్లాయ్‌మెంట్ స్థానిక క్యాడర్ల ఉత్తర్వుకు బదులుగా, Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025ని ప్రభుత్వం నాలుగో రిఫరెన్స్‌లో తిరిగి ప్రచురించింది. ఈ రాష్ట్రపతి ఉత్తర్వు 15-12-2025 నుంచి అమలులోకి వచ్చింది.

4. ఐదో రిఫరెన్స్ G.O.Ms.No.208, తేదీ 08-10-2026 ప్రకారం పాఠశాల విద్య డైరెక్టర్ పరిపాలనలోని సంబంధిత పోస్టులను NTR జిల్లా స్థానిక క్యాడర్గా ఏర్పాటు చేశారు. రాష్ట్రపతి ఉత్తర్వు, 2025లోని పేరా 5(1) మేరకు నియామకం, ప్రత్యక్ష నియామకం, ఖాళీ లేకపోవడంతో సేవ నుంచి విడుదల, సీనియారిటీ, ప్రమోషన్, బదిలీ తదితర సర్వీస్ విషయాల్లో ఆ స్థానిక క్యాడర్ ఒక ప్రత్యేక యూనిట్. ప్రత్యక్ష నియామకాలకు స్థానిక అభ్యర్థులకు 95% రిజర్వేషన్ నిర్దేశించారు. కొత్త క్యాడర్ అమరికకు అనుగుణంగా సర్వీస్ రూల్స్‌ను మార్చాలని తెలిపారు.

5. ఆరవ రిఫరెన్స్ G.O.Ms.No.271, MA&UD, తేదీ 31-10-2026 ద్వారా 2016 విజయవాడ మున్సిపల్ కార్పొరేషన్ ఎడ్యుకేషనల్ సబార్డినేట్ సర్వీస్ రూల్స్‌కు కొన్ని సవరణలు చేశారు.

6. ఏడవ రిఫరెన్స్‌లో పాఠశాల విద్య డైరెక్టర్ విజయవాడ మున్సిపల్ కార్పొరేషన్ పాఠశాలల టీచర్ పోస్టులకు అవసరమైన సర్వీస్ రూల్స్ జారీ చేయాలంటూ ప్రతిపాదనలు పంపారు.

7. ప్రభుత్వం ప్రతిపాదనను జాగ్రత్తగా పరిశీలించి ఆమోదించింది. విజయవాడ మున్సిపల్ కార్పొరేషన్ పాఠశాలల్లో పనిచేసే ఉపాధ్యాయుల పోస్టులకు కొత్త సర్వీస్ రూల్స్ జారీ చేయాలని నిర్ణయించింది.

8. ఈ నోటిఫికేషన్ 03-11-2026 తేదీ ఆంధ్రప్రదేశ్ గెజిట్‌లో ప్రచురించబడుతుంది. కొత్త రూల్స్ 08-10-2026 నుంచి అమలులోకి వచ్చినట్లుగా పరిగణించాలని ఉత్తర్వు పేర్కొంది.

నోటిఫికేషన్ (NOTIFICATION)

భారత రాజ్యాంగంలోని ఆర్టికల్ 309 ప్రొవైజో ద్వారా, ఆంధ్రప్రదేశ్ విద్యా చట్టం, 1982 (Act 1 of 1982)లోని సెక్షన్ 78(1), 78(2), సెక్షన్ 99 ద్వారా సంక్రమించిన అధికారాలను వినియోగించి, G.O.Ms.No.324, MA&UD, తేదీ 07-12-2016 మరియు తరువాత సవరణల ద్వారా జారీ చేసిన పాత నియమాలను అధిగమిస్తూ, విజయవాడ మున్సిపల్ కార్పొరేషన్ మున్సిపల్ పాఠశాలల ఉపాధ్యాయులకు క్రింది రూల్స్‌ను ప్రభుత్వం రూపొందించింది.

రూల్స్ 1, 2 – సంక్షిప్త పేరు, వర్తింపు, పోస్టుల వర్గీకరణ

రూల్ 1 – సంక్షిప్త పేరు

ఈ నిబంధనల అధికారిక పేరు “The Andhra Pradesh School Educational Subordinate Service (for the posts of teachers working in Municipal Schools in the Vijayawada Municipal Corporation) Rules, 2026”.

రూల్ 2 – వర్తింపు మరియు సర్వీస్ ఏర్పాటు

2(i): పాఠశాల విద్యాశాఖ పరిపాలనా నియంత్రణలో ఉండే విజయవాడ మున్సిపల్ కార్పొరేషన్ మున్సిపల్ పాఠశాలల్లో పనిచేసే ఉపాధ్యాయులకు ఈ నియమాలు వర్తిస్తాయి.

2(ii): ఈ సబార్డినేట్ సర్వీస్ Class-Iలో 12, Class-IIలో 7 కేటగిరీలతో, మొత్తం 19 పోస్టు కేటగిరీలు కలిగి ఉంటుంది.

Class-I – మొత్తం 12 కేటగిరీలు

Class-II – మొత్తం 7 కేటగిరీలు

రూల్ 3 – నియామక విధానాలు మరియు నియామక అధికారి

విజయవాడ మున్సిపల్ కార్పొరేషన్ పాఠశాలలలో అన్ని కేటగిరీల నియామక విధానాలు కింది పట్టికలో ఉన్నాయి. నియామక అధికారి జిల్లా విద్యాశాఖాధికారి (DEO).

రూల్ 3 – గమనికలు (Notes 1–4)

Note 1: ఒకే క్లాస్‌లోని వేర్వేరు కేటగిరీల మధ్య సాధారణంగా బదిలీ అనుమతించరు. అయితే టీచర్ల పునర్విభజన/రేషనలైజేషన్‌లో మిగులు పోస్టులు గుర్తిస్తే, అవసరమైన అర్హతలు ఉన్న ఉపాధ్యాయుల నుంచి ప్రభుత్వం స్వచ్ఛంద సమ్మతిని కోరుతూ అదే క్లాస్‌లోని ఇతర కేటగిరీలకు బదిలీ చేయవచ్చు.

Note 2: మిగులు ఉపాధ్యాయుడు అవసరమైన సబ్జెక్టుకు వెళ్లేందుకు సమ్మతి ఇవ్వనప్పుడు, ఆ సబ్జెక్టుకు అవసరమైన అర్హతలు ఉన్న వారిలో జూనియర్-మోస్ట్ ఉపాధ్యాయుడిని నిర్ణీత కాలానికి అవసరమైన సబ్జెక్టులో డిప్యుటేషన్పై పంపవచ్చు.

Note 3: ఇంకా మిగులు ఉపాధ్యాయులు ఉంటే ముందుగా వారిని MPSHM/SA పోస్టుల్లో నియమించాలి. మిగులు ఉపాధ్యాయులు లేనప్పుడు Class-II కేటగిరీలు 1–7 నుంచి సంబంధిత సర్వీస్ రూల్స్ ప్రకారం ప్రమోషన్ల ద్వారా ఆ పోస్టులు భర్తీ చేయాలి.

Note 4: Class-I కేటగిరీ 12కు చెందిన MPSHM/SA ఉపాధ్యాయులు ఇంకా మిగులు ఉంటే, వారి అర్హతలకు అనుగుణంగా అవసరం ఉన్న సబ్జెక్టు పోస్టుల్లో నియమించాలి. మిగులు MPSHM/SA ఉపాధ్యాయులు లేకుంటే సంబంధిత సర్వీస్ రూల్స్ ప్రకారం ప్రమోషన్ లేదా ప్రత్యక్ష నియామకం ద్వారా పోస్టులను భర్తీ చేయాలి.

రూల్ 4 – రిజర్వేషన్ నిబంధనలు

(i) ప్రత్యేక ప్రాతినిధ్యం: ఈ సర్వీస్‌లో ఏ పోస్టుకైనా ప్రత్యక్ష నియామకంలో ఆంధ్రప్రదేశ్ స్టేట్ అండ్ సబార్డినేట్ సర్వీసెస్ సాధారణ నియమం 22 (General Rule 22)లో ఎప్పటికప్పుడు చేసిన సవరణల ప్రకారం ప్రత్యేక ప్రాతినిధ్య రిజర్వేషన్ వర్తిస్తుంది.

(ii) మహిళల కోసం ప్రత్యేకంగా ఏర్పాటు చేసిన సంస్థల్లో నియామకాలు

(a) మహిళల కోసం ప్రత్యేకంగా ఏర్పాటు చేసిన విద్యాసంస్థల్లో/బాలికల పాఠశాలల్లో మహిళలనే నియమించాలి.

(b) మహిళల కోసం ప్రత్యేకంగా ఏర్పాటు చేసిన సంస్థలో ఒక కేటగిరీలో ఖాళీ ఏర్పడితే, ముందుగా అదే నియామక యూనిట్‌లో మహిళల కోసం ప్రత్యేకించని సంస్థలో అదే కేటగిరీలో పనిచేస్తున్న మహిళా ఉద్యోగిని బదిలీ చేసి ఆ ఖాళీని భర్తీ చేయాలి. అటువంటి బదిలీ సాధ్యం కాకుంటే, నియమాలలో అనుమతించిన ఇతర పద్ధతిలో మహిళను నియమించవచ్చు. అలా నియమితులైన వారికి తమ క్రమానుసారమైన వంతు వచ్చే వరకు సీనియారిటీ, ఆ కేటగిరీలో పూర్తిస్థాయి సభ్యత్వం, ఉన్నత కేటగిరీకి ప్రమోషన్ విషయంలో ఏ ప్రత్యేక హక్కూ సంక్రమించదు. మూల ఉత్తర్వులో “Rule 2” అని ప్రస్తావించారు; ఇక్కడ అదే ప్రస్తావనను కొనసాగిస్తున్నాం.

(iii) ప్రమోషన్లలో రిజర్వేషన్: ప్రభుత్వం ఎప్పటికప్పుడు జారీ చేసే సంబంధిత నియమాల ప్రకారం ప్రమోషన్లలో రిజర్వేషన్‌ను అనుసరించాలి.

రూల్ 5 – అర్హతలకు వర్తించే సాధారణ నిబంధనలు

5(i): రూల్ 5(v) పట్టికలో సూచించిన విద్యార్హతలతో పాటు సంబంధిత TET/CTET అర్హతను కూడా కలిగి ఉండాలి. ఈ షరతు Class-I కేటగిరీలు 1–12 (కేటగిరీ 10 మినహా) మరియు Class-II కేటగిరీలు 1, 2 కు వర్తిస్తుంది. అవసరమైన అర్హత లేకుండా నియామకం, ప్రమోషన్ లేదా బదిలీ ద్వారా నియామకానికి అర్హత ఉండదు.

5(ii): అవసరమైన కనీస అర్హతలకన్నా ఉన్నత అర్హతలు కలిగిన అభ్యర్థులు కూడా అర్హులే. అయితే, నియామకానికి అవసరమైన నిర్దేశిత సబ్జెక్టులను బ్యాచిలర్ డిగ్రీ స్థాయిలో చదివి ఉండాలి. బోధనా మాధ్యమం, ప్రథమ భాష తదితర నిర్దేశిత అన్ని ఇతర షరతులను కూడా పూర్తి చేయాలి.

5(iii): సంబంధిత బోధనా మాధ్యమంలో SSC లేదా సమాన పరీక్ష, ఇంటర్మీడియట్ లేదా సమాన పరీక్ష, లేదా డిగ్రీ పరీక్ష ఉత్తీర్ణులై ఉండాలి. ప్రత్యామ్నాయంగా, సంబంధిత భాషను SSCలో ప్రథమ భాషగా, ఇంటర్మీడియట్‌లో Part-I లేదా ద్వితీయ భాషగా, లేదా డిగ్రీలో భాష / ఒక సబ్జెక్టు (Language / Subject)గా చదివి ఉండాలి. ఈ అర్హత షరతులు ఆయా మాధ్యమాల్లో స్కూల్ అసిస్టెంట్ గణితం, జీవశాస్త్రం, భౌతిక శాస్త్రాలు, సాంఘిక శాస్త్రం, వ్యాయామ విద్య, SGT పోస్టులకు వర్తిస్తాయి.

5(iv): విద్యార్హతలు/నియామకాలకు సంబంధించిన NCTE (National Council for Teacher Education) ప్రమాణాలు, ప్రభుత్వం ఎప్పటికప్పుడు జారీ చేసే ఉత్తర్వులు వర్తిస్తాయి.

5(v): అన్ని పోస్టుల కేటగిరీలకు ప్రత్యేకంగా నిర్దేశించిన అర్హతలు క్రింద వరుసగా ఇవ్వబడ్డాయి. అసలు ఉత్తర్వులోని “Or” ప్రత్యామ్నాయాలను వేర్వేరుగా చూపిస్తున్నాం.

రూల్ 5(v) – Class-I అర్హతలు (కేటగిరీలు 1–12)

రూల్ 5లో నిర్దేశించిన ప్రతి పోస్టు అర్హత, డిగ్రీ సబ్జెక్టులు, మెథడాలజీ మరియు ప్రత్యామ్నాయ కోర్సులను క్రింద విడివిడిగా ఇచ్చాం. హిందీ (కేటగిరీ 7) కోసం పూర్తి రెండు పట్టికలు తదుపరి ప్రత్యేక విభాగంలో ఉన్నాయి.

కేటగిరీ 1 – స్కూల్ అసిస్టెంట్ (గణితం / Mathematics)

1. 1వ ప్రత్యామ్నాయం
   బ్యాచిలర్ డిగ్రీలో Mathematics / Applied Mathematics / Statistics ప్రధాన సబ్జెక్టుగా లేదా మూడు సమాన ఆప్షనల్ సబ్జెక్టులలో ఒకటిగా చదివి ఉండాలి. అదనంగా Mathematics మెథడాలజీతో B.Ed. లేదా B.Ed. (Special Education) డిగ్రీ ఉండాలి.
2. 2వ ప్రత్యామ్నాయం
   Mathematics / Applied Mathematics / Statisticsతో నాలుగేళ్ల ఇంటిగ్రేటెడ్ డిగ్రీ కలిగి ఉండాలి. ఆ నాలుగేళ్ల డిగ్రీ NCTE గుర్తింపు పొందిన సంస్థ నుంచి ఉండాలి.
3. 3వ ప్రత్యామ్నాయం
   ఇంటర్మీడియట్‌లో Mathematics ఒక గ్రూప్ సబ్జెక్టుగా చదివిన BCA అభ్యర్థులు, లేదా ఇంటర్మీడియట్‌లో Mathematics, Physics చదివిన B.E./B.Tech అభ్యర్థులు; వీరికి Mathematics మెథడాలజీతో B.Ed. లేదా B.Ed. (Special Education) ఉండాలి.
4. 4వ ప్రత్యామ్నాయం
   Mathematics / Applied Mathematics / Statistics లేదా వాటి అనుబంధ సబ్జెక్టులలో పోస్ట్ గ్రాడ్యుయేషన్‌తో పాటు, సంబంధిత Mathematics మెథడాలజీ గల మూడేళ్ల ఇంటిగ్రేటెడ్ B.Ed.–M.Ed. ఉండాలి.

కేటగిరీ 2 – స్కూల్ అసిస్టెంట్ (భౌతిక శాస్త్రం / Physical Sciences)

1. 1వ ప్రత్యామ్నాయం
   బ్యాచిలర్ డిగ్రీలో నిర్దేశించిన భౌతిక శాస్త్ర, రసాయన శాస్త్ర సంబంధిత అంశాల నుంచి కనీసం రెండు ఆప్షనల్ సబ్జెక్టులు చదివి ఉండాలి: Physics / Applied Physics / Engineering Physics & Instrumentation; Chemistry / Applied Chemistry / Industrial Chemistry / Pharmaceutical Chemistry / Medicinal Chemistry / Bio-Chemistry / Geology. లేదా Physics/దాని అనుబంధ సబ్జెక్టు ప్రధాన అంశంగా, Chemistry/దాని అనుబంధ అంశం సబ్సిడియరీగా (లేదా విరుద్ధంగా) ఉండాలి. దానితో పాటు Physical Science / Physics / Chemistry / Science మెథడాలజీతో B.Ed. లేదా B.Ed. (Special Education) ఉండాలి.
2. 2వ ప్రత్యామ్నాయం
   పై వివరించిన సబ్జెక్టుల సమూహంలో కనీసం రెండు ఆప్షనల్స్ లేదా ఒక ప్రధాన సబ్జెక్టు, మరొక అనుబంధ సబ్జెక్టుతో నాలుగేళ్ల ఇంటిగ్రేటెడ్ డిగ్రీ పొందాలి. ఈ డిగ్రీ NCTE గుర్తింపు పొందిన సంస్థ నుంచి ఉండాలి. సూచించిన సబ్జెక్టుల జాబితా: Physics / Applied Physics / Engineering Physics & Instrumentation; Chemistry / Applied Chemistry / Industrial Chemistry / Pharmaceutical Chemistry / Medicinal Chemistry / Bio-Chemistry / Geology.
3. 3వ ప్రత్యామ్నాయం
   ఇంటర్మీడియట్ గ్రూపులో Physics, Chemistry చదివిన BCA అభ్యర్థులు లేదా ఇంటర్మీడియట్‌లో Mathematics, Physics, Chemistry చదివిన B.E./B.Tech అభ్యర్థులు; అదనంగా Physical Science / Physics / Chemistry / Science మెథడాలజీతో B.Ed. లేదా B.Ed. (Special Education) కలిగి ఉండాలి.
4. 4వ ప్రత్యామ్నాయం
   Physics లేదా Chemistry లేదా అనుబంధ అంశంలో పీజీతో, Physical Science / Physics / Chemistry / Science సంబంధిత మెథడాలజీ గల మూడేళ్ల ఇంటిగ్రేటెడ్ B.Ed.–M.Ed. కలిగి ఉండాలి.

కేటగిరీ 3 – స్కూల్ అసిస్టెంట్ (జీవశాస్త్రం / Biological Science)

1. 1వ ప్రత్యామ్నాయం
   బ్యాచిలర్ డిగ్రీలో Botany, Zoology రెండూ ఆప్షనల్ సబ్జెక్టులుగా లేదా ఒకటి ప్రధాన సబ్జెక్టుగా, రెండోది సబ్సిడియరీ సబ్జెక్టుగా ఉండాలి. ప్రత్యామ్నాయంగా నిర్దేశించిన జీవశాస్త్ర అనుబంధ సబ్జెక్టులలో ఏ రెండు ఉండవచ్చు: Public Health, Human Genetics, Genetics, Bio-Chemistry, Environment Sciences, Micro Biology, Bio-Technology, Industrial Micro-biology, Agriculture, Food Technology, Fisheries, Nutrition, Geology, Sericulture, Horticulture, Forestry, Poultry Pharmacology, Pharmacy. ఉత్తర్వులో పేర్కొన్న ప్రత్యేక ఆప్షనల్స్ కలయిక General Micro-Biology (Optional Subject-1), Chemistry (Optional Subject-2), Genetics / Bio-Informatics / Molecular Biology / Agriculture / Marine Bio-Technology (Optional Subject-3) లేదా ఐదేళ్ల ఇంటిగ్రేటెడ్ M.Sc. Bio-Technology కోర్సు కూడా ప్రస్తావించబడింది. వీటితో పాటు Biological Science / Natural Sciences / Science / Botany / Zoology మెథడాలజీతో B.Ed. లేదా B.Ed. (Special Education) డిగ్రీ ఉండాలి.
2. 2వ ప్రత్యామ్నాయం
   పైన పేర్కొన్న విషయాలలో కనీసం రెండు ఆప్షనల్స్, లేదా ఒకటి మెయిన్–మరొకటి సబ్సిడియరీ, లేదా సూచించిన అనుబంధ విషయాలలో ఏ రెండు సబ్జెక్టుల కలయికతో నాలుగేళ్ల ఇంటిగ్రేటెడ్ డిగ్రీ కలిగి ఉండాలి. అందులో పేర్కొన్న విషయాలు: Public Health, Human Genetics, Genetics, Bio-Chemistry, Environment Sciences, Micro Biology, Bio-Technology, Industrial Micro-biology, Agriculture, Food Technology, Fisheries, Nutrition, Geology, Sericulture, Horticulture, Forestry, Poultry Pharmacology, Pharmacy; ప్రత్యేక కలయిక: General Micro-Biology (Optional Subject-1), Chemistry (Optional Subject-2), Genetics / Bio-Informatics / Molecular Biology / Agriculture / Marine Bio-Technology (Optional Subject-3). ఈ నాలుగేళ్ల డిగ్రీ NCTE గుర్తింపు పొందిన సంస్థ నుంచి ఉండాలి.

   ఇంటర్మీడియట్‌లో Botany, Zoology గ్రూప్ సబ్జెక్టులుగా చదివిన BCA అభ్యర్థులు; అదనంగా Biological Science / Natural Sciences / Science / Botany / Zoology మెథడాలజీతో B.Ed. లేదా B.Ed. (Special Education) డిగ్రీ ఉండాలి.
4. 4వ ప్రత్యామ్నాయం
   Botany, Zoology లేదా వాటి అనుబంధ విషయాలలో పోస్ట్ గ్రాడ్యుయేషన్‌తో పాటు Biological Science / Natural Sciences / Science / Botany / Zoology మెథడాలజీ గల మూడేళ్ల ఇంటిగ్రేటెడ్ B.Ed.–M.Ed. కోర్సు ఉండాలి.

కేటగిరీ 4 – స్కూల్ అసిస్టెంట్ (సాంఘిక శాస్త్రం / Social Studies)

1. 1వ ప్రత్యామ్నాయం
   బ్యాచిలర్ డిగ్రీలో కింది 22 అంశాలలో ఏ రెండు ఆప్షనల్ సబ్జెక్టులుగా లేదా ఒకటి ప్రధాన సబ్జెక్టుగా, మరొకటి సబ్సిడియరీగా చదివి ఉండాలి: (i) History; (ii) Economics; (iii) Geography; (iv) Political Science; (v) Public Administration; (vi) Sociology; (vii) Commerce; (viii) Politics; (ix) Social Anthropology; (x) Ancient Indian History, Culture & Archaeology; (xi) Anthropology; (xii) Social Work; (xiii) Philosophy; (xiv) Psychology; (xv) Business Economics; (xvi) Business Organization and Management; (xvii) Statistics / Business Statistics / Quantitative Techniques; (xviii) Financial Services, Banking and Insurance; (xix) Accountancy / Financial Accounting; (xx) Fundamentals of Information Technology లేదా సమాన Computer Systems and Programmes Principles; (xxi) Industrial Relation; (xxii) Foreign Trade. అదనంగా Social Studies / Social Sciences / Geography / History / Politics / Political Science / Economics మెథడాలజీతో B.Ed. లేదా B.Ed. (Special Education) డిగ్రీ కలిగి ఉండాలి.
2. 2వ ప్రత్యామ్నాయం

   ఇంటర్మీడియట్‌లో Social Sciences గ్రూప్ సబ్జెక్టుగా చదివిన BCA / BBM (Bachelor of Business Management) అభ్యర్థులు; అదనంగా Social Studies / Social Sciences / Geography / History / Politics / Political Science / Economics మెథడాలజీతో B.Ed. లేదా B.Ed. (Special Education) పాస్ కావాలి.
4. 4వ ప్రత్యామ్నాయం
   Geography / History / Politics / Political Science / Economics లేదా వాటి అనుబంధ సబ్జెక్టులో పోస్ట్ గ్రాడ్యుయేషన్‌తో పాటు Social Studies / Social Sciences / Geography / History / Politics / Political Science / Economics మెథడాలజీ గల మూడేళ్ల ఇంటిగ్రేటెడ్ B.Ed.–M.Ed. ఉండాలి.

కేటగిరీ 5 – స్కూల్ అసిస్టెంట్ (ఇంగ్లీష్ / English)

1. 1వ ప్రత్యామ్నాయం
   డిగ్రీలో English ప్రధాన సబ్జెక్టుగా లేదా ఆప్షనల్ సబ్జెక్టులలో ఒకటిగా ఉండాలి; లేదా Englishలో పోస్ట్ గ్రాడ్యుయేషన్ ఉండాలి. అదనంగా English మెథడాలజీతో B.Ed. లేదా B.Ed. (Special Education) డిగ్రీ కలిగి ఉండాలి.
2. 2వ ప్రత్యామ్నాయం
   English ఆప్షనల్ సబ్జెక్టుగా, English మెథడాలజీతో నాలుగేళ్ల B.A.–B.Ed. / B.Sc.–B.Ed. ఇంటిగ్రేటెడ్ డిగ్రీ పొందాలి. డిగ్రీ NCTE గుర్తింపు పొందిన సంస్థ నుంచి ఉండాలి.
3. 3వ ప్రత్యామ్నాయం
   Englishలో పీజీతో English మెథడాలజీ గల మూడేళ్ల ఇంటిగ్రేటెడ్ B.Ed.–M.Ed. ఉండాలి.

కేటగిరీ 6 – స్కూల్ అసిస్టెంట్ (తెలుగు / Telugu)

1. 1వ ప్రత్యామ్నాయం
   బ్యాచిలర్ డిగ్రీలో Telugu ప్రధాన సబ్జెక్టుగా లేదా మూడు సమాన ఆప్షనల్ సబ్జెక్టులలో ఒకటిగా ఉండాలి; లేదా Teluguలో B.O.L. (Bachelor of Oriental Language) లేదా సమాన అర్హత; లేదా Teluguలో పోస్ట్ గ్రాడ్యుయేషన్ ఉండాలి. అదనంగా Telugu మెథడాలజీతో B.Ed. / B.Ed.    బ్యాచిలర్ డిగ్రీలో Urdu ప్రధాన సబ్జెక్టుగా లేదా మూడు సమాన ఆప్షనల్ సబ్జెక్టులలో ఒకటిగా ఉండాలి; లేదా Urduలో B.O.L.    బ్యాచిలర్ డిగ్రీలో Sanskrit ప్రధాన సబ్జెక్టుగా లేదా మూడు సమాన ఆప్షనల్ సబ్జెక్టులలో ఒకటిగా ఉండాలి; లేదా Sanskritలో B.O.L. బ్యాచిలర్ డిగ్రీ లేదా సమాన అర్హత మరియు ఫిజికల్ ఎడ్యుకేషన్‌లో బ్యాచిలర్ డిగ్రీ లేదా సమాన అర్హత, లేదా M.P.Ed. ఉండాలి. (మూల ఉత్తర్వులో పేర్కొన్న ఎంపికల ప్రకారం.)

కేటగిరీ 11 – స్కూల్ అసిస్టెంట్ (ప్రత్యేక విద్య / Special Education)

(a) కింది ఎనిమిది ప్రత్యామ్నాయ అర్హతలలో ఏదో ఒకటి అవసరం:

1. 1వ ప్రత్యామ్నాయం
   గ్రాడ్యుయేషన్ లేదా పోస్ట్ గ్రాడ్యుయేషన్‌తో పాటు B.Ed. (Special Education).
2. 2వ ప్రత్యామ్నాయం
   గ్రాడ్యుయేషన్ లేదా పోస్ట్ గ్రాడ్యుయేషన్, General B.Ed.తో పాటు ఒకటి లేదా రెండు సంవత్సరాల Diploma in Special Education.
3. 3వ ప్రత్యామ్నాయం
   గ్రాడ్యుయేషన్ లేదా పోస్ట్ గ్రాడ్యుయేషన్, General B.Ed.తో పాటు Post Graduate Professional Diploma in Special Education (PGPD).
4. 4వ ప్రత్యామ్నాయం
   గ్రాడ్యుయేషన్ లేదా పోస్ట్ గ్రాడ్యుయేషన్‌తో పాటు PG Diploma in Special Education – Mental Retardation / Multiple Disability (Physical and Neurological) / Loco Motor Impairment and Cerebral Palsyలో ఏదో ఒకటి.
5. 5వ ప్రత్యామ్నాయం
   గ్రాడ్యుయేషన్ లేదా పోస్ట్ గ్రాడ్యుయేషన్‌తో పాటు Secondary Level Teacher Training Course in Visual Impairment.
6. 6వ ప్రత్యామ్నాయం
   గ్రాడ్యుయేషన్ లేదా పోస్ట్ గ్రాడ్యుయేషన్‌తో పాటు Senior Diploma in Teaching the Deaf.
7. 7వ ప్రత్యామ్నాయం
   B.A., B.Ed. in Visual Impairment.
8. 8వ ప్రత్యామ్నాయం
   RCI ఆమోదించిన ఇతర సమాన అర్హత.

(b) పై వాటితో పాటు తప్పనిసరి: Teacher Eligibility Test (TET)లో ఉత్తీర్ణత మరియు చెల్లుబాటయ్యే RCI CRR నంబర్ కలిగి ఉండాలి.

కేటగిరీ 12 – మోడల్ ప్రైమరీ స్కూల్ హెడ్‌మాస్టర్ / స్కూల్ అసిస్టెంట్ (MPSHM/SA)

ఆంధ్రప్రదేశ్ బోర్డ్ ఆఫ్ ఇంటర్మీడియట్ ఎడ్యుకేషన్ నిర్వహించే ఇంటర్మీడియట్ పరీక్షలో కనీస ఉత్తీర్ణత లేదా సమాన అర్హతతో పాటు, ఆంధ్రప్రదేశ్ డైరెక్టర్ ఆఫ్ గవర్నమెంట్ ఎగ్జామినేషన్స్ జారీ చేసిన Teacher Training Certificate లేదా సమాన అర్హత ఉండాలి; లేదా బ్యాచిలర్ డిగ్రీతో పాటు B.Ed. డిగ్రీ కలిగి ఉండాలి.

Class-I కేటగిరీ 7 – స్కూల్ అసిస్టెంట్ (హిందీ) పూర్తి అర్హతలు

హిందీ ప్రధాన సబ్జెక్టుగా బ్యాచిలర్ డిగ్రీ, లేదా హిందీలో Bachelor of Oriental Language (B.O.L.), లేదా దక్షిణ భారత హిందీ ప్రచార సభ Praveena, లేదా హైదరాబాద్ హిందీ ప్రచార సభ Vidwan, లేదా B.A. డిగ్రీ స్థాయికి సమానమైన ఇతర గుర్తింపు పొందిన హిందీ అర్హత, లేదా హిందీలో పోస్ట్ గ్రాడ్యుయేషన్/క్రింది పట్టిక-Iలోని విద్యార్హతలలో సంబంధిత అర్హత ఉండాలి. దానితో పాటు పట్టిక-IIలో తెలిపిన శిక్షణ అర్హతలలో ఏదో ఒకటి ఉండాలని ఉత్తర్వు పేర్కొంది.

హిందీ పోస్టుకు అదనపు ప్రత్యామ్నాయ మార్గాలు

1. 1వ ప్రత్యామ్నాయం
   హిందీ ప్రధాన సబ్జెక్టుగా లేదా మూడు సమాన ఆప్షనల్ సబ్జెక్టులలో ఒకటిగా చదివి, Hindi మెథడాలజీతో నాలుగేళ్ల B.A.–B.Ed. ఇంటిగ్రేటెడ్ డిగ్రీ పొందాలి. ఆ డిగ్రీ NCTE గుర్తింపు పొందిన సంస్థ నుంచి ఉండాలి.
2. 2వ ప్రత్యామ్నాయం
   Hindiలో పోస్ట్ గ్రాడ్యుయేషన్తో పాటు Hindi మెథడాలజీ గల మూడేళ్ల ఇంటిగ్రేటెడ్ B.Ed.–M.Ed. ఉండాలి.

రూల్ 5(v) – Class-II అర్హతలు (కేటగిరీలు 1–7)

కేటగిరీ 1 – సెకండరీ గ్రేడ్ టీచర్ (SGT)

ఆంధ్రప్రదేశ్ బోర్డ్ ఆఫ్ ఇంటర్మీడియట్ ఎడ్యుకేషన్ జారీ చేసిన ఇంటర్మీడియట్ సర్టిఫికెట్, లేదా ఆ బోర్డు గుర్తించిన సమాన అర్హత ఉండాలి. ప్రత్యామ్నాయంగా ఇంటర్మీడియట్ వొకేషనల్ కోర్సుతో పాటు బోర్డు జారీ చేసిన Bridge Course Certificate కలిగి ఉండాలి. విద్యా శిక్షణకు సంబంధించిన క్రింది అర్హతలను కూడా ఉత్తర్వులో పేర్కొన్నారు:

• డైరెక్టర్ ఆఫ్ గవర్నమెంట్ ఎగ్జామినేషన్స్, ఆంధ్రప్రదేశ్ జారీ చేసిన రెండేళ్ల Diploma in Education (D.Ed.) / Diploma in Elementary Education (D.El.Ed.) లేదా సమాన సర్టిఫికెట్.
• RCI గుర్తింపు పొందిన Special Education in D.Ed. / D.El.Ed..
• నాలుగేళ్ల Bachelor in Elementary Education.

కేటగిరీ 2 – సెకండరీ గ్రేడ్ టీచర్ (ప్రత్యేక విద్య / Special Education)

(a) ఇంటర్మీడియట్ / సీనియర్ సెకండరీ లేదా దానికి సమానమైన పరీక్ష ఉత్తీర్ణతతో పాటు క్రిందివాటిలో ఒక ప్రత్యామ్నాయ అర్హత ఉండాలి:

1. 1వ ప్రత్యామ్నాయం
   ఏదైనా వైకల్య విభాగంలో రెండేళ్ల D.Ed. Special Education.
2. 2వ ప్రత్యామ్నాయం
   ఏదైనా వైకల్య విభాగంలో ఒక ఏడాది Diploma in Special Education (DSE).
3. 3వ ప్రత్యామ్నాయం
   Diploma in Community Based Rehabilitation (DCBR)తో పాటు ప్రత్యేక అవసరాల పిల్లల విద్యలో ఆరు నెలల CwSN Certificate Course.
4. 4వ ప్రత్యామ్నాయం
   Post Graduate Diploma in Community Based Rehabilitation (PGDCBR)తో పాటు ఆరు నెలల Certificate Course in Education of Children with Special Needs (CwSN).
5. 5వ ప్రత్యామ్నాయం
   Diploma in Multi Rehabilitation Worker (MRW)తో పాటు ఆరు నెలల CwSN సర్టిఫికెట్ కోర్సు.
6. 6వ ప్రత్యామ్నాయం
   Junior Diploma in Teaching the Deaf.
7. 7వ ప్రత్యామ్నాయం
   Primary Level Teacher Training Course in Visual Impairment.
8. 8వ ప్రత్యామ్నాయం
   Diploma in Vocational Rehabilitation – Mental Retardation (DVRMR) లేదా Diploma in Vocational Training and Employment – Mental Retardation (DVTE-MR)తో పాటు ఆరు నెలల CwSN సర్టిఫికెట్ కోర్సు.
9. 9వ ప్రత్యామ్నాయం
   Diploma in Hearing Language and Speech (DHLS)తో పాటు ఆరు నెలల CwSN సర్టిఫికెట్ కోర్సు.
10. 10వ ప్రత్యామ్నాయం
    RCI గుర్తింపు పొందిన కనీసం ఒక సంవత్సరం వ్యవధి గల ఏదైనా అర్హతతో పాటు ఆరు నెలల CwSN సర్టిఫికెట్ కోర్సు.
11. 11వ ప్రత్యామ్నాయం
    RCI ఆమోదించిన ఇతర సమాన అర్హత.

(b) పై వాటితో పాటు తప్పనిసరి: Teacher Eligibility Test (TET)లో ఉత్తీర్ణత మరియు చెల్లుబాటయ్యే RCI CRR Number ఉండాలి.

కేటగిరీ 3 – ఆర్ట్ టీచర్ (Art Teacher)

10వ తరగతి లేదా సమాన పరీక్షలో ఉత్తీర్ణత ఉండాలి. ప్రభుత్వ Fine Arts and Architecture కళాశాల నుంచి Drawing / Commercial Artలో డిప్లొమా లేదా సర్టిఫికెట్ ఉండాలి; లేదా Higher Grade Drawing Certificate ఉండాలి. అదనంగా ఆంధ్రప్రదేశ్ డైరెక్టర్ ఆఫ్ గవర్నమెంట్ ఎగ్జామినేషన్స్ జారీ చేసిన Technical Teacher Training Certificate ఉండాలి.

కేటగిరీ 4 – డ్రాయింగ్ టీచర్ (Drawing Teacher)

10వ తరగతి లేదా సమాన పరీక్షలో ఉత్తీర్ణత; ప్రభుత్వ Fine Arts and Architecture కళాశాల నుంచి Painting / Drawing / Sculpture / Commercial Artలో డిప్లొమా లేదా సర్టిఫికెట్; అదనంగా ఆంధ్రప్రదేశ్ డైరెక్టర్ ఆఫ్ గవర్నమెంట్ ఎగ్జామినేషన్స్ జారీ చేసిన Technical Teacher Training Certificate ఉండాలి.

కేటగిరీ 5 – మ్యూజిక్ టీచర్ (Music Teacher)

10వ తరగతి లేదా సమాన పరీక్ష ఉత్తీర్ణత, ప్రభుత్వ సంగీత కళాశాల లేదా గుర్తింపు పొందిన/ప్రసిద్ధ సంస్థ నుంచి Carnatic Vocal Musicలో Diploma, ఆంధ్రప్రదేశ్ డైరెక్టర్ ఆఫ్ గవర్నమెంట్ ఎగ్జామినేషన్స్ జారీ చేసిన Technical Teacher Training Certificate ఉండాలి.

కేటగిరీలు 6, 7 – క్రాఫ్ట్ టీచర్ / సూయింగ్ టీచర్

మూల ఉత్తర్వులో ఈ రెండు పోస్టులకు సంబంధిత అర్హతల కాలమ్ ఉమ్మడిగా ఉంది. 10వ తరగతి లేదా సమాన ఉత్తీర్ణత, ఆంధ్రప్రదేశ్‌లోని Industrial Training Institute (ITI) జారీ చేసిన సంబంధిత ట్రేడ్ సర్టిఫికెట్ లేదా సమాన అర్హత, అదనంగా ఆంధ్రప్రదేశ్ డైరెక్టర్ ఆఫ్ గవర్నమెంట్ ఎగ్జామినేషన్స్ జారీ చేసిన Technical Teacher Training Certificate కలిగి ఉండాలి.

రూల్స్ 6–10 – వయసు, కనీస సర్వీసు, ప్రొబేషన్, నియామక యూనిట్, సీనియారిటీ

రూల్ 6 – వయోపరిమితి (Age)

ఈ సర్వీస్‌లో ఏ పోస్టుకైనా ప్రత్యక్ష నియామకం ద్వారా నియమించబడాలంటే, అభ్యర్థి వయసు 18 సంవత్సరాలకంటే ఎక్కువ ఉండాలి. గరిష్ఠ వయోపరిమితి ఆ సమయంలో అమల్లో ఉన్న Andhra Pradesh State and Subordinate Service Rules, 1996 ప్రకారం ఉండాలి. నియామక నోటిఫికేషన్ విడుదలయ్యే సంవత్సరంలో జూలై 1 నాటికి వయసును పరిగణిస్తారు. BC, SC, ST, EWS మరియు ఇతర వర్గాలకు ప్రభుత్వం ఎప్పటికప్పుడు ప్రకటించే వయో సడలింపులు వర్తిస్తాయి.

రూల్ 7 – ప్రమోషన్ / బదిలీ ద్వారా నియామకానికి కనీస సర్వీసు

దిగువ కేటగిరీ నుంచి తదుపరి ఉన్నత కేటగిరీకి ప్రమోషన్ లేదా బదిలీ ద్వారా నియామకం పొందాలంటే, దిగువ కేటగిరీలో కనీసం 2 సంవత్సరాల సర్వీసు పూర్తి చేయాలి.

రూల్ 8 – ప్రొబేషన్ (Probation)

(i) ప్రత్యక్ష నియామకం ద్వారా చేరిన ప్రతి ఉద్యోగి, ప్రొబేషన్ ప్రారంభమైన తేదీ నుంచి నిరంతర మూడు సంవత్సరాల కాలవ్యవధిలో మొత్తం రెండు సంవత్సరాలు డ్యూటీలో ప్రొబేషన్ పూర్తి చేయాలి.

(ii) ఈ సర్వీస్‌లోని పోస్టులకు ప్రమోషన్ ద్వారా నియమితులైన వ్యక్తి, ప్రొబేషన్ మొదలైన తేదీ నుంచి నిరంతర రెండు సంవత్సరాల వ్యవధిలో ఒక సంవత్సరం డ్యూటీపై ప్రొబేషన్ పూర్తిచేయాలి.

రూల్ 9 – నియామక యూనిట్ (Unit of Appointment)

నియామకం, ప్రత్యక్ష నియామకం, సీనియారిటీ, ఖాళీ లేకపోవడం వలన విడుదల (Discharge for want of vacancy), ప్రమోషన్, బదిలీ, తిరిగి నియామకం విషయాలలో క్రింద తెలిపిన యూనిట్ వర్తిస్తుంది.

రూల్ 10 – బదిలీ మరియు ఎయిడెడ్ పాఠశాల ఉపాధ్యాయుల సీనియారిటీ

ఆంధ్రప్రదేశ్ State and Subordinate Service Rules, 1996లోని Rule 35(ii) ప్రకారం, ఒక నియామక యూనిట్ నుంచి మరో నియామక యూనిట్‌కు స్వచ్ఛంద అభ్యర్థనపై బదిలీ అయిన వ్యక్తి సీనియారిటీ, కొత్త యూనిట్‌లో విధుల్లో చేరిన తేదీ ఆధారంగా నిర్ణయించబడుతుంది. అదేవిధంగా ఎయిడెడ్ పాఠశాలల నుంచి విజయవాడ మున్సిపల్ కార్పొరేషన్ మున్సిపల్ పాఠశాలల్లో అబ్సార్ప్షన్ పొందిన ఉపాధ్యాయుల సీనియారిటీని కొత్త యూనిట్‌లో విధులకు చేరిన తేదీ నుంచి నిర్ణయించాలి.

ORDER:

      In the reference 1st read above, the Vijayawada Municipal
Corporation Educational Subordinate Service Rules, 2016 were issued.
Subsequently, certain amendments have been issued thereto from time to
time.
2.     The Government in the G.O.2nd read above, entrusted the
supervision and administration of Municipal Schools to the School
Education Department to administer on par with the system followed in
Government / Panchayat Raj Schools and in accordance with the powers
vested in the said G.O, the fresh Service Rules were brought into the
existence from the date of amalgamation into this Department.

3.    In accordance with order of the President of India vide S.O 5777 (E)
Dated 15th December, 2025 and in supersession of the Andhra Pradesh
Public Employment (Organisation of Local cadres and Regulation of Direct
Recruitment) Order ,1975 , the State Government 4th read above have
republished the Andhra Pradesh Public Employment (Organisation of Local
cadres and Regulation of Direct Recruitment) Order, 2025 and came into
force with effect from 15.12.2025.
4.     In the reference 5th read above, the Government have issued orders
organizing the classes of posts/civil posts under the administrative control
of the Director of School Education into District local cadres, i.e.., NTR
District. In the said G.O., it was directed that, consequent upon the
organization of posts, the District local cadre, shall constitute separate units
for the purposes of appointment, direct recruitment, discharge, seniority,
promotion, transfer, and other service matters in terms of Paragraph 5(1)
of the Presidential Order, 2025. The appointing authorities have been
specified in respect of the said organized posts and reservation to local
candidates in respect of direct recruitment of the posts have been specified
as ninety five percent (95%). It was further directed therein to make
suitable amendments to the relevant Service Rules in conformity with the
approved scheme of organization of local cadres.
5.   In the reference 6th read above, the Government in MA&UD
Department made certain amendments to the Vijayawada Municipal
Corporation Educational Subordinate Service Rules, 2016.
 6.   In the reference 7th read above, the Director of School Education has
submitted proposals to the Government for issuing necessary Rules for the
post of teachers in Municipal Schools in the Vijayawada Municipal
Corporation.


7.    The Government, after careful examination of the matter, hereby
accept the proposal of the Director of School Education and have decided
to issue Service Rules for the post of teachers in Municipal Schools in the
Vijayawada Municipal Corporation.

8.    Accordingly, the following notification will be published in Andhra
Pradesh Gazette dated.03.11.2026 which is deemed to have come into
force with effect on and from 08.10.2026.

                              NOTIFICATION

      In exercise of the powers conferred by the proviso to Article 309 of
the Constitution of India and of all powers conferred by the sub-sections of
(1) and (2) of section 78 read with section 99 of the Andhra Pradesh

Education Act, 1982 ( Act 1 of 1982) and in supersession of the G.O. Ms.
No.324, MA&UD Department, dated:07.12.2016 and its amendments, the
Government hereby makes the following rules for the posts of teachers
working in Municipal Schools in the Vijayawada Municipal Corporation.

                                 RULES

1. Short Title:

       These rules may be called the Andhra Pradesh School Educational
Subordinate Service (for the posts of teachers working in Municipal Schools
in the Vijayawada Municipal Corporation) Rules, 2026.

2. Applicability and Constitution:
 (i) These rules shall be applicable to the teachers working in Municipal
 Schools in the Vijayawada Municipal Corporation under the
 administrative control of the School Education Department.
 (ii) The subordinate service shall consist of following classes and

Note–1: Transfer within the same class among different categories is not
permissible. However, if any posts are identified as surplus during the
Reapportionment of Teaching Staff/Rationalization exercise, the
Government may call for willingness from eligible teachers for transfer
within the same class among different categories, subject to fulfilment of
the prescribed qualifications.

Note–2: If any surplus teacher does not give willingness to transfer to the
needy subject, the junior-most teacher in service in that subject, having
the requisite qualifications, may be deputed to the needy subject for a
specified period.

Note-3: If any surplus teachers are still available, they shall be posted first
against the posts of Model Primary School Headmaster / School Assistant
(MPSHM/SA). In the absence of surplus teachers, these posts shall be filled
by way of promotion from Categories 1 to 7 of Class-II, as per the relevant
service rules.

Note 4: If any Model Primary School Headmaster / School Assistant
(MPSHM/SA) teachers are still available as per Sl. No.12 of Class–I, they
shall be posted in the concerned subject in accordance with their
qualifications wherever there is a requirement in that subject. In the
absence of surplus MPSHM/SA teachers, such posts shall be filled by way
of promotion or by direct recruitment from Categories 1 to 7 of Class–II, in
accordance with the relevant Service Rules.

4. Rule of Reservation:

 i.    The rule of special representation (General Rule 22 of the Andhra
       Pradesh State and Subordinate Services) as amended from time to

time shall apply to appointment by Direct Recruitment to any post in
        the service.
 ii.    Appointment in institutions specially provided for women:
          a. Women alone shall be appointed to post in the institutions
              specially provided for them/Girl Schools.
         b.   A vacancy in a category in an Institution specially provided for
              women shall be filled by transfer of a woman member of the
              same category employed in an institution not specially provided
              for women within the unit. When such transfer is not possible
              women may be appointed by any method admissible under
              Rule 2, such appointed candidate, shall not acquire any right
              in the matter of seniority of full membership in the category or
              promotion to a higher category until she gets her due turn.
iii.    The rule of reservation in promotion shall be followed as per the
        Government orders issued from time to time.


5.     Qualifications:

(i) No person shall be eligible for appointment, promotion, or appointment
by transfer to the categories specified unless he/she possesses the
prescribed qualifications in Column 3 and has qualified in the relevant
Teacher Eligibility Test(TET)/Central Teacher Eligibility Test(CTET), as
mentioned under Categories 1 to 12 (Except 10) of Class I and the category
1 and 2 of Class II.
(ii) Candidates with higher qualifications are also eligible for appointment,
provided he/she studied the required subjects for the posts at Bachelor
degree level and fulfil all other requirements such as medium of instruction
/ 1st language etc., prescribed.
(iii) The candidates who have (i) passed either SSC (or its equivalent)
Examination or Intermediate (or its equivalent) or Degree Examination in
the medium of instruction concerned or (ii) have studied the Language
concerned as First Language in SSC (or its equivalent) or as Part-I in
Intermediate (or its equivalent) or as Second Language in Intermediate (or
its equivalent) or as a Language/ Subject in Degree, are eligible for the
posts of SA (Mathematics, Biological Sciences, Physical Sciences, Social
Studies & Physical Education), SGT in the concerned medium.

(iv) The National Council for Teacher Education (NCTE)/ Rehabilitation
Council of India (RCI) Norms and Government orders issued from time to
time relating to the qualifications / appointment shall be applicable.
(v)    The following are the qualifications prescribed for all the posts:-

                  technical teacher training certificate issued by the
                  Director      of    Government        Examinations,
                  Government of Andhra Pradesh.
4. Drawing        Must have passed 10th class or its equivalent
Teacher           examination. Must possess a diploma or a
                  Certificate in Painting, Drawing, Sculpture or
                  Commercial Art from the Government College of
                  Fine Arts and Architecture and a technical teacher
                  training certificate issued by the Director of
                  Government Examinations, Government of
                  Andhra Pradesh.
5. Music Teacher Must have passed 10th class or its equivalent
                  examination. Must possess a Diploma in Carnatic
                  Vocal Music from the Government College of
                  Music or from a recognized or reputed institution
                  and a technical teacher training certificate issued
                  by the Director      of Government Examinations,
                  Government of Andhra Pradesh.
6. Craft Teacher Must have passed 10th class or its equivalent
                  examination. Must possess a certificate in
                  concerned Trade issued by any Industrial Training
                  Institute (I.T.I.) in the State or its equivalent
7. Sewing Teacher
                  qualification and a technical teacher training
                  certificate issued by the Director of Government
                  Examinations, Government of Andhra Pradesh.

6. Age:

       No person shall be eligible for appointment by direct recruitment to
any post in this service unless he/she is more than 18 years of age and not
more than the upper age is prescribed AP State and Subordinate Service
Rules, 1996 from time to time, as on the first day of July of the year in
which the notification for recruitment is made. Concessions of age extended
by Government from time to time with respect to BC, SC, ST and EWS and
other categories are applicable to any post to be filled up by direct
recruitment.

7. Minimum Service for Promotion:

    No member of the service shall be eligible for promotion or appointment
by transfer from a lower category, to the next higher category, unless
he/she has put in not less than two (2) years of service in such lower
category.

8. Probation:

 i.     Every person appointed by Direct Recruitment to any post in service
        shall be on probation for a total period of two years on duty within a
        continuous period of three years from the date on which he/she
        commences probation.
 ii.    Every person appointed by promotion to any of the posts in this
        service shall be on probation for a total period of one year on duty
        within a continuous period of two years from the date on which
        he/she commences probation.

9.     Unit of Appointment:

     For the purpose of recruitment, appointment, seniority, discharge for
want of vacancy, promotion, transfer and reappointment, the unit of
appointment shall be as specified in the table.

10. As per Rule 35 (ii) of Andhra Pradesh State and Subordinate Service
Rules, 1996, the seniority of a member of service, calls or category, who is
transferred on his/her own request from one unit of appointment to another
unit of appointment shall be fixed with reference to the date of his joining
duty in latter unit of appointment. Accordingly, the seniority of teaching
staff working in Aided schools at the time of absorption in to Municipal
Schools in the Vijayawada Municipal Corporation, their seniority shall be
fixed with reference to the date of his/her joining duty in the latter unit of
appointment i.e., Municipal Schools in the Vijayawada Municipal
Corporation.
