In the reference cited, Sri Bopparaju Venkateswarlu, Chairman, A.P. JAC, Amaravathi has stated that as per the SEC guidelines, the polling commences from 06.30 AM and ends at 03.30 PM and after completion of polling, the counting of votes will start immediately followed by declaration of results and handing over of polling material to concerned etc., He further stated that the polling staff will attend for the polling duties one day prior to the date of poll to receive the polling material and they will be on election duty 24×7 with lot of stress taking the Covid-19 precautions for almost 48 hours. It was further stated that sometimes the counting and declaration of result may continue till mid-night and it may take (3) to (4) hours to reach their residences after completion of the poll duty as the staff are usually drafted for poll duty to a place other than the Revenue Division, where he/she is working and residing.
Further the Chairman, A.P. JAC, Amaravathi has requested the Stat Commissioner, SEC to examine and issue
of instructions to the Collectors to declare the next day polling duty/counting as compensatory holiday to the employees, who attends polling duty.
Election
The State Election Commission considers that it is necessary to declare “OD” to all polling personnel, who have to stay back for longer hourS till late in night due to delay in Counting on the next day of pol.
In view of the above, I request the Commissioner, PR&RD and Election Authority to take
necessary action to declare “OD” to all polling personnel, who have to stay back for hours till longer late in night due to delay in counting on the next day of poll.
